About this file
This is a Request for Proposal (RFP) issued by the City of Grosse Pointe, Michigan, for geotechnical investigation services to support a sewer separation project funded through FEMA's Hazard Mitigation Grant Program (HMGP Grant 4607.08). The project involves constructing a large diameter storm sewer from Lake St. Clair approximately 6,100 feet north, serving the northern 263 acres of the city, with smaller diameter sewers extending to intercept existing storm sewers currently draining toward the Neff Pump Station. Due to budgetary constraints, the project will focus on separating the eastern 200± acres bordered by Waterloo, Mack Avenue, Grosse Pointe Court, and Fisher Road. The scope requires performing approximately 38 soil borings within existing street rights-of-way, with boring depths ranging from 5 to 30 feet below existing grade, and located approximately every 500 feet along the proposed sewer route.
The RFP requires a comprehensive geotechnical investigation, including soil sampling, laboratory testing, groundwater level recording, and a detailed report with engineering analyses and design recommendations. Proposers must be qualified professionals with experience in HMGP-funded projects and possess specific insurance coverages. The anticipated project schedule includes an advertisement date of August 25, 2025, proposal due date of September 9, 2025, anticipated award date of September 15, 2025, and project completion by November 14, 2025. The City encourages participation from small, minority-owned, women-owned, and veteran-owned businesses and will evaluate proposals based on qualifications, experience, and overall point score. The RFP includes federal contract clauses related to equal opportunity, environmental compliance, domestic preferences, and anti-lobbying requirements.
