Grounds Maintenance and Custodial Services
Performance Work Statement
(PWS)
for
NASA John C. Stennis Space Center Mississippi
NASA Michoud Assembly Facility
Louisiana
October 2023 (DRAFT)
Ground Maintenance and Custodial Services
SCOPE
The Grounds Maintenance and Custodial Services is for services at John C. Stennis Space Center
(SSC), Mississippi and Marshall Space Flight Center’s (MSFC) Michoud Assembly Facility
(MAF), Louisiana. MAF is managed by and reports to MSFC. One Contractor will provide services to both locations, SSC and MAF. The Contractor shall manage and shall provide all services, equipment, and supplies, except as provided as Government Property, to implement the
Performance Work Statement (PWS).
1.0 SITE SERVICES
1 Custodial Services
A. Scope
This section defines the requirements associated with providing custodial and non-hazardous solid waste and recycling collection services to the user(s)/tenant(s) at SSC and MAF. Select areas at SSC and at MAF are IDIQ as noted in Attachment J-1 Appendix A.
B. Limitations, Restrictions, and/or Special Conditions
Recycling collection services as described in PWS 1 are limited to the removal of recyclable materials from localized recycling stations, located in building common use areas, to Contractor-determined centralized locations in support of disposal requirements for recyclable materials as specified in PWS Section 6.1.
Services to the National Center for Critical Information Processing and Storage (NCCIPS) require personnel to have a Secret security clearance. (i.e., SSC Buildings 9313, 9323, 9324, 9325 and 9353).
Numerous tasks required by this PWS will necessitate moving chairs, furniture, and other items to fully accomplish the task. In all cases, when items are moved to accomplish a task, the items will be returned to their approximate original place and position.
NASA’s intention is to minimize work performed at night to meet federally mandated energy conservation goals. Except as may otherwise be specified, all basic work shall be performed between the hours of 6:00 a.m. and 9:30 p.m.
To minimize inconvenience to both the customers and NASA personnel, some discrete jobs, such as stripping, waxing, or shampooing floors and/or carpets, may be performed outside of the normal work hours.
Access to certain offices and buildings may be restricted outside core business hours. Access to secured/restricted areas shall be coordinated in advance with the occupant and Protective
Services Contractor.
When a service is required less than 3 times per week and the time for that service falls on a holiday, the services shall be accomplished on the workday preceding or following the holiday.
On occasion, items too large for trash receptacles will be placed adjacent to receptacles and marked as “TRASH”; such items should be removed and discarded with remaining trash.
Additionally, large office moves, or special projects/activities may require the need for additional liners or portable bins; upon request, such should be provided temporarily to ensure areas remain debris-free.
Cleaning of asbestos-containing floor coverings requires special care and attention to not disturb the asbestos. Sanding of asbestos-containing floor coverings is prohibited, and stripping of finishes must be conducted using low abrasion pads at speeds lower than 300 rpm or by wet methods. Damaged asbestos-containing floor tiles shall not be disturbed and shall be reported to
Environmental Management. Asbestos Floor Plans for SSC can be found in Attachment J-10, Reference Library.
The Contractor shall focus on safety, environmental compliance, sanitary cleaning and customer service. The Contractor shall clean for health protection first and appearance second.
In an effort to encourage pollution prevention & hazardous waste minimization, all cleaning products must comply with NPR 8530.1, Affirmative Procurement Program & Plan for
Environmentally Preferable Products, EO 13423, Strengthening Federal Environmental, Energy, and Transportation Management, and EO 13415, Federal Leadership in Environmental, Energy, and Economic Performance. Additional minimum specifications include:
• Toilet Paper: white, 2-ply thickness, minimum 3.5” wide
• Paper Towels (if applicable): Towels must be adequately absorbent, hold together when wet and have no objectionable odor when wet or dry.
C. General Requirements
The Contractor shall:
1.1 Supply all labor, materials, supplies, equipment, containers, dispensers and cleaning products necessary to perform the work defined in this section.
Supplies include, but are not limited to, hand soap, hand towels dryers, trash liners, toilet tissue.
• Existing dispensers, trash receptacles/containers and localized recycle stations will remain in place and available for continued use. Localized recycling stations are those stations containing one or more containers ~20 gallons/each, located in common use areas. Additional dispensers/containers necessary to fulfill the requirements of this PWS are the responsibility of the Contractor. (e.g., Should the Contractor elect to utilize wheeled and/or larger bins/containers for consolidation of recyclables prior to disposal, the Contractor shall be responsible for providing such).
• Should dispensers become damaged, inoperative, or unusable, the Contractor is responsible for replacing them.
• Existing janitorial closets are available for Contractor’s use, if necessary.
1.2 Take special care to protect all Government and tenant property including furniture, walls, baseboards, and other surfaces from being used improperly or damage during execution of the work.
• Accidental splashes shall be removed immediately.
1.3 The Contractor shall take appropriate action to address needed repairs and/or damage to facilities no later than the workday following the discovery.
• Any item of a critical, priority, or emergency nature shall be reported immediately upon discovery.
1.4 Clean and store all custodial equipment upon completion of daily activities and prior to the conclusion of personnel work shift(s).
1.5 Ensure non-hazardous solid wastes and recyclable materials are removed from localized collection areas and transported to a central collection area for disposal or recycling/reuse.
Cardboard trash shall be broken down and put in the proper outside recycle receptacles marked for cardboard only.
1.6 Comply with the appropriate requirements as specified in this section for general use spaces
(i.e., common use areas, office areas, break rooms, entry ways, meeting areas, restrooms, stairwells, etc.) located within industrial areas.
• Unless specifically addressed in this section (1) of the PWS, all industrial areas are required to be maintained clean and orderly by personnel assigned to such areas.
• Where specific dates have not been identified for the frequency of a task, the Contractor shall maintain a schedule and make such available upon Government request for review.
1.7 Empty cigarette/tobacco products and replenish sand to appropriate level in cigarette disposal stations/receptacle.
1.8 Ensure a “Caution wet floor” floor sign or other cautionary sign is placed for wet floors due to spills, wet mopping, water from adverse weather at entry ways, etc., until the floors are dry.
1.9 Ensure a “Closed for Cleaning” bar-type sign is placed between the doorjambs of the restroom, locker room, or vestibule entrance during the entire cleaning process. The purpose is to ensure personnel are not exposed to slip, trips or falls during the cleaning process or personnel do not adversely affect the cleaning process.
1.10 Clean entrance mats, remove dirt, dust, soil, and moisture from underneath mats, clean the floor under the mats so it matches the rest of the floor, and return the mats to their original location. This includes walk-off mats located outside of building entrance areas and the steps leading to the building.
1.11 Replace damaged or worn mats within 3 business days of being identified.
Maintain a surplus of various size mats used around site. Acquire additional mats to maintain on hand supply.
1.12 In accordance with PWS Section 1.0, minimize the disruption of NASA and tenant operations and mission. Custodial services for major hallways, corridors, and lobbies should be performed on after core business hours (second or third shift) for larger facilities.
1.13 Respond to cleanup blood/infectious material ASAP or not to exceed 1 hour of request during normal working hours of operation and within 2 hours at all other times.
Complete the service within 1 hour of being granted access to perform the cleanup effort.
Clean-up will be in accordance with the OSHA Blood Borne Pathogen Program, the Blood
Borne Pathogens Exposure Control Plan, NPR 8715.1, NPR 1800.1, SCWI 1800-0003, and
AS60-OI-025. If level of effort is anticipated to exceed the above time standard, the Contractor shall notify the COR and provide an estimate of completion.
1.14 Maintain a log of all Blood Borne Pathogen/Infectious Material calls, with the time received, time responded, any issues or challenges responding, and time to complete the response as a minimum. The log will be available to the CO or their designated representative at their request.
1.15 Perform the custodial services listed below in Table 1 Custodial Services at the specified frequency for the identified areas/facilities and buildings listed in Custodial Building List located in Attachment J-1, Appendix A, Additional Workload Data).
1.16 Provide general custodial services to support special events to include but not limited to sweeping, mopping, vacuuming, and trash removal. Special events are approved by the COR prior to the event.
