PRE-PROPOSAL CONFERENCE MINUTES
The presentation reviewed the announcement posted on Federal Business Opportunities, with additional information as noted below.
1. Project Team Introductions
a. Contracting Officer (CO), Valerie Riecke Smith, introduced the current Project Team.

2. Description of Project
a. The Guaranteed Maximum Price of $47.8 Million is escalated for a FY2010 award.
3. Project Delivery Method and Contract Type
a. See American Institute of Architects for information of Construction Manager as Constructor.
b. Design Phase Services (Base Contract), and Construction Phase Work (Option).
c. The short-listed firms in Stage 2 will provide percentages for design, construction, contingency, and overhead and profit of the Guaranteed Maximum Price. At the end of the construction documents phase (end of design phase services in the CMc contract), the guaranteed maximum price will convert to a firm-fixed price after negotiations.
d. The CMc (as a large business) is required to indicate their intention to submit a subcontracting plan for this project in Stage 2 that provides for participation by small business concerns (Goal 39%), hubzone small business concerns (Goal 3%), small disadvantaged business concerns (Goal 6%), women-owned small business concerns (Goal 5%), and service-disabled veteran-owned small business concerns (Goal 3%).
4. Acquisition Process
a. All official records for this solicitation will be posted on FedBizOpps.

a. CO reviewed procurement milestone dates.
b. Industry Day is an important opportunity.
6. Submission Requirements and Evaluation Factors
a. Two Stage Solicitation
b. CO reviewed Stage 1 and 2 evaluation criteria.
7. Questions & Answers
a. Q1: Is licensing required of the CMc?
A1: REVISED: CMc must meet State of Alabama regulations to operate a construction business within the State of Alabama.
b. Q2: Are a cover letter and/or table of contents included in the Stage 1 submission’s 20 page limit?
A2: No, but any attachments do count.
c. Q3: Why is construction not scheduled to start until 3Q of 2010?
A3: Additional construction funding is required for the project, but has not yet been secured. GSA has submitted the project for FY2010 funding, and has used this funding request as the basis for this solicitation. However, efforts to secure project funding are underway for FY2009, and the project is currently included in both Senate and Congressional budget legislation.
d. Q4: Are design phase services affected by the funding?
A4: No.
e. Q5: There is a large existing tree onsite. Will it be removed?
A5: Yes.
f. Q6: What is the LEED rating goal for the project?
A6: LEED Silver.
g. Q7: Who will administer and submit documentation for the LEED certification process?
A7: It is anticipated that the Architect of Record will be contracted for this scope of work.
h. Q8: What are the Construction Manager-as Agent responsibilities for this project?
A8: The Construction Manager-as Agent responsibilities include and are not limited to project intent review, estimating, scheduling, inspections and project oversight during construction. A member of the Construction Manager-as Agent team will be on-site during construction.
