JA1 Davis-Monthan AFB Electric Distribution System

JA1.1 Davis-Monthan AFB Overview

Davis-Monthan (DM) Air Force Base (AFB) is located approximately 2,600 feet above sea level in the Sonoran Desert of southern Arizona. The base occupies 10,613 acres of Pima County within the city limits of Tucson. Tucson city limits include an area greater than 195 square miles, while metropolitan Tucson is greater than 495 square miles in area. Because of its higher elevation, Tucson’s climate is more temperate than Phoenix. Clear, sunny skies typify a vast majority of the days in Tucson.

DM became a military installation in 1925. The 355th Wing is the host wing at DM, providing base operations, logistical and administrative support to all personnel and units on the base. The operational mission is to provide close air support, forward air liaison for Army forces, command and control, radar surveillance and control, and combat support forces to Unified Commander-in Chiefs (CINCs). DM also conducts initial and requalification training for all A/AO-10 and EC-130 pilots and crews.

The real estate composing DM is a combination of tracts of land owned by the City of Tucson, the State of Arizona, the U.S. Government, and private land owners. Utilities located on the leased land are excluded from privatization. A map of leased land is provided in the Technical Library.

Aerospace Maintenance and Regeneration Group (AMARG) is a major tenant of DM.

AMARG provides a single point of operation to process and maintain aerospace vehicles and components in extended storage for all services. Due to the numerous aerospace vehicles in extended storage, a large section of the land has been designated for the storage area. Existing facilities inside the fenced AMARG boundary require electrical utility services. The regeneration portion of the AMARG mission requires that current aerospace vehicles and components be “ready” to replace wartime combat losses.

In 2006, the military population at DM was approximately 6,200 personnel, and is expected to remain relatively steady. The civilian work force totals slightly over 2,000.

Approximately 527 active facilities are on base, not including military housing. Military housing is privatized and on a separate electric grid from the base. Dorm capacity is currently at 777 units.

JA1.2 Electric Distribution System Description

JA1.2.1 Electric Distribution System Fixed Equipment Inventory

The Davis Monthan AFB electric distribution system consists of all appurtenances physically connected to the distribution system from the point of demarcation defined by the Right of Access. The distribution system consists of the items listed in Table 1 “Fixed

(Attachment JA1 Electric Distribution System Template –27Feb12) User Edited: rev::08 29Oct12

JA1-3

Inventory Electric Distribution System” in Section JA1.2.1.2 Inventory. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its Schedule B and Price Schedule Data Sheets on the Table 1 inventory below. However, the Offeror should use the following sources of information for developing other aspects of its proposal:

site inspections, information in the technical library, and other pertinent information.

Specifically excluded from the electric distribution system privatization are:

All meters

Airfield lighting circuits

Parking lot lights serviced by secondary feed from a building

Emergency generators that exist for the purpose of emergency back-up for AF facilities

Sport fields flood lighting

Electrical distribution within housing areas

Utilities that are on leased lands

Privately owned Photovoltaic Array

Building 8030 and RWY 30 ILS directly served by Tucson Electric Power (TEP)

U.S. Customs area directly served by TEP

Traffic Lights

JA1.2.1.1 Description

Davis-Monthan AFB purchases power from TEP through the utility owned and operated substation. The TEP Substation consists of a single transformer stepping down the delivery voltage of 46 kV to 13.8 kV. Power is delivered to the Davis-Monthan AFB through the switch station at which point the base owns and maintains the system. The point of demarcation (POD) is located at the above ground busbars, in between the substation transformer and switchgear building. The switchgear is owned, operated and maintained by Davis-Monthan AFB. It consists of a single bus distribution station with six distribution feeder circuit breakers providing power to the base and four spare feeder circuit breakers.

Each of the distribution feeders is a combination of underground and aerial conductor sections. The system distributes power at 13.8 kV (delta) to the consumer or “customer” loads. Each feeder can be sectionalized and connected to other feeders in the distribution system allowing small area service outages for maintenance and repair. Building 8030 and

RWY 30 ILS are directly connected to TEP and not the substation.

Electrical distribution system components within the housing areas are excluded from privatization. The military family housing (MFH) area receives power from a separate feed.

(Attachment JA1 Electric Distribution System Template –27Feb12) User Edited: rev::08 29Oct12

JA1-4

Electrical distribution for the airfield lighting circuits will also be excluded from privatization. The POD is located at the airfield lighting vault, Building 4520.

A portion of the AMARG area of the base is located on leased land and therefore is excluded from the inventory. There are several points where power transitions from the government owned land to the leased land. Many of these points are along Irvington Road near the East Gate. There is a combination of overhead and underground power distribution located on the south side of Irvington Road that feed power across the road into the leased land within the AMARG fenced boundary. These points of demarcation will be located on the south side of Irvington road either on the overhead line or in pad mounted equipment. There is also a transition from government owned land to leased land just inside the AMARG gate at the intersection of Wilmot and Picacho. The leased land starts inside the gate area just past the riser pole on Coolidge road. See Table 11 for a description of the individual PODs.

JA1.2.1.2 Inventory

Table 1 provides a general list of the major electric distribution system fixed assets for the Davis Monthan AFB electric distribution system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.

JA1.3 Specific Service Requirements

Service requirements for this electric distribution system are as defined in the RFP Section C, Description/Specifications/Work Statement. The following requirements are specific to the base electric distribution system and are in addition to those found in Section C.

1. The Government will provide the electricity, natural gas, and water commodities and the wastewater collection required to operate and maintain the systems being privatized at no cost to the System Owner (SO). The Government will also provide any infrastructure necessary to connect the facilities required to operate and maintain the systems being privatized to electricity, natural gas, water, and wastewater collection services at no cost to the SO. If fuel oil or propane is required to operate emergency SO generators, purchase and supply of that fuel oil or propane will be the responsibility of the SO.

(Attachment JA1 Electric Distribution System Template –27Feb12) User Edited: rev::08 29Oct12

JA1-17

2. The SO shall provide the Contracting Officer's Representative with a copy of all permits obtained by the SO to enable performance of this contract.

3. The SO shall comply with the Installation Asbestos Management Plan and the Installation Asbestos Operating Plan.

4. The SO shall use due care executing on-site work activities that may uncover utility lines encased in asbestos-containing material (ACM) or other buried ACM. The SO shall train or cause to be trained its employees and agents involved in any soil disturbing activities on-site to visually identify ACM in soil or on buried utility lines.

If ACM unrelated to buried utility lines is encountered in soil during development activities, the SO shall immediately cease work activities in the affected on-site area, implement controls for the exposed ACM to minimize the potential airborne release of asbestos fibers, and promptly notify the Government. The Government shall immediately inspect the discovered ACM and determine if a Government response or other mitigation is warranted under environmental laws or the Government’s obligations under this clause. The SO shall not resume on-site work activities until it receives further written notice that it may do so from the Government.

5. The SO shall provide the Government with a copy of all correspondence with environmental regulatory authorities related to enforcement actions or notices of violations promptly after its receipt thereof.

6. There are areas with unexploded ordnance (UXO) on this installation, the locations of which are identified in the Technical Library. The Technical Library also includes the installation's procedures, specifications, and/or requirements for work accomplished relating to UXO. The SO shall follow these procedures, specifications, and/or requirements. If work must be accomplished in an area that has been identified as containing UXO, the SO will abide by the installation’s procedures and, upon encountering anything suspected of being UXO, will immediately stop work and notify the appointed Government contract representative. After being notified by the SO, the Government will be responsible for sweeping the area for unexploded ordnance at its own expense and will notify the SO when the ordnance has been removed in order that halted work can resume.

7. The installation’s procedures require contractors to provide their own UXO specialist when working in areas with UXO. The SO shall be responsible for providing a UXO specialist on site while they work in those areas identified with UXO. The UXO specialist shall abide by the installation’s procedure, specifications, and/or requirements.

8. There are areas with environmental contamination on this installation. The Technical Library describes those areas that have been identified by the Government at this time. The Technical Library also includes the installation's procedures, specifications, and/or requirements for work accomplished relating to environmental contamination. The SO shall follow these procedures, specifications, and/or requirements. If work must be accomplished in an area that has been identified as a site of environmental contamination, the SO shall follow all

(Attachment JA1 Electric Distribution System Template –27Feb12) User Edited: rev::08 29Oct12

JA1-18

installation procedures relating to authority notification and work limitations (if any) within these areas.

9. Electrical manholes and/or electrical vaults may become flooded with water within the installation boundaries. The SO shall follow the installation’s procedures in removing the water from the manhole/vault. This may include, but is not limited to testing the water for any hazardous contaminants, removing the contaminant, and properly disposing the contents within the manhole/vault.

10. New and renewal distribution infrastructure shall normally be installed using the most economical trenching method unless otherwise prohibited by the Contracting Officer. Excavation of paved surfaces is prohibited without consultation and approval from the Base Civil Engineer. The standard is to use trenchless technology under roads versus cutting the pavement.

11. Land and/or facilities may be available to the SO on Davis-Monthan AFB. If Offeror desires such land and/or facilities the Offeror must include specifications for such land and/or facilities in its proposal. The SO will comply with Davis-Monthan AFB Architectural Standards (included in the Technical Library) if it desires to construct facilities.

12. SO will comply with the Davis-Monthan AFB Digging Permit process and procedures.

13. The Government reserves the right to underground some or all of the existing overhead lines at a future time. For price proposal purposes, the Offeror shall assume that when existing overhead lines require replacement, they will be replaced with overhead lines. If the Government exercises its right to underground these overhead lines that require replacement, an equitable adjustment will be accomplished to cover the difference in installation and maintenance costs between overhead and underground lines. To ensure the Government is afforded the opportunity to exercise this right, the SO shall consult and coordinate with the

Government prior to replacement of any overhead electrical lines.

14. In order to allow access to utility infrastructure near the Davis-Monthan AFB flight line, the SO will be required to complete (and maintain throughout the contract period) flight line training, certification, and licensing as prescribed by Davis-

Monthan AFB.

15. The 12th Air Force area, Alert Facility, Site 5, AMARG and airfield all require special procedures for access. Should the SO require access to any of these areas, The SO will comply with the specific requirements of each area and other areas as specified by Security Forces and may change at the sole discretion of Davis-Monthan AFB, JA1.4 Current Service Arrangement
