U.S. Department of Justice Executive Office for United States Attorney

Acquisitions Staff 3 Constitution Square (3CON)

175 N Street NE, Washington, D.C. 20002

NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD

The U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), on behalf of the United States Attorney’s Office – Southern District of New York (USAO-SDNY), intends to award a Purchase Order (PO) to IG, LLC of Bethesda, Maryland, on a sole source basis. The period of performance is December 19, 2022 through December 18, 2023 with four (4) additional one-year options.

The North American Industry Classification System (NAICS) code is 519290 entitled Web Search Portals and All Other Information Services, with a size standard of $30,000,000.

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) – “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”

This notice is published for informational purposes only and is not a request for competitive quotes.

EOUSA intends to award a sole-source, firm-fixed price, twelve-month (plus four option year), purchase order to: IG LLC, 4938 Hampden Ln STE 156, Bethesda, Maryland, 20814-2914, SAM Unique Entity ID: W4U9K4X3KFS3 for the renewal of one (1) SITE Enterprise/Sourcefeed subscription.

This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The Government intends to use FAR Parts 12 and 13 to purchase the above listed items. The USAO requires a commercial service platform that provides real-time monitoring of extremists on-line forums to include the dark web. SITE’s Sourcefeed database is the repository for this monitoring data. No other commercial service provides near-real time access to actual extremist forums and social media, allowing investigators and prosecutors to proactively prevent violent crime. SourceFeed not only helps identify evidence for the development of existing cases but also identifies new cases that were previously unknown to our AOR. Some of these new cases involve threats to individuals and organizations with the NYC metro area; threats that we may not have known about without SITE’s coverage.

The Contracting Officer (CO) determines that the anticipated price is fair and reasonable based on market research and historical prices paid. EOUSA performed market research to determine the best cost to value solution based upon requirements.

Point of contact for this acquisition is the Contracting Officer, Brandon Wish at brandon.wish@usdoj.gov. This notice is not to be considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded based on quotes received in response to this notice, but quotes will be used to determine if a comparable source is available and more advantageous to the Government.

A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
