About this file

This document is a Grant Funded Procurement Terms and Conditions attachment from the Florida Department of Environmental Protection (FDEP), outlining comprehensive contractual requirements and provisions for vendors participating in state-funded projects. The document establishes mandatory compliance standards for contractors, including detailed insurance requirements, civil rights obligations, and specific provisions related to federal infrastructure funding initiatives like the Bipartisan Infrastructure Law and Inflation Reduction Act.

The document includes critical legal and operational requirements such as mandatory Build America, Buy America (BABA) provisions requiring all iron, steel, manufactured products, and construction materials to be produced in the United States, with specific domestic content thresholds. Additional state-level contract provisions address emerging legislative requirements, including human trafficking attestations (effective July 1, 2024) and restrictions on contracting with entities from foreign countries of concern (effective January 1, 2024). Contractors must provide specific certifications, maintain rigorous record-keeping standards, cooperate with inspector general investigations, and ensure all employees and subcontractors meet specified training and compliance standards.
