Questions

Responses

1. Reference Factor 1A [Page 7 of 16], Submittal Requirements, sentence two starting with “Of this group…”. We believe the intent of this sentence is that the projects submitted by the Offeror for this factor that the General Contractor must have served as the prime contractor OR the AE must have responsibility for developing the design.

a. Can you clarify if this a correct interpretation of the requirements?

Of this group of similar projects, the General Contractor must have served as the prime contractor of at least one project and the A/E must have had responsibility for developing the detailed design and construction documents for at least one project.

2. Reference Factor 1A [Page 8 of 16], Submittal Requirements, Paragraph 2, starting with “Examples of similar projects.”

a. Please clarify if a facility exhibiting significant “secure’ features such as a state detention facility incorporating significant areas of offices and treatment areas would meet the ‘similar’ criteria for a public safety building and/or secure office buildings?

Secure office building is considered a Class A office based on the industry definitions and may contain security features such as screening areas, blast protection, ballistic glazing, access control, progressive collapse.

The primary function of the building should be for office related activities with the treatment and detention areas being only a minor part of the facility.

Prisons, jails, correctional facilities, or detention centers are not considered similar project.

3. Reference Factor 1A [Page 8 of 16], Submittal Requirements, Paragraph 2, starting with “Examples of similar projects…”.

a. Please clarify what type of GSA contracts and projects completed by the offeror would qualify under this criteria?

Governmental or high end corporate office buildings would be considered similar.

4. p. 6 / II.B. / 2nd paragraph: “the entire proposal must […] clearly be labeled “Proposal for Phase One Solicitation, RFP – GS-04-P-16_BV-C-7004” – The title of this documents lists Phase 1 as a Request for Qualifications instead of a Request for Proposals.

a. Question: On the title sheet of the document, should we list this as an RFP or an RFQ?

Either will suffice. Technically, this is a “Qualifications Proposal”.

5. p. 6 / II.B. / 3rd paragraph: “Proposal shall be limited to a total of 25 double-sided 8-1/2” x 11” pages.”

a. Question: Does this mean 25 sheets of paper including 50 faces/front and back?

This means that no more than 25 sheets of paper, faces.

6. p.9 / Factor 2 / Submittal Requirements:

a. Question: May photos and/or graphics be included in this section?

Yes photos and graphics may be included within this section.

7. p.10 / Factor 3 / Submittal Requirements: “In addition to the page limits above, each Offeror may include: one of the following for each project: a representative floor plan, a site plan […] or other appropriate drawing”

a. Question: Does this mean that the Offeror is limited to one drawing per portfolio project? Are diagrams considered an “appropriate drawing?”

The submittal requirements on factor 3 states that the Offeror can submit one of the listed items. A diagram would be considered an appropriate drawing.

8. p.10 / Factor 3 / Submittal Requirements:

a. Question: May the drawing(s) and two pages of photographs be incorporated into the narrative pages, or must they be contained on their own discrete pages?

The additional drawings and diagrams provided must be on discrete pages.

9. The Solicitation for the Phase 1 RFQ states on page 11 under section II.D. that (3) Signed Sensitive by Unclassified (SBU) Information Form (Attachment 2) is to be submitted with the Proposal. Where is this attachment located?
