1. On page 8 of 52 of the solicitation, REPLACE paragraph 4) to allow for stock piling and to add pre and post season inspections, as follows:

4.) Snow Removal: Snow must be removed from the site when the accumulation exceeds the designated stock pile areas. Snow Stock Pile Areas are available. The first is a half size parking space at the front of the parking lot to the left of the entrance and the second is last parking space at the rear of the parking lot on the left side. Stock piles will be confined to the size of the parking space as delineated by the parking lines. Snow removal from site is to be included as part of the base bid price, not billable as an extra service.

Snow must be removed from the driveway, parking areas, ramps and walkways without blocking traffic, parking spaces and pedestrian thoroughfares or impeding the visibility of vehicular operators, pedestrians or tenant agency operations.

A pre-season inspection of the site will be conducted by the COR and contractor point of contact to identify conditions of the property. A similar inspection will be conducted at the end of the season after the seasonal clean up has taken place. Any noted damage will be repaired by the contractor at no additional expense to the Government.

2. After Section 4.3, ADD Section M.4 METHOD OF AWARD as follows:

M.3M. METHOD OF AWARD

Evaluation of Offers – Lowest Price Technically Acceptable

(1)( The Government intends to award a contract resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Proposals will be evaluated for acceptability but will not be ranked using the non-cost/price factors.

(2)( The Government may reject any or all proposals if such action is in the Government’s interest.

(3)( The Government may waive informalities and minor irregularities in proposals received.

(4)( The Government will first evaluate price to determine the lowest through highest priced offers. The Government intends to evaluate the technical proposals of only the three lowest priced offers, subject to the number of proposals received. The remaining technical proposals, if any, shall not be evaluated as to technical acceptability unless one of the three lowest price offers proves to be technically unacceptable. If one of the three lowest priced proposals proves to be technically unacceptable, then the fourth-lowest priced proposal (and so on) will be evaluated for technical acceptability. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs.

(5) The Government intends to evaluate proposals and award on initial proposals. Therefore, the offeror’s initial proposal shall contain the offeror’s best price. If multiple line items are priced, each line item will be evaluated to ensure that balanced pricing exists. If the line items are determined to be unbalanced for the offeror that

PAGE 3 OF 4 GS-01P-13-BW-D-0028/0002

presents the lowest priced technically acceptable proposal, the Government will allow that offeror the opportunity to balance the line items prior to award. If the offeror cannot, or chooses not to, balance the line items, the Government shall deem the offeror’s proposal as unacceptable.

(6)( A written award or acceptance of proposal mailed or otherwise furnished to the successful offeror within the time specified in the proposal shall result in a binding contract without further action by either party.

(7)( Unsuccessful offerors will be notified in accordance with FAR 13.106-3(c).

Lowest Price Technically Acceptable Evaluation Process

(1) The Government will first evaluate price to determine the lowest through highest priced offers. The Government intends to evaluate the technical proposals of only the three lowest priced offers. The remaining technical proposals shall not be evaluated as to technical acceptability unless one of the three lowest price offers proves to be technically unacceptable. If one of the three lowest priced proposals proves to be technically unacceptable, then the fourth-lowest priced proposal will be evaluated for technical acceptability. This process will continue until the Government deems three proposals technically acceptable. Award will then be made to the lowest-priced, technically acceptable offeror. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs.

(2) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.

(3) The following non-cost factors will be evaluated for acceptability:

(a) Past Performance and Experience

3. Response to questions as of 7/30/2013

Question 1: Standard practice for removal of snow has been necessary only when the piled snow takes up one full parking space on each side of the lot. This practice is much more affordable to the tenant and the contractor. In the stated terms of the solicitation it would be very cost prohibitive to remove snow off of the premises after each storm. How should I proceed?

Response: The specification will be amended to allow for stock piling. See amendment 2.

Question 2: My next question is in regards to financial statements On a previous bid I was allowed to submit a personal financial statement. Would submitting a personal financial statement be acceptable to you as it pertains to this bid?

PAGE 4 OF 4 GS-01P-13-BW-D-0028/0002

Response: We need to establish your financial capabilities as a company. Please submit financial information that will help us to determine your capabilities to perform a contract of this size. We will accept personal financial information and as much information that you can provide in the GSA Form 527.

4. All other provisions, terms and conditions remain the same. The proposal due date remains unchanged, which is August 14, 2013 at 3:00 PM.

5. Please acknowledge this amendment with your revised proposal per one of the methods in Block 11.
