STATEMENT OF WORK
GSA Public Building Services Moynihan Courthouse 500 Pearl St.
New York, NY 10007
Location: Daniel Patrick Moynihan Courthouse, 500 Pearl, New York, NY, 10007, Conference. Room 801 and Suite 820
Project Type: Repair and Alteration Services
1. Conference Room 801 Requirements (Sketch ‘A’ Applies)
1.1. Protect all existing finishes from damage and dust including but not limited, to existing walls, doors, ceiling, carpet, furniture, etc. Provide means to avoid tracking dust and debris from the construction site into the hallways, etc. The majority of this work may be done during normal business hours (7:30 AM – 7:00 PM). Disruptive or noisy work shall be performed in other than normal business hours; hours of performance shall be approved by the CO or their designee prior performance commencement;
1.2. Provide and install new non-load bearing 4" metal stud wall with 5/8" gypsum board both sides (extend studs and drywall to bottom of deck). Include purchase and installation of sound insulation (Batt, R-13);
1.3. Modify existing wood base within Conference Room 801, new closet and adjacent judges hallway;
1.4. Provide and install new custom cherry base cabinet, new cherry upper cabinet and Corian countertop in Conference Rm 801;
1.5. Provide and install new formica side cubbies and new formica countertop in closet;
1.6. Provide and install new custom cherry door frame and trim to match that of adjacent. Include cutting and patching of opening in existing wall;
1.7. Install raised panel door (door to be provided by courts). Provide and install marble door saddle;
1.8. Purchase and install new satin bronze door hinges, lever, latch, stop, cylinder (removable core) for new door to match adjacent building standard;
1.9. Install new soffit in Conference Room 801;
1.10. Modify existing ceiling to accommodate new wall and soffit, including purchase and installation of new acoustical ceiling perimeter track to match that of existing (both sides of wall);
1.11. Purchase and install new 2x2 ceiling tiles in Conference Room 801. Ceiling tiles to be Armstrong Ultima – Tegular, Fine Texture – or equivalent. Retain existing ceiling grid; clean and blow out dust from the horizontal track surfaces throughout the entire grid
1.12. Add flex duct new diffuser in ceiling of closet to match diffuser designs in adjacent ceiling areas;
1.13. Provide and install new light switch within closet, re-wire existing light fixture to separate from Conference Rm 801 switching;
1.14. Relocate (4) existing electrical outlets per attached sketch, showing the approximate new locations;
1.15. Relocate (4) existing data outlets per attached sketch, showing the approximate new locations;
1.16. Paint all wall surfaces of existing Conference Rm 801, new closet and existing judges’ hallway (existing and new walls and soffits);
1.17. Existing carpet to remain in conference room and in new storage closet. Since this carpeting is to be retained, it must be well protected so as not to be soiled from the construction activities going on in these spaces;
1.18. Relocate one existing sprinkler to adjacent ceiling tile.
2. Suite 820 Requirements
2.1. Protect all existing finishes from damage and dust including but not limited to existing walls, doors, adjacent rooms ceilings, carpets, furniture, etc. Provide means to avoid tracking dust and debris from the construction site into the hallways, etc. The majority of this work may be done during normal business hours as defined in 1.1. Disruptive or noisy work shall be performed during other than the previously defined normal business hours; hours of performance shall be approved by the CO or their designee prior performance commencement. Court staff will be relocated during construction period and existing furniture will be moved out of work zones by court personnel in a sequence as mutually agreed to by the court and the contractor at the post-orientation meeting and construction progress meetings;
2.2. Remove existing ceiling tiles and concealed grid in front and rear reception areas. Shore up and protect all ceiling devices, light fixtures, etc. (including speaker strobes);
2.3. While ceilings are removed the Contractor shall interface with the building’s Chief Engineer and the Court’s IT expert to see if the Engineer and Court IT Expert want to do any preventative maintenance or cable runs, while the ceilings are removed. Such work, if done by the building’s Engineer or the Court’s IT Expert, shall be done at their own expense, without impacting the Contractor’s schedule or cost;
2.4. Purchase and install new 1’x1’ concealed grid and ceiling tile in front and rear reception areas Ceiling grid/tiles shall be USG 15/16” DX/DXL Concealed w/Millennia ClimaPlus tiles (12”x12”x3/4” – BESK edge), or equivalent;
2.5. Reinstall light fixtures and all ceiling devices. Assure they work as before removal;
2.6. Purchase and install 14 new manufacturer supplied concealed access hatches, type USG Bi-Parting or equivalent. Confirm location of hatches with building’s Chief Engineer at the post orientation meeting and/or construction progress meetings;
2.7. Remove existing wall covering throughout front and rear reception areas, entry vestibule and back hallway. Patch, smooth walls as necessary in preparation for new wall covering;
2.8. Purchase and install new wall covering throughout front and rear reception areas, entry vestibule, back hallway and south office. Wall covering shall be MDC, MNL 1086/4725, Hayes Reed Natural Linens (54” width), or equivalent;
2.9. Remove existing carpet and under padding throughout front and rear reception areas, entry vestibule and back hallway;
2.10. Purchase and install new carpet with attached cushion throughout front and rear reception areas, entry vestibule and back hallway- carpet to be Bentley broadloom, attached cushion, single glue down – Urban Scene, 8US340630R, 888869 The Capital, or equivalent;
2.11. Remove existing carpet and under padding in the two personal office spaces;
2.12. Purchase and install new carpet in the two offices above - Masland broadloom, attached cushion, single glue down- Masland LSA #U966B, 7237 Cheviot, or equivalent;
2.13. Provide a new kitchenette per Sketch ‘B’ as follows:
2.13.1. Core drill floor deck for installation and connection of waste line for sink;
2.13.2. Disassemble 1‘x1’ ceiling inside of Clerks office and adjoining corridor on the 7th floor and connect waste line from the kitchenette to existing waste line;
2.13.3. Provide/install waste line and hot and cold water lines for sink;
2.13.4. Construct small new metal stud wall as shown on sketch to fill gap;
2.13.5. Provide ceiling work as specified in sketch;
2.13.6. Provide/install 5 outlets (2 of which to be dedicated) as specified in sketch;
2.13.7. Fabricate and install new upper and lower cabinets, countertop, and faucet as specified in sketch;
2.13.8. Provide and install 7’ of under cabinet light fixtures similar to Phillips Alkco SF325(36”) & SF332 (48”), or equivalent;
2.13.9. Strip and polish floor;
2.13.10. Replace vinyl base.
2.14. Install an AV Room Partition wall per Sketch ‘C’ as follows:
2.14.1. Provide and install new non-load bearing 4" metal stud wall with 5/8" gypsum board both sides (extend studs to bottom of deck, drywall only needs to extend 6" above existing ceiling. Existing carpet to remain - mount sill plate/channel on carpet. Include purchase and installation of sound insulation (Batt type insulation, R-13 rating);
2.14.2. Provide and install new wood base to match that of existing adjacent (both sides of wall);
2.14.3. Modify existing ceiling to accommodate new wall, including provision and installation of new acoustical ceiling perimeter track to match that of existing (both sides of wall);
2.14.4. Relocate diffuser 24" south to avoid conflict with new wall (flex duct);
2.14.5. Provide and install (3) new electrical outlets (one in new wall and two in existing wall) –at standard heights and evenly spaced on wall surfaces;
2.14.6. Paint all wall surfaces of both new room and existing room;
2.14.7. Protect all existing finishes from damage and dust including, but not limited, to existing walls, doors, ceiling, carpet, furniture, etc.
3. Period of Performance:
3.1. 120 days from Notice To Proceed (NTP) to substantial completion.
4. General Information
4.1. It is not the intent of the scope of work to fully detail the work associated with this project, but it is expected that the type, materials, design, workmanship and construction shall be fully adequate, durable, and properly coordinated for the service required; additionally all work and materials shall be in accordance with the best applicable commercial standards and efficiency possible;
4.2. It is understood that all work shall be designed, fabricated, modified and/or upgraded in full compliance with applicable local laws, federal standards, and building codes. The absence of a particular item or requirement shall not relieve the Contractor of the full and sole responsibility for such equipment, features and procedures;
4.3. With the exception of only those items specifically identified as being performed by others, the contractor shall include all material and labor needed to achieve the work specified. It is understood that any incidental work necessary to complete the project is also included. Offerors are cautioned to familiarize themselves with the existing job site conditions. Additional charges for material or labor shall not be permitted subsequent to execution of the Contract;
4.4. Materials and Workmanship:
4.4.1. The Contractor shall identify elements of the project that the Contractor will demolish, retain, refurbish, and supply as new. Retained and refurbished materials must meet safety requirements, manufacturer specifications, and city, federal, and state code for such materials. The Contractor shall use materials that are new and the best quality. Installation of such materials shall be accomplished in a neat workmanlike manner. If the Contractor should receive written notification from GSA stating the presence of inferior, improper, or unsound materials or workmanship, the Contractor shall, within twenty-four (24) hours proceed to remove such work or materials and make good all other work or materials damaged thereby. If GSA permits said work or materials to remain, GSA shall be allowed the difference in value or shall, at its election, have the right to have said work or materials repaired or replaced as well as the damage caused thereby, at the expense of the Contractor, at any time within one (1) year after the completion of the work; and neither payments made to the Contractor, nor any other acts of the GSA shall be construed as evidence of acceptance and waiver.
4.5. Changes in Scope of Work:
4.5.1. GSA reserves the right to revise the scope of work any time prior to final acceptance of the completed project. Each such addition or deletion to the Contract shall require GSA and the Contractor to negotiate a mutually acceptable adjustment in the contract price, and, for the Government to issue a change order describing the nature of the change and the amount of price adjustment;
4.5.2. GSA may at any time make changes in the scope of work, plans and drawings, omit work, and require additional work to be performed by the Contractor. For such additional work to be performed hereunder, GSA shall pay the Contractor on the basis of a mutually agreed to lump sum or cost thereof, and a mutually fixed or percentage fee. The Contractor shall make no additions, changes, alterations or omissions or perform extra work except on prior written authorization from GSA;
4.5.3. No changes shall be made until written approval is granted by the CO.
4.6. Submittals:
4.6.1. No later than 21 days after NTP the Contractor shall submit for GSA approval the various materials to be used on this project including color samples for carpet, paint, wall coverings, cabinets, counters, formica, etc. GSA shall pass on the submittals with reasonable promptness and the Contractor shall make the submittals in good time so there will be no delay in their work or that of any other trade involved. Contractor shall maintain a submittal log showing each submittal item, date it was delivered to GSA and date it was approved by GSA;
4.6.2. Contractor shall provide as-built documentation at the end of the project and submit same in the form of a CD.
4.7. Progress of Work
4.7.1. Upon signing of the contract, the Contractor shall submit a complete schedule including material delivery and installation dates for coordination with the tenant agency. The Contractor shall understand that the building is a fully occupied and functioning Federal Courthouse. Therefore all installations and deliveries must be coordinated with court personnel and/or the building manager to prevent any delays in construction or interruption of Court operations;
4.7.2. The Contractor shall submit in writing the following information to GSA:
4.7.2.1. A project schedule, including material delivery times and anticipated completion dates for each project work phase;
4.7.2.2. A schedule of values used for itemized progress payments (material and labor itemized breakdown);
4.7.2.3. A progress report with submission of each payment request, or upon request of GSA, showing the progress being made and the percentage of the job completed and shall certify to the Owner that labor and materials listed on the request for payment have been performed or installed.
4.8. Payment by Electronic Funds Transfer. All payments by the Government under this contract shall be made by electronic funds transfer (EFT). The Government shall make payment to the Offeror using the EFT information contained in the SAM database. In the event that the EFT information changes, the Offeror shall be responsible for providing the updated information to the SAM database. Please reference invoicing requirements within the solicitation.
4.9. The services called for under this contract shall be performed in accordance with the terms, conditions, and specifications that may be stated herein until such time as said services are completed to the satisfaction of the Government.
