GPACT NPI Addendum Questions

1. We note that the global APS describes multiple partnership approaches: direct awards to new and underutilized local partners, direct awards to new and underutilized locally established partners, limited mentorship awards and leverage awards. Could you please confirm that the GPACT is only seeking partners that can propose leverage awards?

USAID Response Correct. Per Funding Opportunity Number: 7200AA19APSWASHNPI Funding Opportunity Title: CALL

(CPRP) (page 6), “Awardees must propose a minimum of 50 percent of total USAID award value in additional leveraged funds, which cannot include in-kind contributions but can include non-federal grants and external awards. Established partners may apply for a Leverage Partner Award, but all members of any consortium proposed in a Concept Note to respond to this Addendum and all sub-recipients of assistance must qualify as new or underutilized partners as defined in the Global NPI/CPRP APS

2. Does the concept/design have to be multi-country focused, or can it target a single country?

USAID Response It must have a multi-country focus. Per Funding Opportunity Number: 7200AA19APSWASHNPI Funding Opportunity Title: CALL FOR PARTNERSHIP CONCEPT PAPERS GLOBAL

ANNUAL PROGRAM STATEMENT (CPRP) (page 10)“Regional and/or cross-border activities must buttress the self-reliance trajectory of a country/region, be scalable, and detail expected approaches to strengthen communities in multiple and difficult-to-access regions of the world.”

3. There are references to multi-country focus and working on borders in the addendum. Does this mean that USAID prefers concept papers to target contiguous countries with sharing borders, or is it acceptable to target different contexts (for example Liberia and DRC OR the DRC and Philippines)?

USAID Response Either is acceptable but activities in contiguous countries are encouraged. Per Funding Opportunity Number: 7200AA19APSWASHNPI Funding Opportunity Title: CALL FOR PARTNERSHIP

4. Can USAID elaborate on its expectations of the Leverage Partner Award Eligibility Requirements? For example, if an applicant applies for a $50 million grant from USAID, would USAID expect the applicant to secure $25 million in leveraged resources (is this a correct understanding of the 1:2 ratio)?

5. The New Partnerships Initiative is focused on 10 – 14 countries (page 5 of USAID NPI Fact Sheet 2019). Can USAID direct applicants towards what 10 – 14 countries these are? Also, should applicants assume that this 10 – 14 country focus is applicable to the GPACT funding opportunity?
