1. Electrical Specification section 260533, 3.2, A, states “thermostat” wall rough-ins are to be installed in a box with mud ring and extended into the ceiling cavity with 3/4” conduit.
a. Does this also apply to the temperature control space temperature sensors?
Yes. Temperature sensors, not thermostats are used on this project and the intent is that rough-ins be similarly provided. The requirements for these rough-ins are specified in 260533.3.2.A. (double gang extra deep box with single gang mud ring and ¾”C into the nearest accessible ceiling space). Specification 230900.3.5.B & 230950.3.1.G both indicate “All conduit, cable trays, raceways, wiring, accessories and wiring connections required for the installation of the Control System, and as herein specified, shall be provided by the Controls Contractor unless specifically shown on the Electrical Drawings”. These specifications further indicate that installation shall be in accordance with Division 26 (electrical specification) requirements. Since the electrical drawings do not show the rough-ins, responsibility for conduit associated with low voltage controls shall be assigned to the Controls Contractor. The Controls Contractor may choose to sub-contract conduit rough-in associated with his work to the Electrical Contractor.
2. The existing dampers at all shaft openings for both supply and return air are part of the buildings abandoned smoke control system. They are however, still connected to the pneumatic control system to keep them in an operational position. Demolition of the existing dampers/pneumatic system will cause all of the dampers on a respective floor to fail.
a. During construction phases, is the intent to rework the pneumatic lines on the dampers being removed to leave the remainder of the floor functional and then demo the pneumatic system once a floor is complete?
Yes. Existing controls need to remain active until last dependent phase is completed.
Ideally, when a phase of construction is complete, work in that area is also complete. If existing pneumatic lines are required to remain in place in a subsequent phase from current in order to retain functionality for future phases, then final demolition of pneumatic
Amendment 05 piping would need to occur upon completion of floor. This work would need to occur after hours through finished ceilings if necessary.
3. Is the Temperature Control contractor responsible for all 120v power circuits to their equipment and panels?
The intent is that the electrical contractor is responsible for providing line voltage electrical and the control contractor is responsible for low voltage. Circuiting and locations for all fans (VFDs) and electric heat are conveyed on electrical plans and panel schedules. Electrical plans also show circuiting to each of 2 secondary GUIs per floor.
Additional power that may be required for devices (terminal unit dampers, etc) is not reflected on electrical documents. Specification section 230900.3.5.A. (Electrical Wiring and Connection Installation) states: “It is the responsibility of the Controls Contractor to coordinate, integrate, and install all electrical wiring, connections, and power requirements for the control system”. Specification 230950.1.10. (Coordination) states “Coordinate supply of conditioned electrical circuits for control units and operator workstation”. The intent is that the control contractor shall coordinate power requirements regarding miscellaneous controls for the electrical contractor to provide 120 volt circuits wired to junction boxes from which the control contractor will transform and provide low voltage to devices. Specification 260533.3.2.B. implies electrical contractor coordination with low voltage system contractors.
4. Duct smoke detector and annunciator work, as well as the relocation of Fire Alarm conduits interfering with new ductwork, appear to only be shown on the mechanical drawings.
a. Due to licensing and certifications, will this work, and any other life safety work be performed by the electrical contractor?
In addition to mechanical plans, duct smoke detectors are shown on fire alarm plans (FA101, FA102, and FA103). Although Details 1 and 2 on mechanical drawing M501 do indicate smoke detector relocation and fire alarm conduit relocation, it is the intent that this work be performed by neither the mechanical nor the mechanical controls contractor.
Note J of detail 1 states “spot type duct detector must be relocated by a NICT certified alarm system authorized technician”. Smoke detectors, remote test stations, annunciator work, and wiring is to be provided by the Fire Alarm Contractor. Specification 283104.3.2.B indicates that all fire alarm cabling shall be installed in conduit.

L. Please confirm my understanding that an addendum would be issued regarding the replacement of parts and partitions.
Refer to Allowance number 3 in spec section 012100 for demountable wall missing components or shortfall in materials.
M. It is my understanding that the 11th floor swing space will still be part of the base bid even if the 12th floor option is not exercised, and an addendum will be issued showing other swing space locations.
Please confirm this is correct.
Correct refer to Addendum No. 1.
N. What phase is swing space work to be completed.
Refer to the phase schedule in spec section 011000
O. Please confirm that the only scope in the swing space areas will be to provide electrical hook up to relocated furniture.
Swing space is mostly electrical hook up of workstations.
Some demountable wall work is included in some of the swing spaces.
Refer to addendum No 1 for work scope in swing spaces.
P. The 11th floor swing space shows a wall with a door to be demolished. We were not able to review the conditions at this space during the pre bid. There is no indication of relocating electrical fixtures or mechanical diffusers. Also it is unclear of the finishes in this space. Please provide more information of scope of work for this wall removal.
Omit the dashed wall and door shown on the plans near the 11th floor swing space.
Refer to addendum No 1 for work scope in swing spaces.
Q. Confirm that the existing walls used as a phase separation will need to have fire rated properties added but not sound properties, and fire dampers in duct work is not required.
See RFI 20 (Fredrick Construction RFI).
Where fire dampers are required in phase separation walls, they are shown on HVAC plans.
R. The rating designation on the architectural floor plans and the phase separation are the same symbol. This represents a 2 hour rated wall system, but only a 1 hour system is needed for separation walls. Please confirm the only new rated walls can be found on the code compliance plans and that the separation walls are 1 hour rated unless in a sprinkled space.
Some sheets show the phasing lines with a line type that matches the 2-hour rated wall line type. This line type does not represent the phasing wall fire rating. See RFI 20 for construction wall fire rating requirements.
S. If the space on one side of the phasing wall is sprinkled, will that suffice to remove the 1 hour rated wall requirement for the phasing wall.
See RFI 20 (Fredrick Construction RFI).
T. Phase 4 on the 14th floor will not have any HVAC once phase 2 begins. This was discussed at the pre bid and the A/E rep indicated they worked out the phasing to avoid this. Please explain how they are receiving climate control once phase 2 begins. I would suggest if possible that the small area of phase 4 be added to the phase 2 scope.
Phase 4 will remain. Refer to Addendum No. 02 for revisions.
The HVAC design makes the best use of the phasing boundaries given which we understand cannot change. If it were possible to remove phase 4 and incorporate it into phase 2, HVAC could be redesigned as suggested to eliminate this issue as suggested. The current design better equalizes air distribution from shafts.
The following approach is recommended:
(1) During phase 2 (after hours), extend existing induction terminal unit duct system serving office 1401, mail room 1402, and office 1403 to also now serve storage 1404 and storage 1405. At the perimeter, this will involve adding connecting 12” diameter flex duct between perimeter ductwork served by separate existing induction terminal units and capping this existing duct at the right side of the perimeter duct near column H7. At the interior, this will involve adding a 10” diameter flex jumper duct to the continuous linear slot diffuser so that phase 4 is fed from existing induction terminal also serving phase 3.
(2) During phase 3. Break loose the temporary ductwork installed in phase 2. Route new temporary ductwork connected to new phase 2 ductwork into phase 4 boundary (after hours). Temporary HVAC consists of terminal unit VAV-14.01, 3 diffusers, and temperature sensor (all initially designated for phase 4 construction. Note that size of 14NE trunk duct needs to be revised.
(3) During phase 4, complete remainder of demolition in phase boundary. Revise locations of VAV-14.01 and its associated temperature sensor and diffusers to final designated location and revise ductwork accordingly. Note this terminal unit location needs to revise slightly from previously shown location. Complete remainder of new hvac designated to occur in phase.
Addendum 2 drawings will be issued to clarify all required changes.
U. Confirm that it is the intent of the 12th floor phase to be accessed through the adjacent door in the phase 5 area.
Refer to Addendum No 1. For additional egress information.
V. Several demolition notes indicate salvage of ceiling tile, casework, doors, frames, hardware, and access floor. In the pre bid there was discussion that salvage of some or all of these items are not required. Please define clearly what items are to be salvaged as this will impact the bid and increase the need for storage space until turn over.
See RFI 27
W. If doors, frames, and hardware are to be salvaged, are they to be salvaged as a unit?
Yes. Owner wants to review salvageable materials / items, however, contractor remains responsible for disposal .
X. It was discussed that the electrical feeds in the walker duct system may feed multiple phases. Please address how the contractor is to remove that portion of service without effecting the remaining phase. Will the contractor be allowed temporary measures to be left within the walker system until the next phase addresses the system.
The end goal is to have all unused cabling removed from the floor ducts. Cabling should be mostly loose in the duct or made loose when work is being done within that phase. This loose cabling should be easily pulled from one neighboring phase to another. If this is not possible contractors should be able to double back into occupied phases during unoccupied hours and access the floor ducts and remove abandoned cabling. This should only require removal of some carpet squares that should be reinstalled same day. If there is an unforeseen issue that makes this work extremely difficult like not having access to a length of walker duct because of new construction or a workstation; this can be reviewed by GSA, VBA, and architect during construction to determine if these portions of cabling can be abandoned in place.
Y. Please provide fire protection pressure(s) The last pump test results that I possess has the following flows at 100% capacity Static: 286 psi Residual: 276 psi
Flowing: 990 gpm
Z. Section 102219 demountable partitions, 211315 sprinkler system modifications, and 283104 fire alarm system modifications indicates contractor to provide cad generated drawings of the demountable partition, sprinkler as build and fire alarm system. During the discussion of the pre bid conference no cad drawing are required. Please confirm only redline as built documents turned over to GSA will be required.
These will require CAD drawings to be provided to the AE. Contractor is also required to submit shop drawings including plan drawings for these systems. CAD files should already be created for these submittals.
AA. Confirm no abatement for hazardous material is known at this time.
We did not receive a copy of a test report but were verbally told by the GSA that this was handled in a previous project. If the GSA has access to a passed test report this would be the only way to confirm at this time.
BB. Confirm that spaces that span phases when complete do not require finishes to be installed until last phase of space is built out.
Refer to general note No. 3 on the phasing plans.
Some finishes may need to wait until the later phase for these rooms.
CC. Af102 unable to understand some symbols used as they are not identified in the legend i.e. dashed circle with an S. also some are in conflict of light fixtures or diffusers. Please clarify legend and ensure all ceiling mounted devices are shown and coordinated.
SV = Speaker Visual – refer to Fire alarm drawings S = Speaker – refer to File alarm drawings
DD. Are examples of artist panels available via a picture.
no image will be provided until award issued. Refer to Addendum #2 for further info
EE. Please confirm no fire suppression scope will be in the elevators or duct shafts. Note shows that core areas are to have heads replaced and both elevators and shafts are indicated.
No fire suppression scope will be in elevators or duct shafts. Where are elevators and shafts indicated? For floors included in remodel, fire protection heads are to be replaced in same location with quick response type. This includes exposed upright pendants in stairwells of floors 12, 13, and 14.
FF. Is an electrical one line diagram designed?
No
GG. New panels do not show the power source or wire configuration usually found on a one line diagram.
See keynote #11 and panel schedules for panel information as requested
HH. Where is panel RP12DA. Unable to locate on plans.
Disregard references to panel RP-12DA. See Addendum #02 for revised circuit designations for devices previously fed from this panel.
FF. An addendum is posted however it requires a password to access. Please remove password or provide access. We are unable to confirm content.
Amendment 3 was posted with Adendum#01 and a password referenced as a file link But Amendment 3 is only the SF30 without Addendum 01 being attached. However Amendment 4 was issued and has all the Addendum documents attached with no password required. I just confirmed the information on FBO as well.
GG. Quality Assurance: Installer Qualifications: will Carpet installers be required to be certified through the International Certified Floorcovering Installers Association at the Commercial II or Master II certification level.
See RFI 36
Fredrick Construction
1. Due to the number of questions on this project, we ask that a bid date extension of 1 week be considered to allow contractor sufficient time to react to the responses received.
Extension issued.
2. Will the contractor be able to stage a dumpster or multiple dumpsters in the basement / loading dock area? If so how long can the dumpster stay in the loading dock area and how many at one time?
Yes. GSA Property Management can block our 1 dock bay, 24/7 for contractor dumpster(s). It is feasible for a 40yd and a 20yd to be positioned there at the same time. The goal is to not interrupt changing out of existing compactor, and/or adjacent dock bays.
3. Is the contractor free to use the Owner’s existing toilet facilities or will temporary toilets need to be provided?
Existing facilities to be used, contractors to maintain cleanliness.
4. Will all contractors and employees working on the project need to have security clearances or can they be escorted by an employee that already has a full security clearance? If all contractors are to obtain security clearances, please provide specific information related to this process so that the contractor is able to include any costs associated with the clearance process in their base bid.
Please see attached vendor manuals for security clearance information.
5. It was noted at the pre‐proposal conference that the construction areas under each phase are to be placed under negative air and that exterior windows could be removed and boarded up to achieve this. Has this been verified as being acceptable to the property management and security for the building? We have worked in this facility many times and have never been allowed to take out exterior windows and temporary board them up to exhaust a HEPA air machine.
Yes... GSA Property Management will permit removal of a single widow for NAM exhaust purposes. Placement to be discussed / confirmed by GSA Property Management. If more than one window is needed, this will require additional conversations with GSA Property Management. It is paramount that the exhaust is properly monitored.Contractor is responsible for the condition, and storing of the removed window as well as proper replacement. Window blinds are to be fully functional after window replacement is completed. All abatement plans approved by construction team MUST be reviewed by PVM Property Management for impacts to building operations.
6. Who is the proprietary contractor for the fire alarm work within the building? Who is the proprietary contractor for the building controls for the BMS system, Graphics, and HVAC Controls? Were either of the proprietary contractors involved in the design phase? Do they know to have pricing ready for this project?
We do not have proprietary contractors. GSA has an Operations & Maintenance Contractor. They in turn have maintenance agreements with multiple subcontractors.
Because KCorp Support Services (O&M) is responsible for the operations and maintenance of ALL building systems. KCorp will be the primary contact for all building system needs / inquires.
No. KCorp has not yet reviewed project requirements.
No. KCorp does not have pricing available as they were not yet asked to provide. It is the responsibility of the GC to seek costs.
7. Who is responsible for the O&M costs related to the project? O&M items would include drain down fees, after hour utility shut downs, testing, etc.
Contractor not responsible for costs.
7. Can the fire suppression work be completed during normal working hours? Is there a certain time that the fire suppression system needs to be back on‐line working each day?
The fire suppression work cannot be completed during the normal work hours and needs to remain operation during normal building work hours.
9. If the fire suppression system work needs to be completed after hours, what time will the system need to be re‐filled and in working order the next morning? Who will be responsible for “fire watch”? What is the process for “fire watch” in the building?
Work shall be done in such a manner as allows for the return to service of all sprinklers at the end of the work shift
The contractor is responsible for the fire watch because it is their work that has taken the sprinkler/fire alarm system out of service.
Where a fire watch is required by GSA standards or codes referenced therein, that fire watch shall be provided with at least one approved means for notification of the fire department, and their sole duty shall be to perform constant patrols and watch for the occurrence of fire. Fire watches assigned as a part of any fire safety or impairment plan shall be trained and have documentation of hands on fire extinguisher training complying with 29 CFR 1910 within the previous twelve months. Likewise, they shall be trained on how to sound the alarm within the building during any impairment and to independently notify the public fire department of a fire emergency within the building. All fire watch personnel shall have a direct means of communication with the project superintendent.
I have attached our Master Specification for Fire Prevention and Protection in Construction and Demolition.
10. Will additional building security be required for after‐hours work that would take place on 2nd or 3rd shift? If there is a fee, who is responsible for the fee?
No. Additional 2nd & 3rd shift security is not required. However, after hours entrance will be available via access card and PIN... tools / materials are required to be screened. Guard staff is at a minimum after hours. Additional security and/or fees are the responsibility of the requester.
11. Who is responsible for the costs associated with the labor and material for the installation of final door key cores?
Spec section 087100 2.5 list the core and keying requirements and is the responsibility of the contractors.
12. Is there existing spray applied fireproofing that will require patching? If so, please identify the locations or a square foot amount to include in the base bid.
We do not believe there is any existing spray fire proofing given the concrete structure system and our limited field verifying. We will remove the note. I was hoping the GSA could confirm if this was an issue on past projects.
13. Specification Section 012100 – Paragraph 3.3.A – Allowances: What size of sprinkler piping is the allowance and unit pricing to be based upon?
