The USAO-NJ requires an internet-based subscription product for real-time financial information for the private and public sector. The Bloomberg Terminal provides investigators and prosecutors with historical stock prices, company events and filings, particulars on the ownership of public companies, news events related to companies, details on mergers and acquisitions, registration details on equities, bonds and other financial instruments, and biographical data for potential targets, subjects, witnesses, and victims. The nature of USAO-NJ’s investigations and the sophistication of their targets require readily available and advanced analytical tools to be successful. The district will leverage the product to investigate potential securities fraud, insider trading, market manipulation and other types of economic crimes. This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The Government intends to use FAR Parts 12.6 and 13.5 to purchase the above listed items.
The Contracting Officer (CO) determines that the anticipated price is fair and reasonable based on market research. EOUSA performed market research to determine the best cost to value solution based upon requirements. The Bloomberg Terminal offers stronger analytical tools regarding supply chains and financial flows, particularly related to offshore financial centers (over 185,000 sources). The cost savings, analytical capability, and benefits of being able to procure terminal accounts, make it the most appealing option for aggregating financial data.
