Section 00 21 13 states, "[the Contractor shall have at] least three (3) completed projects within six (6) years of the original date of the solicitation. Completed projects will include taxiway construction with comparable scope and complexity and have a minimum completion value of $25M that demonstrates runway/taxiway experience [...]."
Please confirm projects that are at least 50% complete would be considered relevant for this project, in lieu of only 100% "completed" projects.
On: Jun 21 2021.
Government Response. . Projects would need to be 100% complete to be considered relevant for this project. On: Jul 13 2021

Completed projects will include taxiway construction with comparable scope and complexity and have a minimum completion value of $25M that demonstrates runway/taxiway experience [...]."
Please confirm projects must be 100% "completed" projects since projects that are not complete do not demonstrate that enough work has been performed to demonstrate the ability to successfully complete all phases of the project.
As an example, the phase III Contractor is likely over 50% complete but as of the site visit has not started placing concrete paving, thus not demonstrating an ability to successfully complete all phases of the project.

Completed projects will include taxiway construction with comparable scope and complexity and have a minimum completion value of $25M that demonstrates runway/taxiway experience [...]."
Please confirm that in order for a project to be considered relevant the entity submitting the project to substantiate the DRC must have been the Prime Contractor on that project. Allowing entities to submit projects on projects that they were only a Subcontractor and not the Prime Contractor does not demonstrate the ability to manage all aspects of the work and/or fulfil all contractual obligations as will be required for the Taxiway Whiskey phase IV work.
On: Jun 23 2021.
Government Response. . The Contracting Officer will review the information submitted by the apparent low bidder to determine whether the bidder met the definitive responsibility requirements of the solicitation.

Definitive Responsibility Criteria requires projects with a minimum completion value of $25M. There are multiple factors that affect final pricing of a contract that do not necessarily make a contractor any more or less qualified to complete a project of this scope or magnitude. The final price should only be considered in line with bonding capacity. Ability to manage a project of this complexity is best demonstrated by evaluating self-perform capabilities, as well as managing multiple scopes of similar complexity. Please consider allowing past projects of similar size by area of pavement, which are considered comparable complexity in accordance with the elements of work listed with the DRC. Further consideration or value should also be given to contractors self-performing larger, more critical portions of the work, such as airfield PCC paving.
On: Jun 29 2021.
Government Response. . The minimum completion value for the Definitive Responsibility Criteria has been changed to $15M. On: Jul 13 2021
