Section Paragraph Question / Comment Solution
DRAFT PWS- Posted 20 May 2021 5 1.2 1 "Capability upgrades, updates, and adjustments shall be continually incorporated to address hardware and software obsolescence, increase reliability and maintainability, maintain system and aircraft concurrency, integrate new technology, and accommodate changes in training requirements (e.g., student loads, course curriculum and content, Training Support Packages (TSPs), contingency operations, etc.). Changes and updated requirements will be phased in as additional aircraft virtual simulator configurations are required and funding is available for pre-planned product improvement (P3I) items."
- The two sentences ("shall be continually incorporated" vs. "as required...and funding is available") seem to contradict one another. Does the government want capability upgrades priced into the proposal?
Updated sentence to clarify concurrency changes and updated requirements. "The contractor shall be responsible for maintaining simulation services capabilities that provide relavent, current, and up-to-date technologies and software to avoid system obsolescence and degradation to the training capabilities. Modifications due to evolving Government requirements will be phased in as additional aircraft virtual simulator configurations are required and funding is available for pre-planned product improvement (P3I) items."
DRAFT PWS- Posted 20 May 2021 5 1.3 4 "AAVSs shall include concurrency upgrades to maintain configurations consistent with fielded aircraft. Integration of additional aircraft configurations will be based on development and fielding schedules of the actual aircraft."
- Can you confirm the government wants software concurrency updates priced into the proposal?
3.12.1 and 3.12.2 seem to be in conflict . Which is preferred?
Updated paragraph to clarify requirements. "AAVSs shall include concurrency upgrades to maintain configurations consistent with fielded aircraft through a managed, joint Government and Contractor concurrency process."
DRAFT PWS- Posted 20 May 2021 21 3.3 3 "The initial PMP must provide a detailed phase-in milestone chart and leading indicators (90 day duration), management structure, identify who requires security clearances, required facilities and equipment, plan for compliance with local installation policies and procedures, quality assurance methods, and a plan for risk and opportunity management."
- Will the Government confirm that an initial PMP, including a detailed phase-in milestone chart, be required with proposal submission?
Yes, it is required.
General Question What is the anticipated acquisition schedule, including draft RFP release date, RFP release date, technical and pricing proposal submittal dates, oral presentation date, and award date?
Anticipated dates are as follows: RFP Release - Jan 2022, Proposal Submittal - Feb 2022, No Oral Presentation, Award Date - Jan 2023
DRAFT PWS- Posted 20 May 2021
1 1
1 "There will be no Government owned assets available to complement contractor provided capabilities in support of meeting the requirements of this PWS, other than the space available in the facilities identified within this PWS."
- Can you confirm the government will provide no GFI or GFE in support of the aircraft simulations?
GFI can be provided. GFE will not be provided. Updated PWS to clarify, "There will be no Government owned equipment available to complement contractor provided capabilities in support of meeting the requirements of this PWS, other than the space available in the facilities identified within this PWS. The space available in Government facilities identified within this PWS shall be as-is, where-is; any facilities modification required to accommodate contractor provided capabilities shall be the responsibility of the contractor. AAVSs shall include concurrency upgrades to maintain configurations consistent with fielded aircraft through a managed, joint Government and Contractor concurrency process."
DRAFT PWS- Posted 20 May 2021 37 3.17.8 "Individual and crew trainer AAVSs are not expected to be interoperable with the Army’s systems at large (DIS, HLA, SeCORE, OWT, JTA), but are desired to be interoperable with each other to do multi-ship training."
- Do you require a network connection between individual/crew and collective trainers?
No.
DRAFT PWS- Posted 20 May 2021 27 3.8.3.12 1 "The capability to pause/resume the recorded data during the debriefing session must be provided.
These capabilities must be controllable from the manned module IOS and the external or central IOS/BMC station."
Can you confirm AAR playback is required at the BMC station in collective training environment?
Added statement for clarification. "The capability to play back an individual/crew training session from within the manned module and at an external debrief station must be provided. Playback at the BMC is not required."
