JA4 Barksdale AFB Wastewater Collection System

JA4.1 Barksdale AFB Overview

Barksdale Air Force Base is located in the northwest portion of Louisiana, within the Shreveport-Bossier City Metropolitan Statistical Area (MSA). Accessible by I-20 (east-west) and I-49 (north-south), Barksdale AFB is approximately 180 miles east of Dallas and 312 miles northwest of New Orleans. Occupying nearly 22,000 acres of land, the Base is bounded by Louisiana Highway 71 on the west and U.S. Highway I-20 on the north.

Barksdale AFB is hosted by the 2d Bomb Wing and is currently home for a number of active duty and reserve component units, including Headquarters Eighth Air Force and the 917th Wing (Air Force Reserve Wing). Units within the 2d Bomb Wing include the 2d Operations

Group, the 2d Logistics Group, the 2d Support Group, and the 2d Medical Group.

Construction of the airfield began in 1931. Barksdale Field was formally dedicated on February 2, 1933, marking the culmination of concerted community action to bring the airfield to the Shreveport area. Weeklong activities in February 1993 marked the 60th anniversary of Barksdale AFB. This celebration included the acceptance of a National Registry of Historic Places certificate placing 264 buildings constructed between 1930 and 1938 in the Barksdale Field Historic District.

The current mission of the 2d Bomb Wing is to develop and maintain operational capability to conduct strategic warfare as an Air Force Global Strike Command Base. The primary assets of the Wing are three active Bomb Squadrons, each composed of B-52H bombers. The 2d Bomb Wing provides global combat capability and trains all B-52 combat crews.

The 917th Wing is a composite wing that operates and maintains both the A-10 Thunderbolt and the B-52H Stratofortress.

The addition of the B-52H to the 917th Wing and the removal of the KC-10 and KC-135 aerial refueling aircraft in 1994 have resulted in a number of changes in the maintenance facilities. On-going projects have focused on consolidating functions and expanding those facilities used by the 917th Wing. There are no other known new missions or planned changes that would significantly affect the current operations, support, personnel, or utility functions at Barksdale AFB.

As of June 2007, the population of Barksdale AFB included approximately 7,306 active and reserve military personnel as well as approximately 1,859 civilian employees.

JA4.2 Wastewater Collection System Description

JA4.2.1 Wastewater Collection System Fixed Equipment Inventory

The Barksdale AFB wastewater collection system consists of all appurtenances physically connected to the collection system from the point of demarcation defined by the Right of Access. The collection system consists of the items listed in Table 1 “Fixed Inventory Wastewater Collection System” in Section JA4.2.1.2 Inventory. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the collection system. The Government makes no representation that the inventory is accurate. The Offeror shall base its proposal on the Table 1 inventory below. However, the Offeror should use the following reference points for developing other aspects of its proposal: site inspections, information in the technical library, and other pertinent information.

Specifically excluded from the wastewater collection system privatization are:

All meters

Oil water separators

Grease traps

Storm sewers

Flight Line

Military Family Housing (MFH)

Munitions Storage Area (MSA)

Family Campground

Telemetry alarm systems

Clairborne Air Force Range

JA4.2.1.1 Description

Barksdale AFB wastewater collection system is connected to the off base Bossier City Red River Treatment Plant. There is no on-base treatment plant. All wastewater generated at Barksdale AFB is collected via a network of piping that makes up the base’s sanitary sewer collection system. The collection system consists of gravity mains, brick and precast manholes, sewage lift stations, and force mains. The burial depth for the wastewater mains ranges from 3 feet to 12 feet with an average depth of 8 feet. Tracer wire and marking tape was installed with all PVC mains. A series of sewage lift stations and associated force mains are located throughout the installation to pump wastewater through the collection system where gravity flow is not possible. The Base uses a Monaco Telemetry Alarm System for the Crawfish, Davis Ave, BX, Wing HQ and Warrior Center lift stations to provide remote notification in the event of pump or power failures, high water levels, or any other operational problems.

(Attachment JA4 Wastewater Collection System Template – SEPTEMBER 2009_REV MAY 2010) User Edited: v07 07Feb11

JA4-4

All collected wastewater is pumped via two main lift stations (LS 3455 and 4727) on the west side of the Base to the Bossier City collection system and is treated at the Red River wastewater treatment plant (WWTP). The wastewater is metered at two City of Bossier owned meters; one located at the hospital and one located at the West Gate. There is approximately 3,300 LF of pipe located off-base, which is used as connection between the 2 main lift stations and the Bossier City collection system.

JA4.2.1.2 Inventory

Table 1 provides a general list of the major wastewater collection system fixed assets for the Barksdale AFB wastewater collection system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.

JA4.12 Right of Access to the Utility System

No leased property was identified with the Wastewater Collection system except for the 1,800 LF and 1,500 LF connections to the City of Bossier wastewater collection system.

Leases associated with this land are transferrable to the SO.

JA4.12.1 Map of the Utility System

Maps from the Base Comprehensive Plan or other drawings show the known locations of the utility system and are available in the technical library at the base civil engineer organization. Portions of the utility system may not be fully shown on the map or maps.

Any such failure to show the complete utility system on the map or maps shall not be interpreted as that part of the utility system being outside the Installation. The Installation is co-extensive with the entire linear extent of the utility system sold to Grantee (SO), whether or not precisely shown on the map or maps.

JA4.12.2 Lateral Extent of the Right-of-Access, and Points of Demarcation

JA4.12.2.1 Lateral Extent of Utility System Right-of-Access

For pipe sizes of 24 inches in diameter and less, the lateral extent of the Right-of-Access is defined as 26-feet-wide, extending 13 feet on each side of the utility system, as installed.

For pipe sizes of greater than 24 inches in diameter, the lateral extent of the Right-of-Access is defined as 50-feet-wide, extending 25 feet on each side of the utility system, as installed.

JA4.12.2.2 Utility System Points of Demarcation

The point of demarcation (POD) is defined as the point on the utility system where ownership changes from the utility SO to the facility owner. Table 10 identifies the type and general location of the point of demarcation with respect to the facility for each scenario.

TABLE 10

Standard Points of Demarcation Wastewater Collection System

Point of Demarcation Applicable Scenario Sketch

POD is the upstream side of the cleanout device.

A sewer system cleanout is located on the service line within 10 feet of the exterior of the structure.

POD is where the service line exits the structure.

Note: A cleanout device should be installed within 10 feet of the structure during any stoppage or maintenance action. When this is accomplished, the upstream side of this cleanout device will become the new POD.

A sewer system cleanout is not located on the service line within 10 feet of the exterior of the structure.

POD is the downstream side of the Grease Trap, Oil Water Separator, or Pretreatment System.

A grease trap, oil water separator, or pretreatment system is located on the service line.

POD is at the inlet side of the connection to the septic tank

The sewer system discharges to a septic tank

POD is where the overhead conductor is connected to the service entrance mast.

Note: If an electric meter is present or is to be installed, the Government is the owner and maintainer of the electric meter and the can, regardless of their location. The wastewater utility owner owns the service entrance mast and all wiring on the load side of the POD.

Electric power is provided to a wastewater facility via an overhead service drop. This configuration could be found at facilities dedicated to the wastewater utility such as a lift station or wastewater treatment plant.

POD is the secondary terminal of the transformer.

Note: If an electric meter is present or is to be installed, the Government is the owner and maintainer of the electric meter and the can, regardless of their location. The wastewater utility owner owns all
