PERFORMANCE WORK STATEMENT (PWS)
NONPERSONAL SERVICE CONTRACT
TRAVIS AFB CA
PROTESTANT GOSPEL WORSHIP SERVICE DIRECTOR
1. CONTRACTOR POSITION TITLE: Gospel Worship Service Director
2. ENVIRONMENT: The Travis AFB Chaplain Corps mission is to provide for the religious and spiritual needs of the active duty Air Force members and their families as they accomplish the mission of the 60th Air Mobility Wing. We support individual rights under the First Amendment to the U. S.
Constitution and provide an opportunity for everyone to freely exercise their religious beliefs.
3. EDUCATION AND EXPERIENCE QUALIFICATIONS:
3.1. Faith & Practice: Protestant Christian who is active in his/her faith and committed to being an active part in the Travis Chapel Protestant Worship Services.
3.2. Documentation:
3.2.1 Resume verifying applicant meets position requirements.
3.2.2 Two positive letters of reference from individuals who have supervised applicant working in the field of music ministry. References must verify applicant meets qualifications.
3.3. Provide a video of themselves performing in a worship setting. In addition, a formal interview with Deputy Wing Chaplain, Protestant Community Chaplain, and Chapel Superintendent or Non-commissioned Officer in charge (NCOIC) must be conducted prior to award. Interview criteria listed in sections 3-6-3.8.
3.4. Education & Experience: Bachelors level coursework in conducting and music theory preferred and at least two years’ experience as a worship service music director to include direction of adult and children’s choral music. Additional experience may be considered in lieu of formal education.
3.4.1 Must provide a copy of course work completed.
3.5. Performance Proficiency:
3.5.1 Quality vocal performance.
3.5.2 Able to learn new music via sheet music and by ear.
3.5.3 Able to sight-read & perform vocal sheet music.
3.6. Leadership Proficiency:

3.6.2 Building cohesive music teams and choirs.

3.7. Range of Style: Able to lead a music team to perform a wide variety of Protestant worship music to include the full range of gospel worship music.
3.8. Technical Proficiency:
3.8.1 Familiarity with operating sound systems required for worship team instrumentalists and vocalists (to include choirs).
3.8.2 Familiarity with operating worship music projection systems to include computers, projectors, CCLI web-based music programs (to include Song Select or its equivalent), and display software (i.e. Song Show or equivalent provided by the chapel).
3.8.3 Ability to recruit and train a volunteer technical team to setup, maintain, and operate all required audio-visual equipment during musical services and events.
3.9. Sensitivity to the wide variety of faith expressions within the military community (capability of working in a pluralistic environment). Must be able to demonstrate. Dignity and respect are paramount.
3.10. Abi lit y to learn Air Force and local operating instructions on chapel programs and budgeting appropriated and non-appropriated funds (preferred) or demonstrate/possess the ability to learn them quickly.
3.11. Proficient use of Microsoft Office applications, lo include Excel, Word. Publisher, PowerPoint and Outlook.
3.12. Demonstrate appropriate personal and professional attitude, appearance, and behavior consistent with working in a military chapel environment and with the core values of the United States Air Force. Contractor must work well with others and follow the directions or the Chaplain leading worship and the Gospel Service Chaplin.
4. GENERAL RESPONSIBILITIES: Contractor shall perform for all regularly scheduled worship services, choir rehearsals and additional services as requested by the Contract Officer or assigned Chaplain, including, but not limited to, special chapel functions and special worship services. Other responsibilities include:
4.1. Execute all assigned duties and responsibilities under the leadership of the Protestant Community Chaplain and in cooperation with the volunteer ministry leaders and other Chapel Staff
4.2. Adhere to, and comply with all Federal, State, and local laws/regulations as well as any applicable Air Force Instructions and Chapel Operating Instructions.
4.3. Possess and demonstrate the ability to work cooperatively with chapel staff, other musicians, volunteers, and members of other faith groups for ecumenical activities.
4.4. Undergo successful background checks as directed by DoDI 1402.5 Criminal History Background Checks on Individuals in Child Care Services.
4.5. Under the leadership of the Protestant Community Chaplain and in cooperation with the Gospel Worship Service Director, establish a regular schedule of work. Schedule is to accommodate presence during rehearsals (minimum two per week), worship services (minimum one per week) and other musical programs, which will include evening and/or weekend hours, to include Sunday.
4.6. Ascertain needs for music program within the Protestant Community and make recommendations for improvement and/or addition to current programs.
4.7. Maintain awareness of pastoral care needs within the Protestant Community and communicate those needs to the Chaplain .
5. SPECIFIC RESPONSIBILITIES:
5.1. Rehearsals:
5.1.1. Ensure service musician is in place for rehearsal.
5.1.2. Select music that is coordinated with the preaching Chaplain. Music selections are to employ a variety of styles consistent with the Gospel tradition.
5.1.3. Conduct rehearsals in the following manner:
• All music selections will be made at least one week prior to rehearsal and sheet music distributed to team members at least two (2) days prior to rehearsal (utilizing online planning program).
• Music proved to team members in chord sheets and/or sheet music as needed for each instrument and vocal part for each selection.
• Sufficient number and length of rehearsals for all team members to be prepared for worship services.
• Setup rehearsal area to include all audio equipment and instruments at least thirty (30) minutes in advance.
• Ensure chapel is cleaned up and equipment is properly stored & secured.
5.2. Performances (During all music events):
5.2.1. Setup performance area to include all audio equipment and instruments at least forty-five
(45) minutes in advance of service.
5.2.2. Gather all musicians, vocalists, and A/V technicians for sound-check and warm-up at least thirty (30) minutes in advance of service.
5.2.3. Lead congregational worship music during the service in coordination with the preaching chaplain..
5.2.4. Participate in the entirety of the worship service.
5.2.5. Gather all musicians, vocalists, and A/V technicians to break-down store, and sercure all equipment following the service. If another team is using the equipment immediately following, coordinate with that service music director to ensure smooth transition and that equipment if not broken down if they need it.
5.3. Special services in cooperation with other worship service directors (i.e. Easter, Christmas, etc.)
5.3.1. Plan special worship services at least six (6) months in advance. Provide schedule of rehearsals to the Protestant Gospel Chaplain.
5.3.2. Recruit a unified team of vocalists, instrumentalists and choir at least four (4) months in advance.
5.3.3. Plan and execute all needed rehearsals for the duration or three (3) months prior to the special service.
6. HOURS/UNITS OF WORK:
6.1. Contractor services will be provided during Sunday worship services, can be up to two hours in length. Practice sessions/rehearsals will be held prior to each service at a time to be determined by the Contractor, with the approval of the Contract Officer or CGS Chaplain.
6.2. Special services, and practices/rehearsals for special services, are in addition to the normal weekly work units. Units are defined as a session, which is a minimum of an hour but not to exceed two hours, providing services listed in this PWS.

7. REPLACEMENTS:
Contractor is responsible for continuous contract performance through contract period.
Replacements may not be on a long-term, recurring basis, but only for required short-term absences of a personal nature. Candidates must meet all Protestant Contemporary Gospel Musician qualifications listed above and be an agreeable substitute by the Protestant Chaplain in charge.
Resume and references are required for approval. The government reserves the right to refuse any candidate if he or she does not meet all required qualifications. The Contractor shall submit a resume for each candidate.
7.1. Replacement candidates (subcontractors) can be approved in advance to facilitate ease of filling required absence due to unplanned events.
7.2. All subcontractors must meet the same qualifications as the contractor and be approved by the Wing Chaplain.
8. THE WING CHAPLAIIN WILL:
8.1. Review the contract annually to consider 1 yr. option periods.
8.2. Ensures the rate of payment for the services is described in the PWS in 12 monthly installments.
9. EQUIPMENT AND SUPPLIES:
All equipment needed to fulfill this statement of work will be provided by the Travis AFB Chaplain Corps. A computer, computer program, work area, any additional office equipment, standard office supplies (pens, paper, paperclips, staples, etc.), and internal funds request and processing forms will be provided by the Travis AFB Chapel. Training/workshops may be funded with CTOF if the Protestant Community Chaplain deems that it will directly improve performance as Music Director. The contractor coordinates all support requirements with the NCOIC, Chapel Operations or a designated representative.
10. QUALITY ASSURANCE:
The NCOIC, Chapel Operations or designee, will monitor and inspect the contractor’s performance. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
