Solicitation GS-03P-16-CD-D-7001 Question & Answers #2

1. Question #1: From Questions and Answers #1, Answer #22, & #75. According to NFPA, testing of smoke/ fire dampers are every four years. This testing would need to take place three times over the course of this contract if all option years are exercised and the incoming O&M is required to perform this testing in the first year of the contract. Smoke/ fire damper testing has not been performed according to information provided.

Knowing this is an NFPA requirement will GSA hold the current O&M contractor liable for the inspection? Can the incoming O&M contractor place this inspection on the deficiency list until completed by the current O&M or GSA? This is expensive testing which requires a lot of time on both the O&M and subcontractor to perform.

Answer #1: No, the winning contractor shall be required to perform the testing going forward as required by the specification and code. Note the repair threshold is $1,000 on this contract so any “deficiencies” are likely going to be fully reimbursable to the Contractor.

2. Question #2: Answers # 23, 24. According to the updated bidders library information, obstruction testing has not been performed on the sprinkler systems in the buildings.

Answer #2: No, the winning contractor shall be required to perform the testing going forward as required by the specification and code. Note the repair threshold is $1,000 on this contract so any “deficiencies” are likely going to be fully reimbursable to the Contractor.

3. Question #3: Answer # 50. Can you please provide information for each building concerning what type and quantity of dispensers are in use and what size batteries are required?

Answer #3: The following details the battery requirements at each location:

Williamsport - 2 battery operated dispensers (4 D-Batteries each).

Harrisburg- All Soap dispensers (80 units) are powered by 4 D batteries. Batteries on these units are provided by custodial vendor and shall remain so. The Contractor shall furnish and install new D batteries on the three hand sanitizer stations as needed. The Contractor shall furnish and install two new AA batteries on the 20 atomic at the building as needed Chambersburg has a motion activated sink faucet. The Contractor shall furnish and install new batteries on these unit as needed Scranton has batteries in its soap, motion sensor sinks, and paper towel dispensers (86 soap dispensers powered by 3 C batteries, 63 paper towel dispensers powered by 4 D batteries, and 39 motion sensored faucets powered by 3 C batteries). The Contractor shall furnish and install new batteries on these unit as needed Allentown has no battery operated dispensers Wilkes Barre has battery operated soap and paper towel dispenser. Batteries are provided by custodial vendor and will remain on custodial contractor Hazelton - custodial contractor responsible for replacement of batteries in dispensers

4. Question #4: Answer #85. Reference was made to C.30.3, which states, in part “The Government may upgrade or change control system software or reprogram control systems during the performance period of the contract. If the Government provides operator level training and operator level documentation for the

Contractor’s use, the Contractor shall not be entitled to a price adjustment for changing to the new or upgraded software or control programs.”

If GSA changes to a new controls system and provides operator level training, the contractor will not be allowed a price adjustment even if its cost is higher? We have had systems changed in other GSA buildings that went from an open software system to one that was proprietary and the maintenance cost almost tripled. Will GSA allow for a price adjustment if the new software legitimately increases contractor’s costs?

Answer #4: The Government will allow for equitable adjustment if the cost change incurred by the Contractor is significant.

5. Question #5: Solicitation, Section H.17. Personnel Qualifications: Can one (1) individual serve as both the Project Manager and the On-Site Supervisor?

Answer #5: The Contractor can propose staffing as they deem appropriate.

6. Question #6: Solicitation, Section H.17. Personnel Qualifications: Can the Chief Engineer serve as the Project Manager?

Answer #6: The Contractor can propose staffing as they deem appropriate.

7. Question #7: Solicitation, C.5. Transition Phase: The cost of the Transition Phase provides a competitive advantage to the incumbent contractor. Can this cost be separated from or isolated within the Electronic Offer Sheet?

Answer #7: No. Any transition costs will still be a cost the government has to absorb and therefore will be taken into consideration.

8. Question #8: Reference: RFP, C.35.2 Non-Reimbursable Repairs Discussion: Solicitation states that Contractor will be responsible for all non-reimbursable repair costs requiring no more than $1,000 in repair part and materials. The GSA NEPA Project and Repair History exhibit provided by the Government shows the current Contractor receiving reimbursement for repairs under $1,000.

Question: Can the Government confirm that the current Contractor is being reimbursed for all repairs or provide the non-reimbursable repair cost threshold for the current contract?

Answer #8: The incumbent contract is structured differently. The incumbent contract’s threshold is $250 per incident. The incumbent contractor is responsible for a deductible of $250 if the repair exceeds that dollar amount.

9. Question #9: Reference: RFP, L.1 INSTRUCTION TO OFFERORS and L.10 FORMAT OF

PROPOSALS AND SUBMISSION REQUIREMENTS

Discussion: Both sections L.1 and L.10 list the files to be submitted. L.10 indicates that a technical and price proposal are to be submitted. Neither section provides guidance on file types, format or the number of files to be submitted.

Question: Will the Government please specify the file type/format for:

- PRICING – ELECTRONIC OFFER SHEET

- GSA FORM 527, CONTRACTOR QUALIFICATIONS & FINANCIAL INFO

- CONTRACTOR’S RESPONSIBILITY QUESTIONNAIRE

- Prior Experience Cover Sheet

- Prior Experience Detailed Description

Answer #9: The contractor should format their response in a logical, organized manner.

File Types/Format:

- PRICING – ELECTRONIC OFFER SHEET - excel or PDF (PDF preferred)

- GSA FORM 527, CONTRACTOR QUALIFICATIONS & FINANCIAL INFO - PDF

- CONTRACTOR’S RESPONSIBILITY QUESTIONNAIRE - PDF

- Prior Experience Cover Sheet - PDF

- Prior Experience Detailed Description - PDF

Number of Files:

The contractor may submit each form separately or as a single PDF document within the necessary price or technical submissions. A single PDF file is preferable.

10. Question #10: Reference: RFP, L.1 INSTRUCTION TO OFFERORS and L.10 FORMAT OF PROPOSALS

AND SUBMISSION REQUIREMENTS

Discussion: Both sections L.1 and L.10 list the files to be submitted. L.10 indicates that a technical and price proposal are to be submitted. Neither section provides guidance on file types, format or the number of files to be submitted.

Question: Does the Government desire that all Pricing forms be submitted in a single file and that all Prior Experience documents be submitted in a single file?

Answer #10: Contractors must submit their technical proposal, including prior experience and past performance, separately from their pricing proposal. This separation may be in the form of two separate files or two separate folders or in another manner that clearly separates the technical and pricing proposals from each other.
