Vendor Questions for Request for Qualification #GS-05-P-16-GB-D-7000

1. How important is it for the proposed team members to have worked with each other in the past?

Answer: It is not required. The applicants should demonstrate the capabilities of their proposed team members and how they plan all team members will work together. If success working together in the past can be demonstrated that may be helpful.

2. You mentioned a partial Set-Aside for Small Business—what standard are you using to qualify the businesses as “small”? Is it firm size, revenue, combination of both?

Answer: This will be based on how you are classified in the System for Award Management (SAM). Size standards and qualifications for small businesses can be found in FAR 19.102, or on the SBA (Small Business Administration) website here.

3. I’m sorry I forgot to ask at today’s pre-submittal conference, but can you clarify whether the page counts listed in the RFP are correct and/or for single-sided or double-sided? Specifically:

a. Letter of Interest – No limit specified – is that correct?

Answer: Yes.

b. Management Plan – Not to exceed 3 pages – single or double-sided?

Answer: Single sided.

c. Quality Control Plan – No limit specified – is that correct?

Answer: Yes.

d. Teams Design Philosophy and Design Intent – Not to exceed 2 pages – single or double-sided?

Answer: Single sided.

4. Under the Broad Range of Services for the IDIQ, do Low Voltage and Audio Visual Design Services fall under the MEP services?

Answer: If they need to be, or they can be separate sub-consultants, those are just examples of some of the work that we do.

5. Under Evaluation Factor II, did you purposefully include “Environmental Services” in the first bullet to be discussed as part of our Management Plan, Team Structure, and Quality Control narrative?

Answer: No, that was included in error and you may disregard.

6. We plan to address the identified Evaluation Criteria in addition to the four items listed under Section H in the procurement. Please clarify your instruction as Evaluation Criteria Factor II includes a narrative for the Management Plan, but then in the Section H listing, the Management Plan is listed again and limited to three pages.

Answer: These are referring to the same plan.

7. Is there any overall page limitation to Section H?

Answer: No overall limitation is given, however some items have size restrictions indicated.

8. Please define the level of support that will be required for Real Estate services.

Answer: The need for real estate market analysis is infrequent. If required, it would be well defined in the scope

9. Will an attendee list be published?

Answer: The list of attendees and the list of all firms that requested to attend the pre-submission conference have been uploaded to FEDBIZOPS.

10. Can you please confirm whether or not we need to identify how we will meet the Partial Small Business Set-Aside within our proposal or if this is something that will be determined on a project by project basis?

Answer: The Partial Small Business Set-Aside is referring to the types of firms that the GSA can award to. As this is a partial set-aside we have the flexibility to include both small (all types) as well as other businesses to meet our requirements.

11. Do we need to include SF 330 Part II for each of our listed sub-consultants?

Answer: Part II of the SF 330 is for your firm only.

12. Can we alter the SF 330 form (i.e., fill colors in certain boxes, bold text, etc.) as long as all boxes/required information is included?

Answer: No, we would like that all our information stay in its original formatting including color, text styles, text size, and typographical emphasis..

13. We are proposing to submit options for one or two of our main engineering consultants. We will NOT exceed the six resumes, but will list our proposed optional consultants on our org chart for our team structure. There was a question as to whether the GSA will allow/approve rates on our contract for two or more consultants of the same discipline.

Answer: Yes you may have different rates for different consultants even for the same discipline.
