About this file

This document is a Request for Response (RFR) issued by the Commonwealth of Massachusetts Operational Services Division for a K-12 School Nutrition Products statewide contract (GRO42). The solicitation involves multiple Massachusetts school districts, including Braintree, Dartmouth, Dedham, Franklin, Nauset, Old Rochester, New Bedford, and Pittsfield Public Schools, in collaboration with the Department of Elementary and Secondary Education (DESE). The RFR is structured as a competitive bid process using the COMMBUYS electronic procurement platform, with amendments issued on December 20 and December 31, 2024.

The contract will establish statewide pricing for three categories of food products: Produce, Groceries, and Locally Sourced Foods, targeting K-12 school nutrition programs. The initial contract term is two years with options to renew for up to three additional years, potentially extending the contract to eight years total. The estimated contract value is $64 million, based on purchasing data from 96 school districts, with approximately $6.8 million in produce purchases and $51.2 million in grocery purchases. The solicitation emphasizes locally sourced and organic products, environmental sustainability, and compliance with federal nutrition guidelines. Vendors will be required to provide weekly pricing, maintain food safety standards, offer detailed product information, and adhere to the USDA "Buy American" provision, which requires domestic sourcing of agricultural products.
