Statement of Work
USDC Custom Lighting Installation
1. Project Location: 111 North Adams St. Tallahassee, FL 32301
2. Contractor Working Hours: Normal Federal workdays M-F 7:30AM – 4:00PM
3. Purpose: This project includes providing architectural lighting in two courtrooms located on the fifth floor of the US Courthouse in Tallahassee Florida.
4. Points of Contact:

5. Notice to Proceed:
5.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.
5.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications;
and the location of eating spaces for Contractor’s employees and the like.
6. Period of Performance: Work shall be substantially complete 60 days from the notice to proceed(ntp). Project shall be 100% completed within 7 days of substantial completion. The total projects period of performance is 90 calendar days from the ntp. Partial notice to proceed to order materials will be made, with final NTP to occur after clearances and schedule is approved.
Site access will be coordinated to include court usage and contractor availability. Courtroom #2 will be available for installation one week and Courtroom 3 will be available for installation the following week.
All work shall be completed during normal federal workdays 7:30 am to 4:00 pm. Courtroom access will be provided for measurements prior to material orders/submittals for one day convenient to all parties. Construction schedule shall be approved by COR.
7. Submittals:
7.1 As Built Drawings (mark up contract documents for changes/adds/deletions)
7.2 Product Data sheets for all materials provided.
7.3 List of all personnel required to be cleared to complete the site work

8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in the contract documents. Materials, supplies and equipment used shall be commercially available products of reputable manufacturer or suppliers.
8.1 Provide architectural linear indirect extruded aluminum fluorescent lights in courtrooms number two and three (per attached floor plans). Existing lights in CR 1 are a Peerless product.
8.2 Lighting lay out shall be perpendicular with the existing architectural ceiling and at same height as existing soffit can lights.
8.3 Lights shall be 277V HO T5 Three bulb. Two circuits (one for center bulb and one for outer bulbs).
8.4 Bulbs shall be 4100K CRI 80 minimum. Ballasts shall be electronic < 10% THD.
8.5 Provide light switches behind judge’s bench in courtrooms two and three as noted on drawing. Locate to align with existing devices in partition. Color to match adjacent devices.
8.6 Provide conduit, wiring, electrical boxes, and any other electrical elements required for proper operation. Connect circuits to existing breakers in panel 6MA. Conduit shall be minimum ¾” EMT with steel compression fittings. Wire shall be 12 Gauge solid copper with THHN/THWN insulation. Coordinate insulation color IAW circuit panel existing wiring.
8.7 Provide fire rated access door (24” x 36”) in mechanical room on sixth floor as noted on drawing.

9. Liquidated Damages: $100 per calendar day beyond the final completion date.
10. Security: Contractor shall submit a list of all personnel required to complete the work prior to notice to proceed. All employees must obtain or have a current short term security clearance prior to notice to proceed and wear their GSA ID badge (or carry certificate of clearance) at all times while on the premises.
11. CLEAN-UP: The contractor shall remove all debris generated in the performance of this contract daily. The contractor shall recycle or reuse any parts and / or material removed from the site, with no cost to the government.
12. Inspection and Acceptance: Upon completion, all items shall be inspected and agreed upon for final payment upon invoice receipt. The contractor and the COR shall meet and discuss prior to the contractor leaving the site
13. Warranty: All materials and labor shall be warranted for a one year period following acceptance by the COR. If a product has a longer standard warranty, the government shall be provided a copy of such.
14. PROTECTION: The contractor shall provide all materials, barriers and safety equipment necessary for the protection of pedestrians and property during the implementation of this contract. Every precaution shall be taken by the contractor to prevent a fire while storing any combustible materials. If available, materials may be stored in an assigned space and kept locked when not in use. Used combustible materials shall be disposed of daily.
15. SAFETY AND HEALTH: All work shall comply with the applicable requirements of 29 CFR
1910/1926 and 40 CFR 761. All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply. The contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work, and shall hold the government harmless for any action on its part or that of its employees or sub-contractors, which results in illness or death. The contractor shall provide all necessary safety equipment and ensure that such equipment and all relevant safety procedures are adequate for the job being performed and are utilized properly.
16. BUY AMERICAN ACT: Use only domestic construction materials in construction contracts performed in the United States. 17. Closeout: Provide a marked up set of contract documents showing the as built conditions/changes. Provide all manufacturer’s product and maintenance data for items provided. Provide a final invoice for payment.
