Design Development (Vol3, p.10)
Design development considers how the offeror intends to meet the requirements by demonstrating design and construction capabilities in the design and installation of high efficiency lighting systems and design and installation of various energy conservation measures to include an upgrade of EMS systems in an occupied building.
As part of this presentation, the Offeror should provide evidence of the lead designer’s ability to be innovative and creative in solving design issues for similar projects. Also, evidence should be provided which demonstrates the constructor’s ability to deliver similar projects on time and within budget constraints.
For this factor, you should also demonstrate that the proposed TEAM has the relevant key individual professional qualifications including professional registrations and experience necessary for this project
Small Business Utilization (Vol3, p11)
This information is provided as information only for offerors that are large business for preparation of the subcontracting plan.

FAR 52.219-8, Utilization of Small Business Concerns states in part; “The Contractor hereby agrees to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance.” Therefore, large business Offerors shall provide a subcontracting plan in accordance with the requirements of FAR

Experience (Vol3, p. 25)
Experience will be evaluated as an indicator of the Offeror's capacity to perform.
Experience will be evaluated on the basis of information submitted by the Offeror indicating completion of projects of similar size, complexity, and scope.
Technical and Management Approach (Vol3, p.25)

QUESTIONS
Q. A question was asked regarding the status of all of the lighting tasks (CLINs 0001, 0002, and 0003. Specifically it was asked if all lighting tasks should be considered, and bid, as options.
A. All of the lighting tasks listed in the RFP (CLINs 0001, 0002, and 0003) should be considered options and bid accordingly. This will be clearly reflected in a forthcoming amendment to the RFP. Also there will be an additional mechanical option added by amendment, i.e. “OPTION: Design/Build services for partial upgrade of Cleveland & Rudman HVAC-1 Building Controls.
(SOW 3.1.1.4) “
Q. Will after hours work be permitted?
A. Hours of operation in the facilities are 6:00 AM – 6:00 PM, M-F, excluding Federal Holidays. Any requests for after/off hours must be coordinated with the facility manager on a case by case basis.
Q. The requirement for $5,000,000.00 of professional liability insurance for licensed design professionals seems high. Is this correct and can it be adjusted to a more reasonable level?
A. This is a new requirement imposed by GSA Central Office. We are currently obtaining guidance on acceptable limits and will publish results in a forthcoming amendment.
Q. What is the latest that the Government will accept questions/requests for clarification regarding the solicitation?
A. The Government will accept questions up to the closing time of the RFP.
Every attempt will be made to answer all questions but you should be cautioned that we can not guarantee that answers will be provided for questions received less than 5 business days prior to RFP closing .
Q. Will the list of attendees to the preproposal conference be provided to prospective offerors?
A. The list of attendees is attached.
Q. Technical Spec page 70 of 470 refers to the Roof Project--- I am assuming that this is an oversight and that we are not responsible for any of that work.
A. You are correct, it is an oversight and you are not responsible for any of that work.
Q. Technical Specs page 3 of 470 references "attached concept drawings" which are not included---- Where can these be found?
A. These drawings will be uploaded to FBO with the forthcoming amendment.
