QUESTIONS AND ANSWERS
Q1: Will GSA consider revising the pricing groups being requested?
A1: Yes. See the revised Exhibit 1. Pricing groups have been revised.
Q2: Does GSA have a preference on whether the RECs are certifiable or certified?
A2: All RECs delivered under the GSA contract must meet the requirements specified in Section A.12 of this solicitation. Note that all renewable power/RECs must come from generation sources located in the State of Texas that became operational after January 1, 1999. Note that the 15% renewable power is in addition to Texas state Renewable Portfolio Standard (RPS) requirements.
Q3: Can references to the delivery point in the GSA solicitation, including A.2, be updated to state that the delivery point is the meter?
A3: Yes, see Amendment 1.
Q4: Can Sections A.14 and A.20 be updated to specify that if a default occurs, the contract is terminated or a start date is missed; the account will be with the supplier on a rollover basis instead of with the provider of last resort?
A4: No. Per the Public Utility Commission of Texas’s website, Provider of Last Resort is the appropriate terminology http://www.puc.texas.gov/consumer/electricity/polr.aspx.
Q5: Will pricing be to the load zone or the hub?
A5: See Amendment 1, pricing will be to the meter.
Q6: In regards to Section A.13, can suppliers bid a different bandwidth or no bandwidth at all?
A6: No. All bids must confirm to the 15% monthly bandwidth as specified in Section A.13.
Q7: In regards to A.10, can GSA clarify how accounts that are added to the contract will be priced?
A7: Any additions will be accomplished through a bilateral execution based on GSA and the supplier coming to a mutual agreement on price and terms. GSA realizes the price may be at the contract price, below it or above it depending on the prevailing market at the time of request.
Q8: With regard to the commercial electricity RFP GS-00P-14-BSD-1057 would it be possible to request IDR data for the meters that require it?
A8: IDR data has been posted to the World Energy website for this procurement for all accounts where IDR data is available. This data can be found at https://www.wesplatform.com/webportal/Public/Announcement.aspx?ID=omZZv4rJpIw%3d. Additionally World Energy can provide LOAs that allow suppliers to pull IDR data directly.
Q9: What name will be on the contract?
Q9: The US General Services Administration will make all awards as a result of this solicitation and all contracts will be with GSA directly.
Q10: If we have additional questions regarding the solicitation terms prior to the technical proposal due date, who should we contact?
A10: Offeror’s should contact the GSA Contracting Officer for this procurement, Linda Collins at lindal.collins@gsa.gov or (202) 708-9881.
Q11: Who should offeror’s contact if they would like a demo of World Energy Solutions’ reverse auction platform?
A: Offeror’s should contact Rob Martinez at rmartinez@worldenergy.com or (614) 553-6733 and she would be happy to schedule a demo of the platform.
Q11: Do suppliers have to offer the same bid price to all accounts in a pricing group?
A: Yes. The bid price offered must apply to all accounts include in each of the pricing groups suppliers choose to bid on.
Q12: Do suppliers have to bid on all of the pricing groups and terms?
A12: No. Suppliers can choose which pricing groups and terms they want to bid on. Suppliers may choose to only bid on one or all pricing groups. Suppliers should note however that there will be no cherry picking allowed and bid prices provided on auction day will apply to all accounts included in each pricing group.
Q13: How will contract awards be handled on auction day?
A13: GSA will make all contract awards on behalf of participating agencies. Post award the end-use agencies will execute delivery orders with winning suppliers for each of the accounts awarded.
Q14: Who will pay each agency’s bills?
A14: Each agency will pay its own bills. Note that there are no GSA accounts included in this procurement and no bills should be sent to GSA as a result of contract awards.
