QUESTIONS AND ANSWERS (Q & A)

DATE: August 20, 2008 Q1.

Can the response due date be extended?

A1.

No, the due date will remain on Wednesday, August 27th.

Q2.

RFP indicates the possibility of a pre-proposal site visit. What are the requirements/details for this?

A2.

Due to the short time frame on the solicitation period, we will not have a site visit.

Q3.

What are the security requirements to access the building and exterior data collection sites? Do we need Homeland Security, ATF, or other agency clearances?

A3.

Anyone that will be entering tenant spaces will be required to get a DHS clearance.

Q4.

What floors provide roof access for scanning?

A4.

Every roof of the Custom House building has access. Anyone that needs access to the 4th floor will need a escort at all times and this access needs to be scheduled with the GSA building manager.

Q5.

What are the safety requirements for working in/out/around the building? For example, if we access a roof to scan or collect image control points, are there safety procedures that we will have to follow that are GSA specific? Are there work-related activity limitations while on any given roof such as weight limitations, etc…?

A5.

OSHA requirements govern. As stated above, access to the 4th floor of the Custom House requires special escort and must be scheduled through the GSA Building Manager.

Q6.

What is the intended end use of the hi-res window models?

A6.

The window models will be used in presentations to the SHPO and further design efforts.

Q7.

Are there specific windows pre-selected for scanning? Will they be reachable by scan on both, the interior and exterior? Will special equipment be needed to get the scanners in location to scan the selected windows?

A7.

No, these windows can be determined at the kick-off meeting

Q8.

What are the safety requirements for working in/out/around the building?

A8.

OSHA Requirements

Q9.

What is meant in section 4.4 : “Post scan support services shall be made available for at least 6 months from completion of the last deliverable”? Is this availability to be contracted for further tasks? Or is this another way of saying that the contractor shall be responsible for data corrections for 6 months from completion of the last deliverable?

A9.

Both. A description of the post scan support services are indicated in the SOW.

Q10.

In Section 3.3 (end of 1st paragraph), which contractor does GSA intend to have perform verification and modification of existing 2D CAD drawings?

A10.

Verification and modification of the 2D CAD drawings is not required by the contractor.

Q11.

In Section 3.4.2, what is meant by “use AVALABLE ‘intelligent objects’”?

A11.

Objects that are available in BIM model softwares should be used appropriately. For example, if there is a roof that should be modeled, the roof object should be used (instead of modeling as a slab object).
