INTERNATIONAL AGREEMENT
EXCEPTION TO FULL AND OPEN COMPETITION
1. CONTRACTING ACTIVITY

2. DESCRIPTION OF CONTRACT ACTION:
This acquisition is conducted under the authority of FAR 6.302-4, International agreement, and DFARS 206.302-4(c). This acquisition limits sources to contractors approved by the Government of Iceland and is to be awarded as a Firm, Fixed-Price (FFP) commercial contract to provide Information Technology support services for the NCTAMS LANT Detachment Grindavik, Iceland, which is a detachment of NCTAMS LANT, Norfolk, VA.
This requirement, as illustrated in the below table, is for a 1-month transition, an 11-month base performance period with provisions for four 12-month options, and an additional 6 months in accordance with FAR clause 52.217-8, Option to Extend Services. The contract is estimated to commence on 01 January 2026 for a transition period and on 01 February 2026 for full service start date.

The resultant contract will be funded with FY26 Navy Operations & Maintenance
(O&MN) appropriations. Options will be funded utilizing appropriations (type) of the fiscal year in which the option year is exercised.
DESCRIPTION OF REQUIRED SUPPLIES/SERVICES:
This acquisition is for labor, material, and hardware as described in the Performance Work Statement (PWS) to provide Operation and Maintenance of the Low Frequency (LF) and Very Low Frequency (VLF) Fixed Submarine Broadcast System (FSBS) at Det. Grindavik, Iceland on a 24 hour day, seven days week, 365/366 days per year basis.
The AN/FRT 95A and AN/FRT-72C transmitters and associated antennas, hardware, equipment, and facilities at Det.
Grindavik, Iceland constitute an operational LF FSBS transmitter facility providing strategic and tactical LF support to the Atlantic and Arctic Oceans as well as the Mediterranean Sea. The site consists of one Top Hat Monopole 1000 foot base insulated antenna, one 600 foot antenna, associated transmitter buildings, helix houses, antenna tuning components, hardware, equipment, and facilities.
Services will include transmitter activation/deactivation, transmission monitoring, supporting utility and emergency power systems, retuning helix coils, maintaining logs and records, tower light replacement, maintaining site cables, cross-connects, and cable records, circuit configuration, equipment preventive and corrective maintenance, facility maintenance, and janitorial/housekeeping services.

The FSBS mission, of which NCTAMS LANT DET Grindavik is a component, provides message communications to submarines.
RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY:
As described in FAR 6.302-4, International agreement, and specific to DFARS 206.302-4(c), which states pursuant to 10 U.S.C. 2304(f)(2)(E), the justifications and approvals described in FAR 6.303 and 6.304 are not required if the head of the contracting activity prepares a document that describes the terms of an agreement or treaty or the written directions, such as a Letter of Offer and Acceptance, that have the effect of requiring the use of other than competitive procedures for the acquisition. The NAVSUP Contracting Handbook 6.302-4(c) delegates the authority to prepare this document to the Chief of the Contracting Office (CCO), with power of redelegation. The CCO has further delegated the authority to approve this action to the Technical/Site Directors (NCH 1.601-90).
NCTAMS LANT will follow the procurement procedures stipulated in the U.S. Diplomatic Note No. 24 of 24 June 1986, GOI Diplomatic Note 25 June 1986, Ministry for Foreign Affairs of Iceland and Joint Committee Non-Paper dated October 13 and 17, 2017. The International Agreement which includes the Joint Committee Non-Paper states the following:
In accordance with paragraph 5, of the Minutes to the Agreement between the United States and Iceland by Exchange of Notes at Reykjavik on October 13 and 17, 2017, where contract requirements exceed $150,000:
“Icelandic representatives of the Joint Committee are to communicate to the U.S. representatives of the Joint Committee the pool of Contractors identified as approved by the Republic of Iceland that are to be utilized for contracts to be wholly executed at the Agreed Area of Grindavik.”
The requirement will be solicited via SAM.GOV and the Icelandic newspaper to all capable and approved Icelandic vendors.
