Questions and Answers for GSA Solicitation # GS-00P-12-BSC-0873

Q1: For the Bronx facility which has past participation in the NYISO demand response program, will the

CSP have access to existing metering equipment for its use in reporting required demand readings or will new equipment have to be provided?

A1: The CSP/RIP may or may not have access to the 3 rd party shadow meter that is installed depending on whether the existing vendor reclaims this equipment or not. Nonetheless, any additional equipment install is not necessary if the CSP chooses to use existing utility interval data for settlement purposes. Additional equipment installation of shadow meters or data loggers is at the discretion of each CSP/RIP but there can be no cost to VA for this.

Q2: For any new metering equipment, will a phone jack be available for communications or does the CSP bear all associated communications costs.

A2: The CSP should assume that they will have to bear all associated costs.

Q3: The RFP notes that for the ConEd facilities the load reduction will be met by on-site generation yet in section B the CSP is requested to develop a Curtailment Plan which includes identification of load reduction methods. We assume the Brooklyn and Bronx facilities will reduce load strictly through on-site-generation and the load curtailment plan would apply to the 2 facilities which may be added in the future.

Please confirm our assumption.

A3: There is no curtailment plan needed for the Bronx facility as the hospital reduces all available power. However, a curtailment plan is necessary for the Brooklyn, Montrose, and St. Albans sites as there is potentially additional load available that VA wants to have the option of enrolling.

Q4: Do all of the facilities served by Con Edison currently have interval metering installed? Based on the fact that the RFP notes the GSA will provide a Letter of Authorization to the CSP for the purpose of obtaining demand data it would appear the accounts currently have interval metering. Please identify the accounts currently with interval metering if not all are presently metered in this manner.

A4: Yes, all sites currently have Con Edison interval data and the most recent interval data is posted on the World Energy platform.
