About this file

This document is a Request for Response (RFR) issued by the Hampshire Sheriff's Office in Massachusetts for the procurement of Grocery, Frozen Foods, Paper, and Ecolab Products. The RFR seeks bids from interested bidders to provide these products to the Jail and House of Correction for a six-month period starting on February 5, 2015. The target maximum number of awards is two for Grocery and Frozen Products, two for Paper Products, and one for Ecolab Products. The estimated total expenditure is approximately $135,000. Bids are due by February 2, 2015, at 11:00 a.m., and will be publicly opened and read. The RFR specifies detailed requirements for pricing, ordering and invoicing, deliveries, and prompt payment discounts. Bidders must submit various required forms, including a Certificate of Insurance, Commonwealth Terms & Conditions, and a Verification of Tax Reporting Information.

The RFR states that awards will be made to the most responsive bidders who offer the best overall value and service. Consideration will be given to accounts that bid on a regular basis to ensure consistency in product and service. Bidders are required to offer prompt payment discounts, and the Hampshire Sheriff's Office may waive this requirement on a case-by-case basis if participation would be unduly burdensome. The RFR also includes information about the Massachusetts Public Records Law and the requirement for electronic funds transfer payments.
