About this file

This is Amendment No. 0002 to Solicitation GROUP1-24-R-W001 for Atlantic Intracoastal Waterway Maintenance Dredging, FY27 Contract in North Carolina, issued September 17, 2026.

The amendment modifies specifications and drawings to address environmental protection and operational requirements. Key changes to specifications include: (1) replacing Section 01 45 00.15 10 (Resident Management System Contractor Mode) with Version 11/23 to support transition to the Construction Management Platform (CMP); (2) adding new Section 01 45 00.25 10 (Construction Management Platform) required for projects commencing January 2027 and CMP compliance; and (3) revising Section 31 11 00.10 (Clearing) to implement environmental protections for Northern long-eared and tricolored bats. Tree removal is restricted to February 16 through March 31 and July 16 through December 14, except trees smaller than 3 inches in diameter may be cleared year-round. The amendment prohibits clearing operations by burning, requires contractors to obtain burn permits from North Carolina Forest Service or County Permit Agents, and mandates submission of burn plans with air pollution and safety protocols. Drawing Sheet CN109 (Mile Hammock Bay Placement Details) was revised to reduce the clearing lane width across the dike from a maximum of 12 feet to a minimum of 6 feet, expand the discharge pipe lane to 10 feet, add notes ensuring apron and boat ramp accessibility for Marine Corps personnel, and clarify that trees smaller than 3 inches diameter may be cleared outside the environmental window. All changes are marked with revision mark "1" on updated pages.

1.2 MEASUREMENT AND PAYMENT

The work of this section is not measured for payment. The Contractor is responsible for the work of this section, without any direct compensation other than the payment received for contract items.

1.3 CONSTRUCTION CONTRACT SYSTEM OF RECORD TRANSITION

The construction contract system of record for this contract is the system designated by the Contracting Officer and administered by the administering District. The construction contract system of record will be either the Resident Management System (RMS) or the Construction Management Platform (CMP).

1.3.1 System Of Record Transition

The Contractor must be prepared to transition from RMS to CMP at any time during the period of performance when directed by the Government as USACE implements this enterprise change. The Contractor’s obligation to transition is a requirement of this contract; therefore, additional time or cost increase to complete this transition will not be considered. At transition, applicable project information will be migrated from RMS by the Government and made available in CMP. Once the transition is complete, the Contractor must then use CMP to perform all contract administration functions. The Contracting Officer will provide the contractor notification of the transition schedule applicable to this contract.

For contracts initiated in RMS and awarded before the District transition to CMP, RMS is the construction management system of record at project start. The Contractor must comply with the requirements of Section 01 45 00.15 10 RMS CM while RMS remains the system of record. Upon completion of a Government facilitated transition from RMS to CMP, the Contractor must comply with all requirements of specification Section 01 45 00.25 10 Construction Management Platform for the contract administration in CMP.
