Re: Preconstruction Meeting Conversion of Air Distribution to VAV GSA Contract No: GS05P07SLD0031
URS Project No. 13812420
DATE: Tuesday, February 10, 2009 at 11:00 AM
LOCATION: Dayton Federal Building
Attendees:
Refer to the attached sin-in sheet,
1. Opening statements
a. A general description of the project was presented to the contractors. Most of the ceilings in the building are new, along with new distribution ductwork from the existing VAV boxes and reheat coils.
b. The contractor shall perform their work each day through the ceiling grid. The ceiling tiles will be removed and can remain out until the work at that location is complete. Then the ceiling tiles will be replaced when the work is complete. The spaces below each work area shall be protected from damage and debris by the Contractor. Each space shall be cleaned and ready for the space occupants returning to work the next day.
c. The contractors were notified about the BAS replacement project which will be taking place in the building. This project will be providing a control panel on each floor to receive the communication cabling from the new VAV boxes and reheat coil controllers.
d. The abatement of (ACM) substances was discussed as it relates to the notes on the drawings. It was stated that there are no longer reported to be any (ACM) materials in the building. This could not be confirmed during the meeting. As a result an allowance will be incorporated into the project to cover any unforeseen materials.
e. The contractors were informed some areas of the building will require a Guard during the work period.
The Guards will be provided by the building manager and coordinated with the contracting officer.
f. The requirement for security clearances was brought to the attention of the bidding contractors. The first step will be to attain a temporary clearance through (NCAIS) Homeland Security.
g. A revised copy of drawing M0108 was distributed. A revised copy of the drawing will be posted and available for the contractors.
h. Any contractors requiring additional site survey to complete their bidding were instructed to contact the building manager, Larry Chamberlain for access to specific areas of the building.
2. Open Discussion Notes
a. Question: Is the BAS backbone being replaced in a separate project from the VAV conversion, and if so, what is the manufacturer of the backbone?
Response: Yes. Siemens.
b. Question: Is there asbestos containing material (ACM) in the project?
Response: There is no known ACM in the project, although ACM has been abated in other projects. A spec and notes are included in the event that ACM is discovered during construction.
Typically the ACM that has already been abated was non-friable, in the duct joint wrap, and was
Prebid meeting 2/10/09 Dayton Federal Building – Conversions of Air Distribution to VAV glove bagged and removed. Do not include pricing for asbestos abatement in the base bid.
This will be addressed by change order as quantities are confirmed, if asbestos is discovered..
c. Question: Is there a potential for ceiling tiles be damaged during the project?
Response: A: Yes. Do not include pricing for damaged tiles in the base bid. This will be addressed by change order as quantities are confirmed. Change order pricing shall include unit cost x number of units..
d. Question: Is there any glycol in the chilled or hot water?
Response: No
e. Question: Where will equipment be Staged and stored?
Response: An area for storage and staging of equipment and materials will be provided on the first floor.
f. Question: How much of the work is anticipated to be Night Work?
Response: 80% to 90% of the work will need to be performed after normal working hours.
g. Question: Who will cover the cost associated with attaining the “Security Clearance”?
Response: The fingerprint forms can be attained from the Building Manger, Larry Chamberlain. The cost associated with fingerprinting will be covered by the Contractor, no fingerprinting is performed on the site. Fingerprinting will need to be attained from a Police station or other professional security services.
h. Question: How much of the work is over “Hard” ceilings”?
Response: There is no work over hard ceilings which will require repair or replacement.
i. Question: The contractors questioned what the term of the project is?
Response: The anticipated schedule for the project is 21 months.
j. Question: In the MCC (Motor Control Center) on the air handling units, the drawings indicate that buckets (starter and disconnect) are to be replaced. Elsewhere, the drawings appear to indicate that buckets are to be re-worked. Please clarify.
Response: URS is unaware that the drawings indicate that the buckets are to be re-worked, at least as far as the electrical drawings are concerned. Please bear in mind that for each starter the fused disconnect switch is on one side of the MCC (motor control center) and the H-O-A (Hand-Off-Auto) switch, pilot light, etc.are on the other side of the MCC. Therefore, the intent of this replacement within the MCC is to replace the fused disconnect on one side and remove the H-O-A switch, pilot light, etc.
and provide blank cover plates on the other side. Also, bear in mind the contractor is responsible for making all necessary modifications to accept new breakers, etc. per one-line note 3 on drawing EP601.
3. Building Walk Through Notes
a. The first area visited in the building was the main mechanical room in the basement. The air handlers which will be renovated under this project were identified for the Contractors. The unit currently serving the Marshall’s space was identified and noted to be replaced under a different Contract.
b. The next space visited is an area under renovation on the sixth floor. The new ceiling are not yet installed in this space and serves as a representation of the floors to be renovated under this project.
c. The last space visited during the “Walk-thru” was the Penthouse mechanical room. This space is only accessible by the main Stairway. All demotion materials and new materials will need to be moved through the stairway.
