AMENDMENT 001

QUESTION-ANSWER

1. Section 23 0901-3, 1.5.E: Please clarify what type of hardware interface card and software is to be provided for the existing workstations to communicate with BAS network, to make each PC full function workstation.

Existing system is Andover; O&M should be available from the

Government for existing system. Intent of this requirement is such that existing PC workstations shall be fully integrated with all controls installed with this project. (Controls Contractor (ESI) should know how to interface with existing system since it was originally provided by ESI.)

2. Section 23 0901-6, 1.8.A.6: What is the existing HW pump head or available pressure?

Refer to paragraph 1.8.A.7 – Controls Contractor is responsible for obtaining adequate system information necessary for sizing. (Usually the T&B Contractor is able to help provide this information and/or it may be on record from ESI’s previous work in the Building.)

3. Section 23 0901-7, 1.8.C.1: Please clarify the pressure drop parameters for valve sizing.

Intent was to read 3-5 psi pressure drop, not 35 psi.

4. Section 23 0901-7, 1.8.D.2: Please clarify if the steam humidifier isolation valve (2/M-402) is to be line size, without regard to pressure drop sizing parameters.

Steam humidifier isolation valve shall be full pipe size, in accordance with 1.8.A.5.

5. Section 23 0901-11, 2.6: Various areas of the existing facility contain characterized control valves (CCV ball). Please clarify if CCV ball valves are allowed, and if so, what the pressure drop sizing parameters are.

Please provide what is specified in the Solicitation.

6. Section 23 0910-14, 2.11.A.3: Please clarify DDC zone temperature sensor cover material and approved mounting parameters. Flush-plate DDC zone temperature sensors are readily available in various metal finishes, but without local display or override.

Milwaukee, Wisconsin

Please coordinate appearance of sensor with COR as indicated in specification. Visual setpoint adjustment per 2.11.A.4 is required at Judge’s Bench and in Judge’s Chambers.

7. Section 23 0901-14, 2.11.C.2: Please clarify DDC zone humidity transmitter cover materials. DDC zone humidity transmitters are not readily available in metal finishes.

Please coordinate appearance of sensor with COR to ensure appearance suitable to historic design of this renovation project.

8. Section 23 0901-21, 3.17.A.2: Please clarify if zone temperature sensor with local display and override (Judge's Chambers) is to be mounted 5ft above floor.

Yes, this mounting height is acceptable unless otherwise directed by COR.

9. Detail 1/A503 - the rectangular with inlay above columns are they to be wood carving or leather inlays?

The inlay is intended to be carved makore stained to match the rest of the woodwork.

10. Detail 4/A305 - is there a manufacturer selected for the hardware to attach the fence sections? What is the intent for the action on the latch hardware?

No manufacturer has been selected for moveable railing section hardware.

Any manufacturer of custom historic door or window hardware could be considered. One suggested source is Accurate Lock and Hardware which has provided historic door hardware for the building. The design intent is that the latch act as a slide pin where pin slides though series of rings and rotates to lock in place. Some coordination with the millworker and hardware manufacturer will be required to design these elements.

11. Detail 7/A310 Linoleum – has there been a manufacturer and color selection made?

Refer to Specification Section 06 4100 Part 2.07 F. Samples must be provided.

12. Millwork in corridor #319 and all of the clerk conference area – is this to be paint grade poplar or Makore?

This area is also stained makore to match the rest of the suite.

Milwaukee, Wisconsin

13. Is it going to be required to have 3 projects like stated on the pre-proposal agenda or will two projects meet the technical past performance?

Please provide what is required in the Solicitation, not the Pre-Proposal Agenda.

14. Per the project plans it is noted that Lead Paint may be encountered. See note 3 Page AD101. Per the project manual section 02-8319 Lead – Based Paint Mitigation 1.1 A. It is noted “To mitigate lead base paint where encountered on existing painted surfaces with in the work area.” In 1.1 B the Schedule it is noted (To be determined)

Has an environmental survey been conducted?

If so, are we to assume that there is lead paint throughout the space?

If so, and if it is to be demolished, are we to assume that the abatement process is per section 02-8319.

An environmental test was conducted to determine the composition of the floor materials. No ACM material was encountered. It is assumed that there is lead paint at the existing plaster ceiling areas that are to remain. If the Contractor determines that lead paint is present they may have to do some spot removal where anchors for sprinkler piping or the suspended ceiling are to be installed.

15. Proposal document contains a lead mitigation specification, however, there is no mention in the SOW or the drawings, nor is there a lead survey indicating lead abatement required. Could GSA please advise if lead abatement is required and location?

“A” drawings indicate flooring and mastic removal. Is the flooring and and/or mastic asbestos containing?

Proposal documents contain a “Applied Fire Proofing” specification. Are we to assume Beams, Columns and deck have spray applied Fire Proofing currently?

If Fire Proofing does exist does it contain asbestos?

Sheet A-600 abbreviations legend shows “MT-Mosaic Tile”, however, the room finish schedule just above the legend list no mosaic tile. Please advise if Mosaic tile does exist and if so please advise location.

Milwaukee, Wisconsin

See response to question 14. Exposed steel ceiling beam needs to be patched. Fire proofing was installed in the 90's and should not have ACM.

There is no mosaic tile - it was removed from the project.

16. In the RFP it notes that the following trades need to be identified with our proposal; Stone work, Mechanical, Electrical, Carpentry, Flooring. Do these trade contractors need to submit the past performance questionnaire and letters of reference to you or just us as the General Contractor? Or what is required of the subcontractor? Do the trade contractors noted in the spec’s need to submit anything?

Pursuant to Factor 2 (Qualifications and Experience of Firms Performing Certain Work), the Offeror must identify the firm(s) that will perform the following work described in the RFP: Stone Work, Mechanical, Electrical, Carpentry, and Flooring, and for each firm identified the Offeror shall provide evidence of the competency, qualifications, certifications (if otherwise required in the RFP) and related experience. The offeror shall provide this information with its proposal. The past performance questionnaire should not be submitted for these firms.

17. Can we submit any additional project experience such as project sheets with our proposal?

Please submit only what is requested in the solicitation.

18. As to the contractors listed in Section 01 1000, Summary of the specifications, are these contractors being issued a contract by the GSA to complete the respective portions of the work, or are they listed as informational only and to be included in the Offer?

These are existing contracts for the specified areas. Coordination may be required as noted in section 1.2.

19. Are the appliances shown in detail 9, sheet A-311 to be included in the Offer?

Include the following:

Refrigerator: U-Line U2115RB-00 with overlay kit U-OL2115B Ice Machine: U-Line U-CLR2160B-40 with overlay kit U-OL2115B

20. Who is responsible for paying for guard service for after hours work?

Milwaukee, Wisconsin
