About this file

This Single Source Justification document details USAID Office of Inspector General's (OIG) intent to award a purchase order to Magnet Forensics for digital forensic software. The agency requires a 12-month software license for a GrayKey digital forensic device that enables rapid, forensically sound data extraction from encrypted iOS and Android devices, with an estimated value of $94,360.00. The acquisition is specifically for GrayKey software, which is the only compatible software for the previously purchased Magnet Forensics device, and is critical for OIG's investigative operations, particularly for supporting fraud, waste, and abuse investigations in Ukraine.

Comprehensive market research conducted from June through August 2025 included searches on GSA Advantage, SAM.gov, federal contracting databases, industry forums, and direct outreach to digital forensics providers like MSAB, Oxygen Forensics, and Cellebrite. No alternative vendors or substitute products were identified. The contracting officer determined the pricing is fair and reasonable through comparison with prior purchase history and Magnet's invoices to other agencies. USAID OIG acknowledges this is a single-source solicitation and will continue market research to explore alternative solutions for future acquisitions.

SINGLE SOURCE JUSTIFICATION (SIMPLIFIED ACQUISITION)

1. Agency and Contracting Activity

The U.S. Agency for International Development (USAID) Office of Inspector General (OIG), Administrative & Overseas Operations Division, intends to award a purchase order to Magnet Forensics, located at 2250 Corporate Park Drive, Suite 130, Herndon, VA 20171, for digital forensic software.

2. Description of Supplies or Services

USAID OIG requires a 12-month license to operate software to run a digital forensic device previously purchased by the agency. The digital forensic device enables rapid, forensically sound extraction of data from encrypted and passcode-locked iOS and Android devices.

The estimated value is $94,360.00. This capability is mission-critical for OIG’s investigative and oversight operations, particularly in Ukraine, where timely access to mobile device data directly supports fraud, waste, and abuse investigations under OIG’s statutory mandate.

3. Justification for Soliciting from a Single Source or Brand Name

This acquisition is conducted under the Simplified Acquisition Procedures of FAR 13.106- 1(b)(1), which permits solicitation from a single source when the contracting officer determines that only one source is reasonably available.

GrayKey software is the only software compatible with the Magnet Forensics GrayKey digital forensics device previously purchased by the agency. No other product can operate the device. As a result, GrayKey software is the only source capable of providing the required software license. Market research confirms no alternative vendors or substitute product are available.

4. Efforts to Obtain Competition

Comprehensive market research was conducted from June through August 2025 to solicit offers from additional sources. The efforts included searches on GSA Advantage and

SAM.gov, open-source queries of federal contracting databases, industry forums, and vendor websites, as well as direct outreach to other known digital forensics providers, such as, MSAB, Oxygen Forensics and Cellebrite. No alternative vendors or substitute product were identified.

5. Determination of Fair and Reasonable Pricing

The contracting officer has determined that the price is fair and reasonable through comparison with OIG’s prior purchase history as well as Magnet’s invoices to other agencies.

6. Steps to Preclude Future Single-Source Solicitation

USAID OIG has determined that the circumstances of this contract action deem only a single source is reasonably available to meet the requirement. OIG will continue to perform market research to determine alternative solutions for future acquisitions.

7. Contracting Officer’s Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
