GPS Re-Radiation Hardware Maintenance Performance Work Statement (PWS)

DESCRIPTION OF SERVICES

1. Scope

1.1 This PWS defines the effort required by the contractor for GPS re-radiation hardware on 12 docks at Whiteman ATB, MO. The Contractor shall provide for uninterrupted service for annual inspection and maintenance of the GPS re-radiation hardware installed on 12 docks to include technicians, services, and dedicated support to accomplishing the objectives.

This GPS hardware is mounted on exterior and interior of docks. Equipment is designed to receive a GPS signal via external antennas, pass this signal to a transmitter mounted inside the dock, and then send this signal to aircraft situated inside the dock. The purpose of the system is to enable aircraft to verify proper performance of GPS systems while located inside the dock.

1.2 The work schedule will be based on availability of docks. All 12 docks are to be serviced on an annual basis over 2 service calls; 6 docks are expected to be serviced per visit. The period of Performance will be for one year plus two option years at Whiteman AFB, MO.

2. Location and Work Schedule

2.1 The performance area is in a secure/restricted area. The Contractor’s work schedule shall be based on a six-month cycle for maintenance packages to meet the needs of the Air Force.

2.2 Normal work hours are 7:30 am to 4:30 pm CST/CDT. Normal workdays are Monday through Friday, except US Federal Holidays and Family Days. Family days, when permitted, will be Monday following a Sunday holiday or Friday preceding a Saturday holiday. If a federal holiday is in the middle of the week, the family day will be the weekday next the holiday closest to the weekend. There may be mission essential days deemed by the Government that does not allow contractor access to the asset locations. Advance notice will be provided when possible. If the contractor’s schedule is interrupted by the governments schedule, the contractor has 48 hours to submit a request for extension if they find it will impact the period of performance.

3. Operational Requirements and Specific Tasks

3.1 The contractor shall provide inspection, maintenance and repair for all GPS hardware installed on the 12 docks at Whiteman AFB. The contractor shall have the required clearance to gain access to Whiteman AFB, MO. The 509th Maintenance Group will provide escorts as need to gain access to the docks in the Priority Level 2 areas as needed. The contractor shall be prepared to begin work immediately on the contract start date.

3.2 All contractor employees shall have a thorough understanding of GPS Source equipment (receivers, transmitters, antennas, related equipment)

3.3 Please provide a proposal that provides an efficient solution to the requirement as outlined in the PWS.

3.4 The Contractor shall:

3.4.1 Inspect each GPS system in each dock and make any necessary adjustments to ensure proper operation.

3.4.2 Remove all enclosures for inspection.

3.4.3 Clean and maintain good housekeeping of equipment.

3.4.4 Verify tightness of all electrical connections.

3.4.5 Verify all sub-components are in proper working order.

3.4.6 Verify all Input and Output voltages/currents are correct and within required regulation bands.

3.4.7 Test instrumentation must be calibrated with current calibration stickers and certified by a National Technical Systems traceable test lab.

3.4.8 Inspect cables and cable heads for excessive wear to ensure proper pin tension and connection.

3.4.9 Verify GPS signal can be properly received.

3.4.10 Verify GPS signal can be re-radiated to aircraft.

3.4.11 Repair any issues preventing the above items from being accomplished.

3.4.12 Train government technicians on how to operationally check the system without using an aircraft, i.e. either by self-test within the unit, or by means of an external test set, to preclude the need to bring an aircraft in the dock to check the system.

3.4.13 Document all work in a test report, to be turned into 393 BGS Facilities Office and 509 CONS at the end of each visit.

3.4.14 Any items out of tolerance, make necessary repairs on the spot if possible and if not possible, take the items back to make necessary repairs with approval.

3.4.15 Repair work requiring new parts will need to be vetted through the COR and approved by the Contracting officer prior to being accomplished.

3.4.16 Service all docks once a year.

3.4.17 Coordinate with 393 BGS Operations Officer to schedule maintenance cycle & determine accessibility of all units. Note that planned times/dates may change subject to unforeseen circumstances.

3.4.18 Test equipment & test loads required for the purposes of maintaining the equipment may not be stored on site. All equipment will be removed at the end of each day and must be able to be removed off-site immediately when notified.

4. Security and Safety

4.1 Individuals performing their duties will be required to be on an EAL to access work areas and will be always escorted by government personnel in the restricted area. EAL paperwork will be provided and accomplished after award.

4.2 All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. All personnel shall be a US Citizen. Foreign Nationals will not be authorized to access Whiteman AFB, MO. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. Government issued passports, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information.

Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. This work is in a secure environment and personnel with a criminal conviction, or pending, may be denied access.

5. Contractor Personnel

5.1 The contractor shall identify the key technician(s) to be assigned to work under this contract.

Individuals filling these roles shall meet the following minimum requirements:

5.1.1 Must be certified to service GPS Source equipment (receivers, transmitters, antennas, related equipment).

5.1.2 Provide written authorization from GPS Source equipment to work on their equipment.

5.1.3 Shall provide all necessary work vehicles and equipment to include test equipment and aerial lift. Include equipment and vehicle listing with proposal.

5.1.4. Personnel shall be EAL security cleared to access sensitive areas.

6. Contractor Identification Contractors shall wear appropriate security badges, line badges, identification and/or name tag as required by the security procedures of the squadron where performance takes place.

7. Subcontract Management The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The primary Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after approval by the Contracting Officer (CO). Cross teaming may or may not be permitted.
