a. To be proposed by the GC prior to execution.
33. On a recent GSA Federal Courthouse project, after award, we were directed to follow a requirement set forth by a recent GSA mandate that prevented use of facility access badging that was not consistent with HSPD-12. This caused scheduling delays as well as increased cost to the contractor.
Please provide the badging requirement for this project, or confirm that HSPD-12 Badges will be required for all workers on site for more than 15 days
a. Escorting of short term employees is satisfactory. Initial security clearances frees workers from being escorted. Full HSPD-12 clearance takes a significant time and should be done for Contractor management (project manager, superintendent,…) only. Only HSPD-12 badged individuals can escort.
Solicitation Amendment #3 GS-04-P-17-BV-C-0002 Page 7 of 9

Please indicate if successful bidder will be required to meet this standard, which requires 50% C&D materials to be diverted from landfills/incinerators.
a. Yes.
35. Request additional week for question (January 13, 2017) and additional time for proposal submittal (January 27, 2017). Current Final Questions of Friday January 6 (3 days) and Proposal January 18 (2 weeks) doesn’t allow enough time for proposal preparation, subcontractors and pricing.
