SCOPE OF WORK
A.1
GENERAL
The General Services Administration (GSA or Government) is requesting proposals for a commercial off-the-shelf Rapid Building Energy Assessment (RBEA) service for approximately 200 GSA buildings over a period of four (4) years. The analytical reports that will be produced by the Rapid Building Energy Assessments will meet the requirements of the Energy Independence and Section Action (EISA) Section 432 that requires Federal agencies to complete evaluations of energy and water usage for all covered facilities every four (4) years. These evaluations must include features that provide detailed energy consumption, savings recommendations, and efficiency performance tracking views across commercial building portfolios. The RBEA evaluations must also segment buildings by size, region and type and quickly prioritize opportunities across large, disparate and decentralized portfolios of buildings. This aggregated “roll-up” view of the results from remote audits and monitoring/tracking will enable effective ongoing management of commercial energy efficiency. In addition to the RBEA, the Contractor will provide ongoing measurement and verification services and support and maintenance services as described in Section A.2 for each contract year.
A.2
REQUIRED SERVICES
Rapid Building Energy Assessment The Contractor shall conduct a Rapid Building Energy Assessment of fifty (50) GSA buildings for each contract year. The buildings will be dispersed across the nation and will have an average square footage of 700,000 gross square feet. The RBEA shall be produced solely from electric interval data (15, 30 or 60 minute intervals) and a basic set of information about the physical assets of each building provided by GSA. A sample set of basic physical asset information for a GSA building will be provided for information purposes. No on-site visits will be permitted. The RBEA shall consist of the following:
1. A written energy audit available online that meets the audit compliance requirements of EISA 432 with both operational and retrofit recommendations to reduce energy consumption;
2. A customized set of ECMs based on a detailed model of the actual building being analyzed for energy savings opportunities;
3. End-use benchmarking of commercial and institutional buildings against comparable buildings by size, region and type to quickly prioritize opportunities across large portfolios of buildings;
4. Customized recommendations for each building including operational improvements and retrofit recommendations. The retrofit recommendations include low cost, immediate operational savings and recommends specific actions for each one;
5. Foundational analysis – with charts and explanation - via web portal. These analyses of operational/occupancy, weather, daily, monthly, annual and end-use electric consumption patterns of the building may be used by GSA or GSA customers to further analyze and improve the performance of the buildings. Each RBEA will be performed once for each building. The results will be published on the Contractor’s website portal. A PDF output of the results can be created from this website portal by GSA and/or users designated by GSA.
6. The models must be derived solely from the specific actual consumption patterns of the building being analyzed, using techniques such as inverse modeling, time-series econometric analysis, pattern matching and optimization, and self-learning algorithms. This does not include:
i. Models based on comparisons to other buildings with similar physical or interval data profile characteristics.
ii. Modeling techniques using eQuest, EnergyPlus, DOE-2 or other building simulation models.
iii. Use of external building databases to drive conclusions about individual buildings.
7. The model output must match actual consumption for each hour of the year, except for hours for which actual consumption data is missing;
8. Must provide detailed hourly consumption responses of the building to ambient weather inputs (including Wet and Dry bulb temperatures, Wind Speed, Solar Irradiance, etc. for each end use, for every hour of the year).
i. Use of change point models and neural network models to understand weather related consumption is insufficient to provide the level of accuracy and explanation required for this application.
Rapid Building Energy Assessment Delivery Date
For each building included in the annual list of GSA buildings to be assessed, the Contractor will submit a completed RBEA to GSA online within twenty-one (21) days of receiving the respective building’s interval data and completed building physical asset form. GSA anticipates providing the interval data and completed building assessment forms within thirty-days (30) days of award for most if not all of its buildings. The Contractor shall confirm receipt of building interval data and the building asset forms via email to GSA Contracting Officer’s Technical Representative (COTR).
Monitoring and Verification After the RBEA report is completed, the Contractor shall continue to monitor each building’s consumption data online to monitor whether recommendations in the RBEA are having effect at the building. The monitoring and verification period shall continue for the entire contract year for the fifty (50) buildings on each year’s RBEA building list. The monitoring and verification shall consist of the following at a minimum:
1. Action tracking and performance to allow a building representative(s) to enter and describe its operational and retrofit actions and track the savings from those actions from the time the RBEA is completed for a building through the end of the annual contract year monitoring period;
2. Consumption Baseline: create weather and occupancy normalized baseline of electric consumption that can be used to understand what the expected electric consumption of a building will be based on the RBEA;
3. Actual v. Baseline Performance: The Contractor will update the portal with the actual electric consumption of the buildings each quarter following the completion of the RBEA. This actual consumption will be compared to the consumption baseline established in the RBEA to understand if the building is performing ‘worse’ or ‘better’ than anticipated, and estimate the size of the difference.
4. Create estimates that are continuous, accurate estimates of savings or losses at the hourly level when compared to actual meter consumption during the RBEA time period.
5. Provide Whole Building savings analysis consistent with IPMVP Option C and exceeding the metrics requirements set under ASHRAE Guideline 14.
6. Maintain an audit trail of actions on all buildings within the application
7. Detect statistically significant shifts in a baseline year consumption patterns (based on stringent statistical measures of breakpoint identification).
Support and Maintenance For each building included in the annual list of GSA buildings to be assessed, the Contractor will provide the following in support of the RBEA and the monitoring and verification services. These services will be delivered to GSA via a dedicated web-based portal. The Contractor will continue to provide and maintain this web-based portal for the duration of the base and any succeeding option years of the contract. The web-portal will available to multiple users and will ensure data security and privacy that meets SAS70 protocols. Support during the monitoring and verification period shall consist of the following at a minimum:
1. The Contractor will provide one 60-minute webinar to review the results of the RBEA by the building engineer that conducted the RBEA;
2. The Contractor will provide 2 additional calls/webinars per building per year for additional questions and advising of building personnel;
3. Provide unlimited online support via email;
4. Maintain and update the web-based portal. Updates will include technical (i.e. new features, releases) as well as building specific updates that reflect new or updated data/information on a specific building;
5. Technical support of web-portal to include adding/deleting users and updating user data;
6. Provide re-estimate/re-analysis of recommendations included in the RBEA in response to ongoing feedback from building owner/operator.
