About this file

This is a Pre-Proposal Conference presentation for a federal maintenance dredging solicitation. Solicitation GROUP1-27-R-J001 covers Pass-A-Grille Pass maintenance dredging in Pinellas County, Florida, managed by the U.S. Army Corps of Engineers Jacksonville District. The work consists of maintenance dredging within Pass-a-Grille Pass to a depth of 10 feet plus 1-foot allowable overdepth, with transport and placement of excavated material onto the adjacent Pass-a-Grille Beach Placement Area. Incidental work includes MEC construction support, environmental monitoring, water quality monitoring, beach fill quality control, screening, vibration control and monitoring, and beach tilling.

This is a Total Small Business Set-Aside opportunity limited to contractors awarded under the Regional Small Business MATOC Task Order for Maintenance Dredging (Solicitation W912EP-25-R-0010). The acquisition uses FAR Part 15 competitive negotiation with a Firm-Fixed Price contract type. The price target range is $5,000,000 to $10,000,000, with a bid guarantee of 20 percent of bid price or $3,000,000, whichever is less. Performance and Payment Bonds must be furnished within 10 calendar days after award. Liquidated damages are $2,469 per calendar day of delay. The contractor must commence work within 60 calendar days of receiving the notice to proceed and complete all work within 120 calendar days. Proposals must be submitted electronically via PIEE by Friday, November 20, 2026, at 2:00 PM EST, comprising a title page, Volume I (Technical Merit—Dredge, maximum 25 pages), Volume II (Past Performance, maximum 25 pages), and Volume III (Price, no page limit). Award selection uses Lowest Price Technically Acceptable criteria. Extensive environmental requirements include manatee monitoring, turtle monitoring and nest relocation (requiring FWC-approved permit holder Bruno Falkenstein, 727-480-5382), bird monitoring beginning February 15th through August 31st with 300-foot buffers around nests, and turbidity monitoring with specific NTU thresholds requiring work cessation if exceeded. Technical inquiries close November 4, 2026, at 5:00 PM EST via ProjNet (Bidder Inquiry Key: HBC94X-GTJ856). Contracting contacts are Ruth C. Rodriguez (Contracting Officer) and Nicole M. Batista-Cruz (Contract Specialist).

TECHNICAL OVERVIEW

PRE-PROPOSAL CONFERENCE: TECHNICAL OVERVIEW

Pipeline may be placed over or around the terminal groin.

ENVIRONMENTAL REQUIREMENTS

PRE-PROPOSAL CONFERENCE: ENVIRONMENTAL REQS

• Manatee Monitoring

• Dedicated manatee observer during day and night operations, for all vessels; required in the IMA only

• Observer required during day and night operations, for clamshell/mechanical dredges, anywhere in the project area

• Beach Monitoring

• Turtles

• If dredging and placement has commenced on or before April 15th – turtle monitoring and nest relocation begins April 15th and goes through September 19th or when work is completed, whichever is earlier

• If dredging and placement has NOT commenced on or before April 15th – turtle monitoring and nest relocation must begin for 65 days PRIOR to performing work or on April 15th, whichever is later, until September 19th or when work is completed, whichever is earlier

• Must use FWC-approved marine turtle permit holder

– Mr. Bruno Falkenstein with Sea Turtle Trackers

– 727-480-5382 or loggerheadtracker@gmail.com

• Birds

• Monitoring of construction area begins February 15th or 10 days prior to construction activity beginning, whichever is later, through

August 31st (if construction activities occur during that period)

• Daily monitoring surveys during dawn or dusk timeframes by a bird monitor approved by the KO and use daily monitoring report

• If nesting is observed within construction area

– Temporary, 300-ft buffer around the nests and mark with signs to avoid entry

– Leave area undisturbed until nesting is completed or terminated, and the chicks fledge

– Bulletin board in contracting shed showing construction area map and nesting areas

– Watch for fledglings through September for protection if present

Turbidity Monitoring:

• Location:

Background: Sampling shall occur surface and mid-depth, clearly outside the influence of any artificially generated turbidity plume or the influence of an outgoing inlet plume.

Pass-a-Grille Channel: Samples shall be collected at least 500 meters up-current from the source of turbidity at the dredge site.

Beach Nourishment Sites: Samples shall be collected at least 1000 meters up-current from any portion of the beach that has been, or is being, filled during the current construction event, at the same distance offshore as the associated compliance samples.

Beach Nourishment Sites: Samples shall be collected where the densest portion of the turbidity plume crosses the edge of the maxing zone polygon, which measures up to 150 meters offshore and up to 1000 meters alongshore from the point where the return water from the dredged discharge reenters the Gulf of America.

Note: If the plume flows parallel to the shoreline, the densest portion of the plume may be close to shore, in shallow water. In that case, it may be necessary to access the sampling location from the shore, in water that is too shallow for a boat.

Turbidity Monitoring:

• Intermediate Monitoring: (required when using a mixing zone that exceeds 150 meters in size): Sampling shall occur at surface (approximately one foot below the surface), mid-depth (for sites with depths greater than 6 feet), and bottom (approximately 6 feet above the bottom for sites with depths greater than 25 feet). At points approximately 150, 500, and 750 meters downcurrent from the point where the return water from the dredged discharge reenters the Gulf of America (if those points are located inside the mixing zone), within the densest portion of any visible turbidity plume generated by this project. These measurements will be used to calibrate the size of the mixing zone for future events.

• The compliance locations given above shall be considered the limits of the temporary mixing zone for turbidity allowed during construction. If monitoring reveals turbidity levels at the compliance sites that are greater than

2.5 NTUs above the corresponding background turbidity levels at the nourishment sites, or greater than 1 NTU above background levels at Pass-a-Grille Channel, Grand Canal Dredge Channel and Grand Canal Deposition Basin, or greater than 6 NTUs above background levels at John’s Pass Ebb Shoal East Borrow Area, construction activities shall cease immediately and not resume until corrective measures have been taken and turbidity has returned to acceptable levels. Any such occurrence shall also be immediately reported to the JCP Compliance Officer via email at JCPCompliance@dep.state.fl.us and include in the subject line, “TURBIDITY EXCEEDANCE”, and the Project Name and Permit Number. Also notify the Department’s Southwest District office.
