Pre-proposal Conference Meeting Minutes

RFP GS-05-P-17-SV-C-0031: Exterior Tuckpointing and Masonry Repairs Project

Location: Charles E. Chamberlain Federal Building, 315 W. Allegan Street Lansing, MI 48933

Date: Wednesday, June 21, 2017 @ 10:00 AM – 12:00 PM, Eastern Time

These meeting minutes are not intended to reiterate everything discussed in the meeting, but identify those points that may affect an Offeror’s understanding of the solicitation. Included in the minutes is the sign-in sheet documenting everyone that was in attendance.

The purpose of the pre-proposal conference was to discuss the RFP reference above. The goal was to answer any questions regarding the Request for Proposal (RFP) as well as allow potential contractors the opportunity to tour the project site.

Potential Offerors were instructed that no oral or written statement made by a Government representative during the pre-proposal conference can add to, modify or otherwise vary from the written provisions of the solicitation and/or amendments. In the event that discussions during the conference indicated a need to change the RFP, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due.

Currently there is one amendment issued to the solicitation (Amendment 01 dated 6/20/17).

Introductions were made; those in attendance representing the GSA were:

Daniel Nitu, GSA, Contracting Officer Rachel Pellegrini, GSA, Project Manager and Contracting Officer’s Representative Dan Fenner, GSA, Property Manger

A contractual overview of the project was presented by Daniel Nitu, Contracting Officer, which included but was not limited to the following points:

This procurement is set-aside for small business concerns using NAICS code 238140 (Masonry Contractors) with a size standard of $15 million. Offerors shall register their firms in the System for Award Management (SAM) prior to submitting their offer and ensure that the assigned NAICS is listed in the record. The SAM record must be current, accurate, and complete verifying the applicability to this solicitation, or the offeror shall provide supplemental information in their proposal package certifying this information as of the date of the offer.

The estimated price range of this project is between $1,000,000 and $5,000,000.

The performance period for this contract is 285 calendar days from issuance of Notice to

Proceed (NTP). After award of the contract, the Contracting Officer will issue an interim NTP which allows for the submission, review and approval of all required shop drawings and material samples. Also it allows the contractor to apply for and obtain security clearances, submit required insurance and bonds, perform any off-site work, and prepare mockups.

This is a negotiated procurement and proposals are required to include a price and a technical package; the technical factors are identified in the RFP and they are weighted equally. The technical factors, when combined, are significantly more important than Total Evaluated Price. Technical factors include:

o Experience providing GC Services on Similarly Complex Projects o Project Management Plan/Approach o Staffing Plan and Qualifications of Key Personnel o Past Performance on Similarly Complex Projects

The price proposal includes the SF1442 with the contract price form. The total evaluated price will be the lump sum price submitted on Line 0001 of the Schedule page (Standard Form 1442). In addition to the lump sum proposal, the contractor shall provide unit pricing as requested on section 01 22 00 of the Specifications, and page 3 of the SF 1442. The unit prices will not be part of the total evaluated price. They will be accepted or rejected at the time of award.

The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

The Government reserves the right to make an award to other than the lowest priced offer if it is determined that to do so would result in the best value to the Government.

A bid bond (20% of bid price) is required to be submitted with your proposal.

Security clearances are required for all personnel performing work under this contract.

Offers are currently due on July 19, 2017 at 03:00PM (Eastern Time).

Proposals must be submitted electronically daniel.nitu@gsa.gov Any change to the due date would be issued by amendment only.

A complete proposal submission consists of the following fully-completed documents:

o Price Proposal - includes filled out Standard Form 1442 showing the lump sum price and unit prices as required o Technical Proposal, which includes GC Experience Summary – Attachment A Project Management Plan/Approach Staffing Plan and Qualifications of Key Personnel Past Performance Questionnaire – Attachment B (to be submitted by the reference separately). The offeror is responsible for ensuring that the past performance reference(s) complete and submit the past performance questionnaire (Attachment B) by the deadline.
