ELEVATOR MAINTENANCE SERVICES GS-05P-14-SV-D-0054
ENTERPRISE COMPUTING CENTER, DETROIT, MI
SOLICITATION - SUPPLEMENTARY INSTRUCTIONS TO OFFERORS
NEGOTIATED
GSA will award a contract with a one-year base plus four one-year options for elevator maintenance services starting on or about April 15, 2015, that complies with all terms and conditions in the scope of work. The applicable NAICS code is 238290 with a size standard of $14.0 Million. Small businesses are encouraged to apply.
Current Contract Information This is a new contract for the Government. The type of work contemplated by this solicitation for this building is currently being performed by Thyssen-Krupp Elevator, under a private contract.
The current contract value is unknown to GSA.
PLEASE NOTE
The work contemplated by this solicitation MAY NOT BE similar to standard private sector Elevator Service contracts in the following manners:
1) This contract is for FULL ELEVATOR MAINTENANCE SERVICE. Full maintenance service is de-fined as all services, repairs, inspections and testing necessary to maintain all elevators, appurtenances and accessories in a fully operational mode at all times except for prescheduled downtime including all la-bor, parts and materials. Contractors should take note of this requirement and price their proposal ac-cordingly. Please see Section C. for full description of maintenance services required by the contract con-templated by this solicitation.
2) This contract requires many reports, plans and submittals, many of which are not generally required under a typical private sector contract. The reports, plans and submittals required by the contract specifications contained in this solicitation are non-negotiable and must be provided in accordance with the specifica-tions. Please see Exhibit 6 for a listing of all submittal requirements and timeframes. Contractor payment is dependent upon the receipt of these documents as specified in the solicitation. Deviations from the re-port, plan and submittal requirements will not be permitted. Report content requirements specified in the solicitation are not negotiable. Contractors should take special note of these requirements and price their proposal accordingly.
3) This contract has a specified on-site requirement which may differ from the typical requirements found in a private sector elevator maintenance contract. The contractor is required by the contract to provide quali-fied personnel onsite for (2) consecutive hours for any two days each week, between 9 a.m. and 3 p.m., Monday through Friday, excluding Federal holidays, to monitor the operational status of the elevator sys-tem and respond to all types of service calls. This requirement is not negotiable. It is the responsibility of the contractor to schedule and perform all preventative maintenance (PM), repair and service work as re-quired by the contract. The Government does not propose to the contractor how to perform these ser-vices. However, the Government does require the contractor to provide personnel for the specified times listed in Section C10. It is the contractor’s discretion on how they use this time onsite and whether to use this time to perform any PM duties required by the contract, when not responding to a service call. The PM schedule will be submitted with the Quality Control Plan submission. Please see Section C10 of the solicitation for full on-premise requirements of the contract. Contractors should submit a proposal which adequately reflects the costs required to satisfy all the requirements of the solicitation.
These examples given are just a few of the requirements of this solicitation. Please review the entire solicitation documents carefully in order to ensure the Government receives the services required.
QUESTIONS
All questions shall be submitted in writing to Jerrud Parker at jerrud.parker@gsa.gov by close of business on December 1, 2014. All questions will be attempted to be answered by December 3, 2014 via FBO.gov.
FAR 52.237-1 SITE VISIT (APR 1984)
Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
A site visit has been scheduled for November 18, 2014 at 1:00pm. Due to the security at the building, ALL CONTRACTORS MUST RSVP BY 1:00pm EST ON 11/14/2014 in order to attend. Contractors can RSVP with Jerrud Parker at jerrud.parker@gsa.gov or 313 317-9618. Contractors must report the names of each person planning to attend the site visit in the RSVP. Anyone whose name is not provided to GSA prior to 1:00pm EST on 11/14/2014 will not be permitted entry into the building. There will be no exceptions to this requirement. This building has very strict security. Please note that all visitors are subject to a security screening at the building entrance and should plan accordingly. Parking is available in metered spaces and in nearby parking lots.
Contractors are permitted to bring cell phones into the building. However, if any photos are taken while inside the building, security personnel are required to view the photos prior to the contractor exiting the building.
OFFER SUMISSION AND CONTENTS
Offers are due December 9, 2014 at 3:00PM (local time) and must be submitted in paper form with original signa-tures. ELECTRONIC SUBMISSIONS ARE NOT PERMITTED for this solicitation. Any change to the due date would be handled through a modification on FBO.gov.
A complete offer consists of the following:
1. Pricing (Properly completed SF1449 and fill in Section B of solicitation package)
2. Past Performance References (See Attachment A)
4. Quality Control Plan (See Section C.16.a)
The Quality Control Plan shall be separate from the pricing information.
In addition, the offeror should ensure that the following web-based records are active, accurate and complete based on the NAICS assigned to this procurement:
1. System for Award Management (SAM) [www.sam.gov]
The offeror should also ensure that company name and address information stated on any submitted document matches the information in the System for Award Management.
EVALUATION CRITERIA
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Past Performance (See Attachment A) Total Evaluated Price
Past performance is significantly more important than total evaluated price. As past performance becomes more equal, total evaluated price becomes more important.
1. Past Performance.
Past performance is relevant information regarding an offeror’s actions under previously awarded contracts (i.e., compliance with terms and conditions of the contract; quality, accuracy, and timeliness of required documentation (submittals/schedules etc); timeliness of completing the work in compliance with the contract; responsiveness to emergency situations; effectiveness of Quality Control Program; communication with Contract Administrators and tenants; effectiveness of managerial performance; quality of work; and overall performance).
This information will be obtained through feedback from the offeror’s customers. To be relevant, past perfor-mance information must be provided for contracts that are similar (or greater) in terms of the relevant past perfor-mance criteria listed below. The contracts submitted may have been governmental (federal, state, or local) or pri-vate sector contracts.
Past performance will be considered relevant if it meets all of the following criteria:
1) The contract was for elevator maintenance services in a commercial or government owned facility of similar size with similar systems.
2) The contract is/was in place for at least two consecutive years.
3) For previous contracts, the contract was completed within five years from the closing date of this solicitation.
Offerors shall complete attachment A–Past Performance Reference Sheet at the end of this section. This form must be completed for each reference submitted that meets the criteria identified above. The offeror cannot use the same reference (i.e., same project and same contact person) more than once. Past performance will be eval-uated by analysis of information provided by the offeror and by interviews with the offeror’s past and/or current customers. If the offeror submits as a joint venture, unless the references submitted are for the joint venture, each firm in the joint venture will be evaluated and the composite score will be the average of all the scores for each firm of the joint venture.
While offerors must submit evidence of a minimum of 3 customer references for past performance evaluations, they may provide more (but in no case shall they submit more than 5 references). The Government will consider two separate contracts as a single contract if they were consecutive and for the same location and services; e.g., two separate, but consecutive, one-year elevator maintenance service contracts for the same or similar work at ABC Federal Building, will be considered one contract.). The Government is not required to conduct or complete reference checks on more than three contracts, although it may choose to do so. Additionally, if more than three references are provided, the Government reserves the right to choose which references to include in its evalua-tion.
In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other relevant contract that the offeror currently has or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information Retrieval System (PPIRS). While the Government may elect to consider data obtained from other sources, the burden of providing current accurate and complete Past Performance information rests with the offeror. The Government reserves the rights to obtain and evaluate Past Performance information from any source it deems appropriate. Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.
The relevant past performance references contacted will be evaluated with an adjectival rating, which in turn will be translated into a numerical score, as indicated in the chart below. The ratings will then be averaged for a com-posite score. The composite score may fall anywhere along this scale, for example, a 4.5.
ADJECTIVAL
RATING
NUMERICAL
SCORE
DESCRIPTION
Excellent 5 Past performance significantly exceeds in all aspects of the re-quirements.
Very Good 4 Past performance exceeds, to varying degrees, one or more of the requirements.
Satisfactory 3 Past performance meets, in all aspects, the requirements.
Marginal 2 Past performance does not meet all requirements.
Unsatisfactory 1 Past performance does not meet any of the requirements.
Neutral Did not submit the minimum number of relevant past perfor-mance references and no other relevant references could be obtained by the contracting officer
FAR 15.305(a)(2)(iv) states, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.” Therefore, failure of the offeror to provide a minimum of three relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of three reference checks, after making a reasonable effort to do so, will result in the offeror being rated as “neutral” on the past performance factor.
The Government will not consider past performance information submitted by the offeror regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical as-pects of the requirement.
2. Total Evaluated Price
The Government will evaluate the reasonableness of the proposed pricing for the work to be accomplished.
This contract is for an eleven and a half month, firm fixed price base year with four one-year options. Pricing will include a monthly price for each location to cover all services, supplies, and submittals required by the statement of work. Offerors will also need to supply pricing for additional services or repairs not covered in the monthly service price that may be ordered separately and are within the scope of the statement of work.
The total evaluated price will be computed by multiplying the monthly service price submitted for both the base and option periods by the duration of each period of performance. The resultant amounts will then be combined to compute the total evaluated price. Prices for additional services, overtime services, emergency call-back service services during other than normal hours, traffic analysis, and markup for materials on additional service orders only will be accepted or rejected at the time of contract award.

(h) The GSA Form 300 will describe the service(s) (for orders of $2,500.00 or more) to be provided.
Orders of $2,500.00 or less may be processed using either direct pay procedures or the Government-wide commercial purchase card, which is the preferred method to purchase and to pay for micropurchases. Individual orders for additional services involving more than forty (40) hours will only be issued with the assent of the contractor.
END OF SECTION
Section C – Description, Specifications, and Statement of Work
C1. General Note The Contracting Officer and the Contracting Officer's Representative will hereafter be referred to as the CO and the COR, respectively.
C2. Scope of Work
(a) The Contractor shall provide full elevator maintenance service, in compliance with the ASME Safety Code requirements including Section 8.6, the manufacturer's recommendations, the Elevator Industry Field Employees’ Safety Handbook, National Electrical Code, and all other applicable laws, regulations, rules, ordinances, codes, etc. Full maintenance service is defined as all services, repairs, inspections and testing necessary to maintain all elevators, appurtenances and accessories in a fully operational mode at all times except for pre-scheduled downtime including all labor, parts and materials.
The maintenance contractor must provide all tools, equipment, supplies, and personnel necessary for safely performing all tests required by the ASME A17.1 Safety Code for Elevators and Escalators and the Authority Having Jurisdiction (AHJ – that would be GSA). This includes inspections and tests required at six month, one year, three year, and five year intervals, and any other tests determined as necessary by the COR.
(b) Measurements of elevator speed, door opening and closing times, performance time, door closing force, floor to floor performance times, mean times between service calls, ride quality, stopping accuracy, downtime, customer surveys, and review of preventive maintenance and inspection reports shall be the governing factors in determining the adequacy of the elevator maintenance. Any deviations shall be justified to and approved by the COR. No deviations to the performance measures can be made until the contract is modified by the Contracting Officer.
(c) The Contractor shall be responsible for all costs associated with accomplishing repairs and replacements, including labor, equipment, and supplies for all equipment and systems specified or recommended by the system manufacturer. The Contractor shall not be required to make renewals or repairs made necessary by negligence or misuse of the equipment by persons other than the Contractor, his/her representatives and employees, or by reason of any other cause beyond the control of the Contractor, except ordinary wear and tear. Other items excluded are stationary architectural features and underground piping for hydraulic elevators. This does not exempt deficiencies from coverage under this contract that developed or were caused prior to the contract effective date.
(d) The Contractor shall be fully responsible and accountable for the operation of all equipment beginning on the date specified in the Notice to Proceed.
(e) These specifications are a statement of the minimum level of work and services that are to be provided in certain areas under this contract. They are not intended to be, nor shall they be construed as, limiting specifications or requirements. At a minimum, the contractor will be required to take all steps and measures which would be taken by a prudent building owner to maximize the life expectancy of the elevators and related systems and ensure safe and reliable elevator operation.
(f) The Contractor shall develop and implement a preventive maintenance (PM) program acceptable to the COR. All equipment shall be maintained in accordance with the manufacturer's recommendations, the best practices of the industry, and applicable codes, standards, and regulations. If a conflict arises between these standards, the most stringent will prevail. Within five (5) days after award, a copy of the PM program will be provided to the COR for acceptance. The PM program must be acceptable to the COR prior to the commencement of the contract period. The PM program must show, at a minimum, what work will be done and when. For example, if electrical connections are being checked in May, your plans should indicate that. Also, a laminated copy of the approved maintenance program must be located in each mechanical room.
(g) All scheduled work that requires an elevator to be taken out of service shall be coordinated with the COR and the contractor shall report to the COR the status of elevator equipment or systems not operating by the close of each workday. Any equipment or system not operational by the official start time of the occupants shall be reported to the COR by 8:00 a.m. that day. The contractor is responsible for the installation of signs and/or barricades as related to equipment and/or systems as deemed necessary by the COR. In the event an elevator is shutdown, an "Out of Service" sign must be placed at each call button on all floors when the elevator is the only one servicing that area.
(h) The Contractor shall not change or alter the existing elevator equipment or any electrical circuits, wiring, controls, or sequencing without written authorization from the COR. If changes are authorized, the Contractor shall make appropriate revisions to the elevator drawings and/or specifications. All parts or components installed, or improvements made, by the Contractor during the term of this contract shall become and remain the property of the Government.
(i) The Government reserves the right to require the Contractor to make such tests as and when deemed advisable to ascertain that the requirements of this contract are being fulfilled. All tests shall be scheduled through the COR and the Government reserves the right to witness all testing.
(j) In order to provide for uninterrupted Government business and elevator service for the handicapped, unnecessary out-of-service periods for elevators cannot be tolerated. Therefore, it is essential that elevator repairs be affected immediately.
(k) The Contractor shall maintain the machinery spaces, shops and storage areas in a clean and orderly manner. When work is performed in these areas, the Contractor's personnel shall clean up all debris and leave the area in a presentable condition. The machinery room floors and the equipment located within the machinery rooms shall be painted as necessary or when requested by the contracting officer's representative (COR) to maintain the appearance of the room and equipment. When painting, the Contractor must comply with the ANSI color coding system outlined in the ANSI A13.1, Scheme for the Identification of Piping Systems, and maintain the identity (identification information) of the equipment.
The Contractor must obtain the approval of the COR before storing anything in machinery spaces.
