Request for Proposal for Grants & Loan Management Software – City of Milpitas
This is an Addendum #2 Revision to a Request for Proposal (RFP 26-216) issued by the City of Milpitas Purchasing Division in California for a modern, cloud-hosted software solution to manage the Community Development Block Grant (CDBG) Program administered by the U.S. Department of Housing and Urban Development (HUD). The City seeks a configurable platform capable of managing the complete lifecycle of CDBG activities, including application intake, grant and loan administration, subrecipient monitoring, expenditure tracking, and reporting with mandatory seamless integration to HUD's Integrated Disbursement and Information System (IDIS). The solution must support approximately two internal City users and fifteen active external subrecipient users across production, testing, and training environments, with browser compatibility for Microsoft Edge, Apple Safari, and Google Chrome, and Microsoft Entra ID single sign-on capability. Questions must be submitted by March 31, 2026, with proposals due electronically through the City's OpenGov eProcurement portal by April 23, 2026, at 12:00 p.m. The anticipated contract start date is June or July 2026, with an initial three-year term and one optional three-year extension for a potential six-year total agreement. The evaluation will be weighted as follows: Cover Letter and Compliance (5%), Experience and Qualifications (15%), References (5%), Technical Proposal (35%), Implementation Plan and Timeline (10%), and Proposed Compensation (30%).
The City administers approximately $555,000 in annual CDBG funding distributed across roughly fifteen subrecipient organizations supporting public services, capital improvement projects, economic development activities, and program administration. All proposal costs must be firm-fixed for the initial three-year term, with any price adjustments for the optional extension capped at the Producer Price Index (PPI) or 3%, whichever is lower. The incumbent vendor, City Data Services, currently provides software under a contract expiring June 30, 2026, and the selected vendor will be responsible for all data migration from the incumbent system at no additional cost to the City. Required deliverables include comprehensive implementation and configuration services, two annual live trainings, annual performance review meetings, 48-hour response times for support inquiries, encrypted data storage within the United States, and optional modules for managing additional housing or community development funding sources. The vendor must maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence, Cyber Liability Insurance of $1,000,000 per claim, Professional Liability Insurance of $1,000,000 per occurrence/$2,000,000 aggregate, and Automobile Liability of $1,000,000 combined single limit, with strict data security compliance including Payment Card Industry Data Security Standards, CCPA, and GDPR requirements, and breach notification required within 24 hours. No specific award value or budget range is published in the RFP documentation.

II. Introduction
II.A Summary
Through this Request for Proposals (RFP), the City of Milpitas is seeking proposals from qualified vendors to provide a modern software solution to support management of its Community https://procurement.opengov.com/portal/milpitas-cs
Grants & Loan Management Software 26-216
Development Block Grant (CDBG) Program administered by the U.S. Department of Housing and Urban Development (HUD). The City is looking for a new, configurable, user-friendly platform to manage the full lifecycle of CDBG activities, including application intake, grant and loan administration, subrecipient monitoring, expenditure tracking, and reporting. Seamless integration with HUD’s Integrated Disbursement and Information System (IDIS) is essential to support federal reporting requirements. A solution that is also capable of managing additional housing or community development funding sources is highly desirable but not required. The City is seeking an experienced vendor partner with demonstrated success supporting similar programs for public agencies.
II.B Background
The City administers an annual allocation of approximately $555,000 in CDBG funding from HUD to support programs that benefit low- and moderate-income residents. Each year, the City distributes these funds to roughly 15 subrecipient organizations across categories, including public services, capital improvement projects, economic development activities, and program administration. The City currently manages the program using software provided by City Data Services under a contract that expires on June 30, 2026. To minimize technology gap, the City seeks a replacement solution that can be implemented quickly while maintaining efficient workflows for its full range of CDBG activities, with potential to expand into other grant and loan management areas at a future date. Please refer to the Scope of Services for detailed requirements.
The initial contract term is expected to be three (3) years, with one option to extend the contract for an additional three-year term for a total contract term of six (6) years. Exercise of the option term shall be at the sole discretion of the City.
