Amendment 2 Questions and Responses Regarding Solicitation # GS-04P-13-EW-0019

1. The RFP states that this is a 100% Competitive set aside for 8(a) eligible firms located in Region IV Only; including Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.

Response: This RFP is for 8(a) firms within Region IV Only and to include firms with an established Branch Office or Satellite Office within Region IV shall be eligible to compete for this award.

2. As this is a follow on requirement, could you please provide me the previous contract number, incumbent name and value?

Response: ADVANCED ENGINEERING DESIGN, INC contract number GS-04P-12-EW-D-0039. Contract value is proprietary information.

3. Is incumbent eligible to re-bid for this contract?

Response: Yes

4. The current solicitation was listed under the $14M NAIC code 541611. However, in the actual solicitation released on the 5th, the NAIC 561110 code was listed. Could you clarify which NAIC code we are to use?

Response: November 28, 2012 the North American Industry Classification System (NAICS) Code incorrectly posted as NAIC 541611 and was change to NAIC 561110 the most appropriate code for the required services.

5. Please advise if an incumbent is providing the services.

Response: Please refer to question # 2

6. If there is an incumbent please provide information such as contractor name, contract number, contract award amount, period of performance.

Response: Please refer to question # 2

7. Does Executive Order 13495 apply to this solicitation?

Response: Yes

8. Can the government advise if eligible firms must be incorporated in Region 4, have their headquarters location in Region 4 of simply have a field office location in Region 4 in order to be eligible for this bid opportunity?

Response: Refer to question # 1

9. Is a Small/Disadvantaged Minority Business located outside the Region IV allowed to bid as a sub-contractor to a 8(a) firm located in Region IV.

Response: Refer to Question # 1

10. P. 44, Section 16 refers to Non-Displacement of Qualified Workers and incumbent personnel on Page 46, Section 17 – would you please provide a list of the personnel with their anniversary dates or years as a successor for this effort to calculate the vacation/leave entitled to respective personnel?

Response: Refer to FAR 52.222-17(d)(1)(2) – Nondisplacement of Qualified Workers (2) Immediately upon receipt of the certified service employee list but not before contract award, the contracting officer shall provide the certified service employee list to the successor contractor and, if requested, to employees of the predecessor contractor or subcontractors or their authorized representatives.

11. Please clarify where does the government wish the SF1449 and Section K provided? These appear to be left out of the Section M submission package Price proposal.

Response: refer to RFP page 293 Section L. paragraph 2

12. Is there a page limit for the technical proposal? Do we have to use double space?

Response: No page limit **Single Space or Double Space is Acceptable

13. In reference to topic #16 on page 44 of the RFP (Non Displacement of Qualified Workers), how will our firm determine employee retention costs such as accrued vacation pay and their current rate of pay for non-displaced qualified workers?

Response: The government will not provide advice on firm’s management decisions.

14. Are the hours listed in the SF 1449 by CLIN and in the RFP Section B inclusive or exclusive of paid leave (per SCA guidelines) and Federal Holidays. It appears that the government is requiring pricing on the basis of 2080 hours for full time personnel which suggests that the total is inclusive of paid leave and holidays. We are asking this clarifying question to determine how best to handle the cost of paid leave and holidays in our multipliers.

Response: The hours are inclusive of paid leave and Federal Holidays

15. In addition to completing the SF 1449, it is this offeror's understanding that the government also requires Section B of the RFP to be completed. Please confirm that offeror's are to provide the wage rate plus the H&W amount (i.e., total of these two components) in the column entitled "SCA", and the fully loaded rate in the "Unit Price" column.

Response: Yes offeror's are to provide the wage rate plus the H&W amount (i.e., total of these two components) in the column entitled "SCA", Yes offeror's are to provide fully loaded rate in the "Unit Price" column.

16. In Section L, Instructions to Offerors, the government has required submission of a Certificate of Insurance. Please confirm that the government only wants proof of insurance, and not a specific Certificate of Insurance listing the requiring authority as a "named additional insured". If the latter, please specify the name and address of the named additional insured.

Response: Offer’s are required to provide proof of insurance

17. In Section L, Instructions to Offerors, the government requires completion of the Past Performance Questionnaire in Figure L-1. Please confirm that the government is NOT requesting that this questionnaire be submitted to references to complete and forward to the government, and that the government is only asking for the form to be completed for each reference and submitted as part of the offeror's proposal.

Response: see Amendment 2 Solicitation Form title change to (Past Performance Reference, Figure L-1 page 296) The form is to be completed by the offeror and submitted as part of the offeror's proposal. (NOTE: The government shall contact the references listed in this form as well as review documented information within the Past Performance Information Retrieval System (PPIRS).

18. Page 283, Figure L-1. Technical Proposal Questionnaire. The requirement on this page is for three (3) similar non-personnel support services … performed over the past five (5) years. We believe the requirement is for 3 similar ‘non personal’ support services …in other words three (3) references for work performed over the past three (3) years per Section M, Part 2, C. Past Performance Factor which requires offerors to submit three (3) references of past or current contract performances. Can the government please provide its desired past performance requirement for our response?

Response: see Amendment 2 Solicitation Form title change to (Past Performance Reference Figure L-1 page 296) Offeror’s is to provide 3 references

19. What is GSA’s intent in requesting a sanitized version versus an un-sanitized version of our proposal response? How will the government source selection team use each version of our response package?

Response: The sanitized version will be evaluated per section M. The un-sanitized version will be used for awarding to the successful offeror.

20. Will GSA accept an Executive Summary as part of our Technical Response? If so, can GSA clarify where our Executive Summary may be placed so as to be in conformance with the all proposal preparation instructions?

Response: Refer to RFP page 293 Section L. paragraph 2

21. Supplies, Equipment and Materials

a. REFERENCE: Solicitation # GS04P13EWD0019, RFP, Section D, Page 50 of 292 pages.” The Contractor shall be responsible for acquiring, shipping, marking, packaging, storing, and installing all supplies, equipment, and materials required to be provided herein.”

b. ISSUE: The government requires contractor to acquire, mark, package, store, and install all “supplies, equipment and materials”, but provides no parameters upon which the contractor can estimate management requirements and costs to do so. Even in the event that such costs are reimbursable, the contractor must provide the management overhead to deal with these requirements

Response: SECTION D: NOT REQUIRED FOR THIS SERVICE

22. Packaging and shipping

a. REFERENCE: Solicitation # GS04P13EWD0019, RFP, Section D, para 2 (Packaging and Shipping), Page 50 of 292 pages.

b. ISSUE: The government requires contractor to include the cost of all packaging and shipping in contractor pricing, but provides no parameters upon which the contractor can estimate costs to do so.

Response: SECTION D: NOT REQUIRED FOR THIS SERVICE

23. Can the SCA WD Occupation Codes be provided to ensure assumptions of labor categories and wage determination requirements are properly aligned?

Response:

24. The RFP reflects the contract is an IDIQ with FFP type task orders to be negotiated based on labor rates under the basic contract and services will be paid by the ordering office as services are rendered. The payment approach of services are paid as services are rendered appears to be a Labor Hour (LH) contract type. Furthermore, per the invoicing instructions, the timecards (signed by the COR) are to be submitted with each invoice and the invoices are required to present the unit price (labor rate) and unit (hours) to be presented, which appears to further support the task orders are Labor Hour contracts versus FFP. Are the task orders Labor Hour (fixed hourly rate) efforts?

Response: Firm Fixed Price. see Amendment 2 Solicitation page 27 paragraph 3

25. Schedule B pricing reflects 2080 hours (UNIT) for many of the CLINs with one resource. Please confirm this is just for determination of price versus the anticipated level of effort (e.g., 1920 hours) by resource for each 12 month period.

Response:

2080 hours is for full time 40 hours per week 1920 hours is part time 32 hour per week, the required level of effort

26. Can you provide additional details on the task orders to be awarded? 1) Is it reasonable to anticipate all task orders will be awarded within the 1stmonth of award of the IDIQ? If not, what is the timing of award for all task orders? 2) Can an estimated number FTEs associated with each task order be provided?

Response:

1. One Task Order shall be awarded inclusive of all line items

2. The government anticipates a single task order will be awarded for the required services.

27. Are any overtime rates to be presented for pricing determination?

Response: No

28. Can you address the inconsistencies between the evaluation factors (price, technical & past performance) as outlined in sections L & M?

Response: Please review Amendment 2 Solicitation changes to the Section L and Section M.

29. Can you address references to CCR & ORCA as these systems have been replaced by SAM.GOV

Response: Complete the required Representations and Certifications at www.sam.gov by the time and date set for receipt of proposals.

30. Will office space be provided for the on-site PM?

Response: No

31. Can you provide proposal section page limits

Response; No page limit

33. Is the electronic copy to be provided via CD or email?

Response: CD

34. The solicitation states we should provide a Past Performance Evaluation Sheet, will this sheet be provided?

Response: refer to question 17 & 18.

35. What does the government expect to see in the experience section that is not in the past performance evaluation sheet?

Response: refer to Amendment 2 Solicitation changes to Section L and Section M

36. The due date conflicts with the 2013 calendar, is the proposal due on Monday 29 April 2013 or Wednesday May 1, 2013?

Response: see Amendment 1 Offers due date 2:00 PM ET, May 10, 2013.

37. Should the Figure L-1 be included in the Technical volume and is this form complete?

Response: YES

38. Due time for proposal submission is stated as 1 pm on SF and 2 pm on first page of RFP. Which time is correct?

Response: see question # 36

39. Pages 42. RFP Section 10 – Quality Assurance Plan refers to performance measures listed in Section D. Is this a typo and should it be Section 9? If not, can the government provide Section D for the contractor to review.

Response: refer to Amendment 2 Solicitation RFP changes

39. Page 42. RFP Section 9 – Performance Measures states, “all non-conforming services shall be corrected within 3 days.” RFP Section 10 – QAP states, “all non-conforming services shall be corrected within 2 business days.” Should it be two or three days that is allotted for the contractor to resolve any quality / performance issues?

Response: All non-conforming services shall be corrected within three days.

40. Page 43 – RFP Section 12 – Staffing of Contractor Personnel states, “the contractor shall proposal personnel to perform these services…the contractor employee resume shall demonstrate their related knowledge, skills and abilities…”

a. Question a – Does the government require the Offeror to submit a resume for each position as part of their proposal?

b. Question b – Since this is not a personal services contract, will the government just be reviewing the qualifications on the submitted contractor employee resume? And, how long does the government have to review the employee resume and approve before the contractor is allowed to fill the position with that employee?

Response:

a). No resume is required b). When directed to submit resumes the government shall review the qualifications submitted on the contractors employee resume.

41. Section M.1 (page 284), states that questions are due Thursday the 15th. Please confirm that questions are due Thursday the 18th of April.

Response: see Amendment 1 Offers due date 2:00 PM ET, May 10, 2013.

42. Section C.2 (page 26) states: "The Contractor shall be permitted by law to practice the professions of architecture or engineering." Please confirm that the Government’s requirement is that prime bidders must be registered architectural or engineering firms.

Response: The government is not requiring the Prime Bidders to be registered architectural or engineering firms. (Refer to Amendment 2 Solicitation RFP changes)

43. After Section C.4 (page 27), the RFP inserts a Performance Work Statement, which includes items 127. Please clarify whether this PWS is for the contract as a whole, rather than for a task order, as discussed in PWS item 3 (“Work on this contract will be set forth in individual Task Orders. ... Each task order will include a Performance Work Statement (PWS) that sets forth the services required, qualifications, performance standards as well as the Government approval process.”) or as discussed in item 9, page 41 (“Each task order will include a Performance Work Statement (PWS) detailing the services required, the qualifications and skill category, performance standards and Government’s monitoring techniques and frequency.”) Response: PWS is for the contract as a whole, each task order and labor category for a Clerk, Secretary I and Secretary II has been defined in the PWS for the corresponding labor categories.

44. If this PWS is for the contract as a whole, are the positions listed in item 5 the only positions to be provided under this contract?

Response: The government RFP is for 3 labor categories listed in the PWS

45. If contract start is July 1, and transition must be completed prior to expiration of the current contract (page 46, last full paragraph), what is the transition period?

Response: June 1, 2013 – June 30, 2013

46. We are aware that the number of employees on this contract has been reduced from approximately 42 employees, a few years ago, to 28 employees today. Does the Government plan further reductions in force for this Administrative Support group, and if so, what is the anticipated staff reduction size.

Response: No reductions anticipated at this time.

47. Must all contract sites be transitioned simultaneously, or can transitioned be completed on a phased basis? In 16.c (page 44), reference is made to a certified list of incumbent employees. Is this a new requirement, or will the current contractor be able to provide this list Response:

48. PWS item 9, first paragraph (page 42): non-conformances should be corrected within 3 days. Next page, C.10: non-conformances shall be corrected within 2 days.

Response: All non-conforming services shall be corrected within three days.

49. PWS item 9, last sentence (page 42): There is no performance measures table included as Attachment III in Section F. Please clarify.

Response: correction (page 42) See Quality Assurance Plan and Performance Measures table Section J, Exhibit III and V.

50. PWS item 10, first sentence (page 42): “performance measures in Section D.” Please confirm the Government means RFP Section C.

51. PWS item 11, last sentence (page 43): Please confirm the Government meant the CDR included as Exhibit IV in Section J.

52. Page 44 – Procedures for Placing Task Orders.

a. Does the government require resumes of proposed personnel in task order responses?

b. If the government is requiring resumes as part of the task order response, will the government allow the contractor a certain period of time to respond to a Task Order once issued? If so, what is the timeframe? We recommend a minimum of 14 days.

53. Page 282. Technical Proposal Questionnaire Figure L-1. Item #1 and #6 are identical on this questionnaire. Is this a typo? Please confirm no other information is required in Item #6.

54. Page 283. Key Personnel Resume Figure L-2. Does the Offeror need to propose a supervisor for each location? Or, would one supervisor suffice for all locations?

Response: NO, one supervisor shall suffice for all locations.

55. Page 284. Binding and Labeling.

a. Does the government want the volumes submitted in binders and tabbed?

b. Should the sanitized copies be the only unbound and not hole-punched copies? Please clarify.

Response:

a.) Yes b.) Sanitized copies shall be unbound and no hole-punched.

BINDING AND LABELING: Hard copies (un-sanitized) shall be in a 3 ring binder and tabbed. Sanitized Copy shall be bound with a paper clip, paper fastener, paper binder, or simply placed in envelope in section and page order, without hole punches. One (1) copy of Volume I and Volume II shall be sanitized for use by the evaluation team. A sanitized copy is described as having no company names, address, logos, or any references or distinguishing marks or formatting that is specific to the company or firm. Proposals that do not meet these parameters may be considered non-responsive and removed from further consideration.

56. The Schedule included with the SF1449 CLIN 0001 states 2 FTE’s, 1 @ 2080 hours and 1 @ 1664 hours, at the Birmingham, Alabama location. However, the GSA Region 4 Administrative Support Services attachment only states 1 FTE @ 2080 hrs. Is it 2 or 1 FTE’s at Birmingham, Alabama?

59. Page 286. Part 2 – Evaluation Factors for Award. In what order or importance (descending) are the technical factors going to be rated? Is Relevant Experience more or less important than the Management Plan and its sub-factors (QAP, Execution plan, recruitment plan, retention plan)?

60. Page 280 (5) of the RFP calls Figure L-1 the “Past Performance Questionnaire” while Page 282 Figure L-1 is titled “Technical Proposal Questionnaire.” Page 284 of the RFP says the Technical proposal Part 4 is past performance evaluation sheet. Should the Offeror complete Figure L-1 to submit in Part 4 of the Technical proposal or send this questionnaire to our contract customers to have completed and sent back to you?

61. Does it matter where in Region IV the key personnel “Supervisor for all Administrative Support Personnel” is located? Is this considered a direct billable position or overhead position?

62. On Page 269, Section K paragraph B, regarding that the contractor has to submit their annual reps and certs electronically to http://orca.bpn.gov. It is also reference on Page 279, Section L.2.a) Instructions for submitting proposals. As ORCA is defunct, is having SAMS up to date considered compliant?

Response: Complete the required Representations and Certifications at www.sam.gov by the time and date set for receipt of proposals.

63. On page 284, Section M 2.1.C, it says “only one (1) copy of the Section II shall be sanitized” but the table under Section M.2.1 shows (1) sanitized copy is required for Volumes I and II. Please clarify that we are to submit sanitized copies for both Volumes I and II.

64. Which Clerk position are you referring to? General Clerk I, II, II?

Response: See question 23

65. Instructions for submission of proposals in Section L, page 280 for the management plan differs from the requirements listed in Section M, page 287. Does it not matter how the Management plan is laid out as long as all the information is contained within this section?

Response: see Amendment 2 Solicitation Page 293 Section L, Management Plan (6) c and d addition:

c) Quality Assurance Plan. The plan shall show how the offeror intends to establish and maintain an effective quality control system to include processes, procedures, and organization in accordance with the solicitation requirements, customary practices, and/or industry standards. Show personnel training and experience to meet the minimum quality control solicitation requirements.

d) Execution Plan Overview - The plan overview shall show the offeror's ability to manage multiple contracts simultaneously at different locations and how proposed personnel and subcontractor resources will be used to assure the transition and timely delivery of quality services. Show personnel training and experience to meet the minimum execution solicitation requirements.

66. Please clarify the due date for the proposal; May 1st is not a Monday.

67. Who does GSA consider as Key Personnel under this solicitation?

68. Please define exactly what is to be included in the “SCA” column on the pricing schedule.

69. Please define exactly what is to be included in the “Unit Price” column on the pricing schedule.

70. Please define which specific “Clerk” labor category is requested under this solicitation as there are several “Clerk” positions under SCA.

71. Under the list of job categories, CLINS: 005 and 0015, the job title Clerk is presented. Which specific Clerk category should be included, Clerk I, Clerk II Clerk III, etc?

72. Submission Time and Date

g. REFERENCE: Solicitation # GS04P13EWD0019, SF1449, Page 1 of 18 Pages, Block 8, and the RFP, Page 284 of 292 Pages, Section M, Paragraph 1, Time for submission conflicts.

h. ISSUE: The RFP Block 8 states that the Offer Due Date/ Local Time is May 01, 2013, 1:00 PM ET. The RFP Section M, Paragraph 1 states “The Contractor must submit their proposal on or before 2:00 pm, EST, Monday, May 1, 2013.” The times for submission conflict. Which time is correct

73. REFERENCE: Solicitation # GS04P13EWD0019, SF1449, Pages 3-18 of 18 Pages, Schedule Quantity Column for each page. ISSUE: The table in Section B lists 2080 as the hours to be ordered for Full Time Employees verses 1920 hours or some other figure. unit Price REFERENCE: Solicitation # GS04P13EWD0019, SF1449, Pages 10-18 of 18 Pages, lists 3 boxes for the contractor to fill in: “SCA”, “Unit Price”, and “Amount” Is the number to go in the “SCA” column the applicable wage PLUS the H&W?

Response: YES Is the “Unit Price” determined by multiplying the listed SCA number by the contractor’s multiplier from the box on page 8?

Further, on page 3 of 18, CLIN 0003, the Schedule indicates that the number of hours for the one Secretary II position, State of Alabama, is “2080 hours”. However, on Page 10 of 292, the number of hours for CLIN 0003,”. Please clarify the discrepancies in hours for CLINS 0001 and 0003 (State of Alabama) such that the correct number of hours is specified in all cross references throughout the RFP.

x. The Government requires that the contractor provide a “Supervisor” with some minimum requirements for the position and a resume format. However, the government provides no level of effort information on the duties and responsibilities or requirements for this individual. How many hours is this individual expected to work in support of the program, and what clearance level is required? Where will this individual work; will they work from a contractor provided facility with contractor provided support or will they work from a government provided facility with government provided office, office automation, communication, etc.? What travel is required, if any? What level of interaction is the Supervisor expected to provide (KO/COR only, mid-level managers, senior executives?). Will the Supervisor(s) provide reports or briefings?

xi. The same paragraph appears to say that this individual is “key personnel”, but then appears to indicate there may be more than one (“For each individual included…”). Will there be a requirement for more than one “Supervisor”? For example, does the government expect a “Supervisor” for each task order? The Supervisor(s) appears to be “key personnel” but is not included in the PWS section as a labor category, or in any capacity, nor is the Supervisor(s) included in the pricing for Schedule B.

RECOMMENDATION: The government provide specific detail for the expectations, duties, duty location, level of effort, support and method of funding for the Supervisor(s) required and provide sufficient detail for the contractor to provide a compliant and effective person or persons and the correct and efficient costing to fulfill this requirement. The Supervisor position appears to be a significant part of the technical evaluation and has a profoundly significant impact on pricing. Failure to provide this level of information provides an unfair advantage to Incumbent Companies

Response: The Key Personnel shall supervise the firms contracted employees. The cost for this position shall be included in the firms overhead cost. The firm shall designate a contact person. Please refer to Exhibit V: Performance Measures for required reports.

aa. ISSUE: The requirement for on-site visits is clear, however the level of effort and mechanism for governing and funding such travel is extremely vague. The potential cost to the contractor for on-site visits to 8 separate states could easily amount to tens of thousands of dollars over the course of the contract. How many trips? How often? Purpose? Who initiates? Who approves? How is it funded?

ab. RECOMMENDATION: Provide sufficient information on supervisory travel (to include answers to all the questions above) to allow contractors to provide accurate and compliant management and pricing of On-Site Visit Travel

Response: (page 48) The Contractor, not the Government, shall control, manage, and supervise performance of Contractor employees while performing the services required under the contract. Supervision may require onsite visits to address concerns or for corrective actions. Quarterly meeting are required with the CO or COR. Quarterly meeting may consist of onsite visit, teleconference, video conference or other available means to address the performance of the contract.
