QUESTIONS AND ANSWERS

Q: How will contract awards be handled on auction day?

A: GSA will make all contract awards on behalf of both GSA accounts and the other participating Federal agencies. Post award the agencies will provide winning suppliers with specific billing information for each of the accounts awarded.

Q: Do suppliers have to offer the same bid price to all accounts in a pricing group?

A: Yes. The bid price offered must apply to all accounts include in each of the pricing groups suppliers choose to bid on. There are five pricing groups in total for this procurement.

Q: What pricing products is GSA requesting?

A: Please refer to Section C.2 of the Solicitation and the Exhibit 1 excel spreadsheet which list terms, pricing products and renewable percentages by auction RFP.

Q: Can suppliers provide different billing options for different pricing groups?

A: The billing option provided for pricing groups 2 and 5 must be the same. Suppliers can provide different billing options for pricing groups 1, 3 and 4 (ie, consolidated billing for pricing group 1, dual billing for pricing group 3, dual billing for pricing group 4). Note per the solicitation that GSA requires dual billing for pricing group 4. Also, per Section A.7, GSA prefers consolidated billing through the utility for pricing groups 1, 2, 3 and 5 but will allow for dual billing directly from suppliers. Suppliers should specify which billing method they will be utilizing for each pricing group in their technical proposals.

Q: Will GSA accept consolidated billing for Pricing Group 4 (the Canandaigua VA) which will be receiving an index price?

A: No. Per Section C.2, suppliers must utilize dual billing for this pricing group specifically so that the cost components and corresponding charges can be clearly listed as line items on each month’s bill.

Q: Once a supplier chooses a billing method, can they switch over the term of the contract?

A: No. Per Section A.7, once the first billing period has taken place and bills have been received by the Government, Contractors will not be allowed to change the billing option without prior approval from GSA.

Q: Who will pay each agency’s bills?

A: Each agency will pay its own bills. The agencies will provide winning suppliers with billing information post-award.

Q: Do suppliers have to bid on all of the pricing groups and terms?

A: No. Suppliers can choose which pricing groups and terms they want to bid on. Suppliers may choose to only bid on one of the individual RFPs within the five pricing groups or all of them. Suppliers should note however that there will be no cherry picking allowed and bid prices provided on auction day will apply to all accounts included in each RFP.

Q: If we have additional questions regarding the solicitation terms prior to the technical proposal due date, who should we contact?

A: Offeror’s should contact the GSA Contracting Officer for this procurement, Ken Shutika at ken.shutika@gsa.gov or (202) 260-9713. Please note that all offeror’s are encouraged to submit any additional questions well prior to the Technical Proposal due date of May 31th, 2012.

Q: Who should offeror’s contact if they would like a demo of World Energy Solutions’ reverse auction platform?

A: Offeror’s should contact Vitana Melesiute at vmelesiute@worldenergy.com or (508) 459-8142 and she would be happy to schedule a demo of the platform.
