About this file
This is a Sole-Source Justification (SSJ) document for a federal contract order exceeding the Simplified Acquisition Threshold.
The Department of Homeland Security (DHS), Office of Procurement Operations, Information Technology Acquisition Center (ITAC) proposes to issue a sole-source order to ECS Federal, LLC (2750 Prosperity Avenue, Suite 600, Fairfax, VA 22031) for Architecture, Development, Engineering, and Management Services (ADEMS). The services include application analysis, architectural design, engineering, development, maintenance, and support requiring expertise in platforms such as Dynamics 365, Power Platform, SharePoint, Office 365, Azure, Dataverse, Confluence, Jira, and ServiceNow, as well as agile software development, project management, technical architecture, continuous integration, testing, configuration management, cloud migration, and ongoing operations and maintenance. The Independent Government Cost Estimate (IGCE) is $24,107,321.13 for a 12-month period of performance from April 20, 2026 through April 19, 2027. This award is justified as a logical follow-on to task order 70RTAC25FR0000026 under the Federal Supply Schedule (FSS) program, with the original ADEMS Call Order (70RTAC23FC0000030) having been competitively solicited and awarded. The sole-source justification is based on economy and efficiency, continuity of services, and the need to bridge the gap between the expiration of the previous ADaPTS BPA on February 28, 2025, and the expected award of its replacement, ADaPTS 2.0, in 2026. The contracting officer has determined the order represents best value, with GSA-negotiated fair and reasonable pricing rates subject to further discounts. DHS conducted market research and will post the requirement at the Government-wide Point of Entry (GPE). Upon award of ADaPTS 2.0, future ADEMS requirements will be competed among BPA holders, thereby removing barriers to competition.

Sole-Sources Justification (SSJ) pursuant to
Revolutionary Federal Acquisition Regulation Overhaul (RFO) 8.401(b) For orders or BPAs exceeding the Simplified Acquisition Threshold
SSJ No.: FY26-0084
This acquisition is conducted in accordance with the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, 40 U.S.C. 501, Services for Executive Agencies, and in accordance with Federal Acquisition Regulation (FAR) 8.401, FAR Class Deviation 25-20 for FAR Part 81, and General Services Acquisition Manual / Regulation (GSAM/R) 538.7104- 3(b)(iii), “Sole Source Justifications.2”
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC) proposes to award an order for Architecture, Development, Engineering, and Management Services (ADEMS).
2. Nature and/or description of the action being approved.
DHS intends to issue a sole-source order pursuant to GSAM/R 538.7104-3(b)(1)(iii) for the procurement of services for Architecture, Development, Engineering and Management Services (ADEMS) to proposed contractor: ECS Federal, LLC, 2750 Prosperity Avenue, Suite 600, Fairfax, VA 22031.
3. Description of Supplies/Services.
ADEMS provides highly specialized technical contractor support services to assist the Office of the Chief Information Officer (OCIO) and its customers in executing and accomplishing its mission objectives. These services include application analysis, architectural design, engineering, development, maintenance, and support, requiring expertise in platforms such as Dynamics 365, Power Platform, SharePoint, Office 365, Azure, Dataverse, Confluence, Jira, and ServiceNow, as well as agile software development, project management, technical architecture, continuous integration, testing, configuration management, ongoing operations and maintenance, and cloud migration.
The Independent Government Cost Estimate (IGCE) for this effort is $24,107,321.13 for a 12-month period of performance from April 20, 2026 – April 19, 2027.
1 FAR Class Deviation 25-20, for FAR Part 8 was issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025.
Any subsequent citations to FAR Part 8 in this document will be cited as “RFO FAR” for brevity and are referring specifically to FAR Class Deviation 25-20 for FAR Part 8.
2 GSA Class Deviation RFO-2025-FSS-GSAR-538: General Services Administration Acquisition Regulation (GSA) Class Deviation, Federal Supply Schedule (FSS) Program Ordering Procedures
Revolutionary Federal Acquisition Regulation Overhaul (RFO) 8.401(b)
4. Authority and supporting rationale.
An award will be made as a logical follow-on to task order 70RTAC25FR0000026, pursuant to GSAM/R 538.7104-3(b)(1)(iii), on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an Federal Supply Schedule (FSS) order already issued on a competitive basis. The original ADEMS Call Order, 70RTAC23FC0000030, was competitively solicited and awarded. It is necessary to limit competition to continue the ADEMS requirement and award as a logical follow-on to an order already issued under a FSS. The work under the new award is similar to the prior award and involves continued use of tools and techniques developed under the earlier contract. Continuing service with ECS Federal, LLC allows for economy and efficiency, ensures expert support personnel are available, and reduces risk of disruption, duplication of efforts, transition delays, and increased cost. Only the incumbent can properly provide for continuity of services at a level sufficient to meet mission requirements for system performance.
The previous ADaPTS BPA expired on February 28, 2025, and the replacement vehicle, ADaPTS 2.0, is now expected to be awarded in 2026. In the absence of the new BPA, there is a need to maintain continuity of services for OCIO and its customers beyond the period of performance of logical follow-on order 70RTAC25FR0000026 ending April 19, 2026. It is not efficient or cost effective to transition to a new vendor while the ADaPTS BPA is being recompeted. Transitioning would require several months and increase costs due to overlapping teams and slowed project progress. This short-term follow-on award allows time to award ADaPTS 2.0 and then competitively solicit and transition to a new order. The proposed 1-year period of performance (April 20, 2026 – April 19, 2027) is needed to maintain consistent operational performance, reduce programmatic risk, and allow enough time to competitively solicit the requirement, make the award, and transition under the ADaPTS 2.0 BPA.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with RFO FAR 8.401 and GSAM 538.7102-2(b)(4).
The contracting officer has determined that issuing the proposed order to ECS Federal, LLC for the procurement of architecture, development, engineering and management services described herein represents the best value to the Government and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. The GSA has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the IGCE.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted in accordance with RFO FAR Part 103. Accordingly, DHS reviewed the original ADEMS BPA Order 70RTAC23FC0000030 and the source selection process towards the award of that order under the DHS ADaPTS BPA. Reviewing the acquisition history aided the program office in identifying what options were available for the follow-on requirement and the most feasible approach in the best interest of the Government.
DHS also interviewed knowledgeable individuals within the Government to determine the best acquisition strategy and to confirm the Governments requirement. During the interview with OCIO Management and Subject Matter Expert (SME) it was determined that a short-term contract is necessary to maintain the current level of support. It is beneficial to the Government to continue services with the current vendor until this requirement can be transitioned to the planned ADAPTS 2.0 BPA for multiple reasons. The previous task order for this support was provided by large businesses with Satisfactory or above CPARs ratings. Because of risk aversion there is a need for an established company with a history of reliability and financial stability.
The vendor labor rates for work supported under ADEMS historically are discounted from their GSA schedule contract labor rates which have already been found to be fair and reasonable and results in cost savings to the Government.
DHS ADaPTS 2.0, is in progress and is expected to be awarded in 2026 to continue to provide a contract vehicle for these highly specialized services for DHS into the year 2031 (including options). Once the DHS ADaPTS 2.0 vehicle is awarded, new ADEMS requirements will be competed amongst the BPA holders.
7. Any other facts supporting the sole-sources justification.
There are no additional facts to state.
8. A statement of action, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., sole sources) before any subsequent acquisition of the supplies or services is made.
The procurement for the new BPA is currently in process and in Evaluation Phase 3, which is the final phase prior to award. Once ADaPTS 2.0 is awarded, the follow-on effort for this work will be competed and awarded allowing sufficient time to transition to another awardee, if applicable.
Going forward, competitive procedures will be used to procure this effort thereby removing any barriers to competition.
3 FAR Class Deviation 25-06, for FAR Part 10 was issued as part of the RFO, which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025. Any subsequent citations to FAR Part 10 in this document will be cited as “RFO FAR” for brevity and are referring specifically to FAR Class Deviation 25-06 for FAR Part 10.
