Description of Amendment/Modification

Amendment 0001 hereby amends Solicitation GS-03P-16-CD-D-7000 to include the following: -Delete Sec. IIB., number 2 (page 72), âBid Scheduleâ from the solicitation. However, this item shall be replaced with an âOfferor Provided Cost Structureâ using guidance in Sec, II.C. âPrice Proposal,â number 1 (page 72). -Correct SF1442 to require a bid bond. -Amend VI. A, 2) "Non-Price Factors" (page

86) to state the following: (2) Non-Price Factors, when combined, are significantly more important than Total Evaluated Price. -Block 13

d. of the SF 1442 shall be filled in with "Offers providing less than_130____calendar days..." -Corrects the contract number in solicitation package to GS-03P-16-CD-D-7000. Amendment 0001 also incorporates Q&A, meeting minutes and the sign in sheet from the pre-proposal meeting on January 5, 2016. An extension to the due date is not anticipated. The closing date remains the same at January 22, 2016.

1). Section II.D (1) Past Performance states that “All completed Owner Reference/Evaluation forms shall be completed by the owner and mailed directly to the GSA Contracting Officer…”. Is it possible for our POCs for the evaluation form to email DIRECTLY to the Contracting Officer instead of postal mail?

Emails will be accepted as long as they are sent from the reference and are addressed ONLY to samantha.bohne@gsa.gov.

2). Section II.D (2) Prior Experience requests that 2 of the projects be at least $75,000 in value. It doesn’t state if the two projects need to stay within the $150,000 threshold or if they can be more than $150,000. Please clarify.

Prior experience should be of similar projects within a similar threshold. It is beneficial to show us that you have successfully completed projects similar to the task orders the field office will be awarding, which will be between $30150K.

3). Was this resolicited? If so, then why was the first solicitation for this term contract cancelled in the first place?

Yes, this term contract was resolicited. The first solicitation was cancelled due to the solicitation language for technical proposal criteria differing from our source selection plan. Due to this, a vast majority of offerors submitted projects in their proposal that were not deemed relevant to the term contract. After discovery the discrepancy in the solicitation language, it was decided to cancel the solicitation.

4). C (1) states “The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for labor, materials, markups, and overhead and profit. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.” In Review of the solicitation we found no price, cost or bid form. Please clarify.

Please submit your offer on the SF 1442 and submit a separate sheet breaking out the prices/rates for labor, materials, markups, and overhead and profit.

5). There is a sample project included in the solicitation. Is this to be priced and included in the proposal?

Yes, the project should be priced.

6). II.B states that a completed bid schedule is to be included in the proposal.

Has the bid schedule been omitted?

mailto:samantha.bohne@gsa.gov

Amendment 0001 will delete Sec. IIB., number 2 (page 72), “Bid Schedule” from the solicitation. However, this item shall be replaced with a “Offeror Provided Cost Structure” using guidance in Sec, II.C. “Price Proposal,” number 1 (page 72).

7). SF1442 13b states that a bid bond is not required however 4.a states that a 20% bid is required. Please clarify.

Please submit a bid bond for the seed project. Amendment 0001 corrects SF1442. A bid bond will be required.

9). II.D (1) Note 1 requires “Owner Reference/Evaluation” form to completed by the owner and sent directly to GSA.There is no Owner Reference/Evaluation form in the solicitation.

This sheet is included in the package. Please see pages 636639

10). VI.2 states “(2) NonPrice Factors, when combined, are significantly more important than/significantly less important than/equal in importance to Total Evaluated Price.” Please clarify.

VI. A, 2) will be amended to state the following:

(2) NonPrice Factors, when combined, are significantly more important than Total Evaluated Price.

11). Page 103 of 659 contains a sample project. Is the offeror to price this project for the proposal?

Yes.

12). What is the deadline for questions?

1/12/2016

13). Standard Form 1442. Please provide a value for Block 13d.

d. Offers providing less than_130____calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.

This will be corrected in Amendment 0001.

14). MD Repair and Alteration IDIQ, Section I.D, PreProposal Conference. Please provide minutes and list of all attendees from this conference.

Meeting minutes and the signin sheet are attached.

15). MD Repair and Alteration IDIQ, Section II.B, Proposal Format (page 72). Please clarify the number of hard and electronic copies of the Price and Technical Proposals.

This section also refers to a “Completed Bid Schedule”. Where is the template for this?

Amendment 001 clarifies language for Sec, II. B “Proposal Format”: Please provide one electronic copy of the price and technical proposal. There is no bid schedule. Please see the answer for question 6.

16). MD Repair and Alteration IDIQ, Section II.C.(1), Price Proposal, Contents (page 72).

The first sentence mentions an “Agreement”. What is being referred to here?

The “Agreement” is the C101 included in the solicitation package.

17). MD Repair and Alteration IDIQ, Section II.D.(2), Prior Experience on Comparable Projects (page 74). This section calls for projects with a construction value between $2,000 and $150,000. Will we be penalized for submitting projects in excess of $150,000?

Seems like larger projects are just as relevant, maybe more so in terms of being able to manage schedule, cost, and quality.

Please refer to the answer for question number 2.

18). Basement Corridor Paint and Wallguard Project, Drawing (page 635). Is this drawing to scale? If so, what is the scale?

No

19). Do you have a linear footage measurement for the basement corridors? As well, how high are the ceilings in the basement? Are the ceilings the standard 8’ or are they higher due to it being a basement area? I cannot read any scale off the drawing.

330’ of corridor walls with 8’6” ceiling height (drop ceiling).

75’ of corridor walls with 14’4” ceiling height (drywall ceiling w/exposed plumbing & electrical pipes).

The linear feet measurements above includes door openings.

20). We are looking to team with our mentor and one other company. Is it required that we have a formal teaming agreement submitted with our proposal and do all teaming partners have to complete the 527 form?

Offerors must submit a SBA approved teaming agreement, specifically 8(a) certification.

21). According to the solicitation, paragraph II.C, each offeror must submit a cost structure containing pricing for labor hours, materials, and markups. However, at the prebid conference, the CO mentioned that he didn’t need a breakdown on pricing, but just the lump sum. Could you confirm. Also, the mention of completions of a bid schedule per paragraph II.B. We did not see a template of form to follow.

Please create and submit your own pricing sheet containing pricing for the areas stated in the solicitation.

22). While onsite we noticed more than one area that requires door stops, within the scope of work area. Please confirm quantity.

This may be correct, but the scope of work remains the same.

23). Does a joint venture between an 8(a) and a non8(a) have to be already approved by the SBA?

Yes, please submit SBA approval.

24). According to Section II. C., paragraph 3, there is mention of negotiated rates. Will the Government be providing labor categories for offerors to supply pricing? Please clarify.

No, the government will not provide labor categories for the seed project.

25).Can you tell me if there is commissioning on this project? We are very interested in providing commissioning services for the GSA and PBS.

This is a repair and alteration contract.

26). I just noticed that the solicitation package for the above job has been posted yesterday. When opening the documents they both refer to

GA03P16CDD0007.

Please refer to this project as GS03P16CDD7000. The amendment will correct this.
