About this file

This is a Special Notice for an Industry Day/Project Presentations document issued by the Department of Interior (DOI) National Park Service (NPS) Denver Service Center for two federal contract opportunities at Grand Canyon National Park. The document covers two projects: GRCA 257282 - South Rim Waste Water Treatment Plant and GRCA 318719 - North Rim & Roaring Springs Rehabilitation Program, both classified under NAICS code 221320 for Sewage Treatment Facilities.

The South Rim project involves constructing a new 0.65 MGD Membrane Bio-Reactor wastewater treatment plant, including new treatment facilities, administrative buildings, utilities, and site improvements. The North Rim project focuses on rehabilitating utility infrastructure systems on the North Rim and inner canyon sites, with a key component involving directionally drilling two 8-to-26-inch diameter, 9,260-foot-long boreholes. An in-person contractor meeting is scheduled for June 10, 2025, at 9:30 AM PT at the Shrine of Ages, South Rim Grand Canyon. Potential attendees must RSVP by June 5, 2025, and are required to have an active SAM.gov registration and UEI number. Both projects are anticipated to be advertised in January and Spring 2026, respectively, and will be electronically posted on SAM.gov.

Project Information:

GRCA 257282 – South Rim Waste Water Treatment Plant

Located on the South Rim of the Grand Canyon in the South Rim Village this project involves the construction of a new 0.65 MGD Membrane Bio-Reactor wastewater treatment plant (WWTP) at the existing Waste Water Treatment Plant site, including new treatment facilities(utility connections, site power, electrical, instrumentation and control), administrative and support buildings, utilities, and process systems. Work includes site preparation, relocation of existing storage, installation of process facilities, and complete demolition and removal of existing WWTP infrastructure. The existing plant will remain in permitted operation by NPS staff until the new plant has been accepted by the Government. The scope also includes site improvements such as grading, paving, fencing, as well as a 12-month operational support period. Additionally, the project includes improvements and extension of the access road to the facility.

GRCA 318719 – North Rim & Roaring Springs Rehabilitation

Virtual Presentation Only – No Site Visit to North Rim: NPS Project Manager will provide a project overview/presentation of the North Rim Utilities Project as part of the Industry Day on the South Rim of the Grand Canyon, with a focus on the borehole planned for the project. A future on-site Industry Day for North Rim Utilities may occur in August/September, 2025.

The National Park Service (NPS) is considering potential improvements to the utility systems at the North Rim and certain inner canyon sites at Grand Canyon National Park. The project will rehabilitate utility infrastructure systems located on the North Rim and related inner canyon facilities at Roaring Springs Pumphouse (RSPH)/Manzanita/Cottonwood Campground. This project will address critical system deficiencies associated with water, wastewater, electrical, and communication systems, along with their associated equipment, components, and support structures. Infrastructure includes water (raw water, treatment, and distribution), wastewater (conveyance, lift stations, treatment), power and communications (standby power, overhead power, solar power, fiber communications).

A key project component includes new boreholes that would be directionally drilled from the North Rim to Roaring Springs Pump House (RSPH) with carrier pipes to include raw and potable waterlines. Two approximately 8-to-26-inch diameter, 9,260-feet-long boreholes would be drilled sequentially using vertical directional drilling, and would extend from the drill site (i.e., bore entry site) at the North Rim ballfield to the bore exit site just west of Roaring Springs Pumphouse in the inner canyon, where the borehole would daylight. The planned boreholes have a vertical length of 3,310 feet, a total measured depth of 9,260 feet, and will be drilled through several Paleozoic geologic units of variable lithology with the potential for a variety of geologic risks.
