Q1: For Option 1, the pricing publication used is the monthly Gas Daily Price Guide with the Published Index is the “Prices of Spot Gas Delivered to Pipelines”. Since these prices are indicative of baseload gas and do not reflect actual prices during the month when the gas is used, would the GSA consider changing the Published Index to the “Midpoint Averages” from page 2 of the same publication as those prices properly reflects the cost to sell off excess volumes or purchase additional volumes needed throughout the month?

A1: Yes. GSA will update the solicitation to reflect that “Midpoint Averages” will be used for Option I.

Q2: Would the GSA consider adding another option for bidders to bid on using a 10% daily tolerance with excess volumes and additional volumes needed priced using the daily Gas Daily Price Index?

A2: No.

Q3: When a contract is awarded, is it possible to add the actual name of the installation on the contract award document?

A3: Yes, GSA will include account information in the contract award document starting with FY15 contracts.

Q4: When award is made, is it possible to provide the billing addresses at that time? Many of the facilities contacts do not respond to billing address inquiries and this delay’s invoices.

A4: No. GSA provides contact information for the NGAP account manager at the time of award notice. Suppliers should be proactive in working with the account manager as soon as they receive award notice to get billing set up with end-use facilities.

Q5: In case of option 1, how does section A.9 relate? Should the base load quantities that we price on be grossed up for line loss to establish city gate pricing?

A5: See current Question and Answer number 44 in the solicitation.

Q6: Does section A23 cover changes in existing utility charges during the contract? For example, increase in balancing charges from the LDC.

A6: Yes. See current Question and Answer number 13 in the solicitation. If the LDC’s balancing charges change, the appropriate increase or decrease should be included in the pass-through costs to the end-use customer.

Q7: Under Pricing Option III in Section A.4, the GSA language states “The index based unit price shall be based on the monthly “Market Center Spot Gas Prices” Henry Hub Index as published in the monthly Gas Daily Price Guide for the associated month. Can this be changed to the monthly NYMEX Henry Hub last day settle price?

A7: No. However, GSA will update the solicitation to reflect that “Midpoint Averages” will be used for Option III.

Q8: What federal contracting system do interested bidders need to register with in order to bid on federal opportunities?

A8: Bidders will need to register in the System for Award Management www.sam.gov in order to participate in federal opportunities.

Q9: How does the contract award and payment process work under NGAP?

A9: GSA will make contract awards for twenty-nine agencies that utilize NGAP. Each end-use agency will pay its own utility bills. Once awarded a contract, awarded suppliers should work with their NGAP account manager to ensure payment is set up properly with the end use facility. Note that while GSA does not pay other agency’s utility bills, per Section A.17 suppliers are required to send a copy of monthly invoices to the specified GSA NGAP account manager.
