JA1 Dyess AFB Electric Distribution System

JA1.1 Dyess AFB Overview

Dyess Air Force Base (AFB) is located within the northeast corner of Taylor County, Texas, within the city of Abilene, approximately 180 miles west of the Dallas-Fort Worth metroplex. The elevation of the runway averages 1,789 feet above mean sea level. The installation occupies approximately 6,342 acres of land, including easements, (no electric utilities are located on land that is not fee simple). Major transportation resources in the Abilene Texas area include: U.S. Interstate 20 (I-20), U.S. Highways 83/84 and 277, as well as the Abilene Regional Airport.

What is now Dyess AFB began during World War II (WWII) as Tye Army Air Field.

However, as WWII was ending, the land was sold to the city of Abilene with part of the airfield being used by the Texas National Guard (NG). During the Korean War, the citizens of Abilene bought the land and offered it, along with the land used by the Texas NG, to the Department of Defense (DoD). In 1952 the construction of Dyess AFB was authorized.

Dyess AFB was dedicated on 16 April 1956. Over the last 50+-years, various aircraft have operated out of Dyess AFB including the: B-47, B-52, B-1B, KC-97, KC-135, and the C-130.

Currently, as part of the Air Combat Command (ACC), Dyess AFB is home to the 7th Bomb Wing (7 BW), which operates the B- 1B Lancer. The primary tenant is the 317th Airlift Group (317 AG), which operates the C-130 aircraft in support of airlift requirements worldwide. There are an additional 12 Associated units located on Dyess AFB.

Dyess AFB employs over 5,000 people (military and civilian) and approximately 3,500 military retirees make Abilene their home. As of 2011, the total economic impact of Dyess

AFB was estimated to be nearly $425 million per year.

JA1.2 Electric Distribution System Description

JA1.2.1 Electric Distribution System Fixed Equipment Inventory

The Dyess AFB electric distribution system consists of all appurtenances physically connected to the distribution system from the point of demarcation defined by the Right of Access. The distribution system consists of the items listed in Table 1 “Fixed Inventory

Electric Distribution System” in Section JA1.2.1.2 Inventory. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its Schedule B and Price Schedule Data Sheets on the Table 1 inventory below. However, the Offeror should use the following sources of information for developing other aspects of its proposal: site inspections, information in the technical library, and other pertinent information.

JA1-3

Specifically excluded from the electric distribution system privatization are:

All meters

Airfield lighting

Parking lot lights serviced by secondary feed from a building

Emergency generators that exist for the purpose of emergency back-up for AF facilities

American Electric Power (AEP) 69 kV transmission lines and 68kV substation located on Dyess AFB

Electric distribution facilities located at Geographically Separated Units (GSU):

Lonestar Complex, Snyder Electronic Scoring Site, as well as the five additional GSUs associated with the Snyder Electronic Scoring Site.

JA1.2.1.1 Description

The Dyess AFB electrical distribution system consists of two 69kV feeders, (owned by AEP), serving three (3) on-base AEP substations. Each AEP owned substation contains three (3) single-phase 69kV-12.47kV transformers and a 3-Phase regulator. Total capacity of these three (3) substations is 31.25 MVA and the total peak base load is roughly 12 MVA. Each substation in constructed in two fenced areas, one area with all the equipment owned by AEP and the second fenced area for the switchgear owned by Dyess AFB.

Dyess AFB owns a switching station adjacent to each substation, (names A, B, and C). Each government owned switching station consists of switchgear which houses the associated circuit breakers, relays, and related equipment. A total of 11 circuits leave the switching stations underground and utilize riser poles to take them overhead. Substation A (Alpha) supplies 2 circuits, Substation B ( Bravo) supplies four (4) circuits, and Substation C

(Charlie) supplies 5 circuits.

The base’s initial overhead distribution system was installed in 1954. An additional overhead upgrade is estimated to have been completed in the mid 1970’s. Underground power distribution has been installed in some areas of the base and in the military family housing. All work done since the mid 1990’s has been installed underground. The military family housing area has been installed in seven phases with the first phase starting in 1995 and the last phase ending in 2011. The underground primary power distribution wiring has been installed in concrete encased conduits with direct buried secondary wiring and conduit to the housing units. Some underground work was installed in the 1980’s.

JA1.2.1.2 Inventory

Table 1 provides a general list of the major electric distribution system fixed assets for the Dyess AFB electric distribution system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.

JA1.3 Specific Service Requirements

Service requirements for this electric distribution system are as defined in the RFP Section C, Description/Specifications/Work Statement. The following requirements are specific to the base electric distribution system and are in addition to those found in Section C.

1. The Government will provide the electricity, natural gas, and water commodities and the wastewater collection required to operate and maintain the systems being privatized at no cost to the System Owner (SO). The Government will also provide any infrastructure necessary to connect the facilities required to operate and maintain the systems being privatized to electricity, natural gas, water, and wastewater collection services at no cost to the SO. If fuel oil or propane is required to operate emergency generators, purchase and supply of that fuel oil or propane will be the responsibility of the SO.

2. The SO shall provide the Contracting Officer's Representative with a copy of all permits obtained by the SO to enable performance of this contract.

3. The SO shall comply with the Installation Asbestos Management Plan and the Installation Asbestos Operating Plan.

4. The SO shall use due care executing on-site work activities that may uncover utility lines encased in asbestos-containing material (ACM) or other buried ACM. The SO shall train or cause to be trained its employees and agents involved in any soil disturbing activities on-site to visually identify ACM in soil or on buried utility lines.

If ACM unrelated to buried utility lines is encountered in soil during development activities, the SO shall immediately cease work activities in the affected on-site area, implement controls for the exposed ACM to minimize the potential airborne release of asbestos fibers, and promptly notify the Government. The Government shall immediately inspect the discovered ACM and determine if a Government response or other mitigation is warranted under environmental laws or the Government’s obligations under this clause. The SO shall not resume on-site work activities until it receives further written notice that it may do so from the Government.

5. The SO shall provide the Government with a copy of all correspondence with environmental regulatory authorities related to enforcement actions or notices of violations promptly after its receipt thereof.

6. There are areas with unexploded ordnance (UXO) on this installation, the locations of which are identified in the Technical Library. The Technical Library also includes the installation's procedures, specifications, and/or requirements for work accomplished relating to UXO. The SO shall follow these procedures, specifications, and/or requirements. If work must be accomplished in an area that has been identified as containing UXO, the SO will abide by the installation’s procedures and, upon encountering anything suspected of being UXO, will immediately stop work and notify the appointed Government contract representative. After being notified by the SO, the Government will be responsible for sweeping the area for unexploded ordnance at its own expense and will notify the SO when the ordnance has been removed in order that halted work can resume.

7. There are areas with environmental contamination on this installation. The Technical Library describes those areas that have been identified by the Government at this time. The Technical Library also includes the installation's procedures, specifications, and/or requirements for work accomplished relating to environmental contamination. The SO shall follow these procedures, specifications, and/or requirements. If work must be accomplished in an area that has been identified as a site of environmental contamination, the SO shall follow all installation procedures relating to authority notification and work limitations (if any) within these areas.

8. New and renewal distribution infrastructure shall normally be installed using the most economical trenching method unless otherwise prohibited by the Contracting Officer. Excavation of paved surfaces is prohibited without consultation and approval from the Base Civil Engineer. The standard is to use trenchless technology under roads versus cutting the pavement.

9. Land and/or facilities may be available to the SO on Dyess AFB. If Offeror desires such land and/or facilities the Offeror must include specifications for such land and/or facilities in its proposal.

10. SO will comply with the Dyess AFB Digging Permit process and procedures.

11. A Power Factor of 0.85 or greater will be maintained at all times.

12. The Government reserves the right to underground some or all of the existing overhead lines at a future time. For price proposal purposes, the Offeror shall assume that when existing overhead lines require replacement, they will be replaced with overhead lines. If the Government exercises its right to underground these overhead lines that require replacement, an equitable adjustment will be accomplished to cover the difference in installation and maintenance costs between overhead and underground lines. To ensure the Government is afforded the opportunity to exercise this right, the SO shall consult and coordinate with the

Government prior to replacement of any overhead electrical lines.

13. In order to allow access to utility infrastructure near the Dyess AFB flight line, the SO will be required to complete (and maintain throughout the contract period) flight line training, certification, and licensing as prescribed by Dyess AFB.

14. The SO shall comply with Dyess AFB AVION Protection Guide on new construction or renewal and replacement activity. The Dyess AFB AVION Protection Guide is located in the Technical Library.
