EXHIBIT A

SINGLE/SOLE SOURCE COMMODITIES AND SERVICES

1. Describe what the item is, a commodity or a service, and how it is to be used by HCPS.

The software is a proprietary, customized solution for HCPS to monitor, manage, and distribute Title IV funding.

2. What feature or particular condition of this commodity and service is unique and cannot be obtained from any other source?

The software was developed specifically to meet HCPS's unique operational requirements and is continuously enhanced through collaboration between HCPS and the vendor, who incorporates district-requested features and functionality.

The software is fully integrated with the District's Title I funding management system, which was procured through a competitive solicitation and is provided by the same vendor. Due to this integration and the customized nature of the software, substitution with another product would be impracticable and would require significant redevelopment, implementation, and training efforts.

3. Vendor-provided information.

This is a sole-source justification for the acquisition and continued use of the Good Image Title I Budgeting Software module of the Title I Federal Program Suite developed and provided exclusively by Good Image Inc. Good Image Inc.

certifies that it is the sole designer, developer, owner, distributor, and support provider of this software system and that no other company is authorized to license, modify, maintain, support, or distribute the product.

The unique and custom Title I Budgeting platform has been specifically developed for K–12 educational agencies and contains a unique combination of capabilities, including, but not limited to:

• Budget Item Request with adjustment tracking (Customized)

• Compliance Interface with Good Image’s Compliance software (Customized)

• AI Duplicate Invoice check that cross-references with Grant Budgeting Software (Customized)

• Title I Budgeting entry and approval and reporting (Customized)

• Title I Request approval with multi-step workflow (Customized)

• Development and consulting services, including daily meetings

• Continuous development cycle coordinated by HCPS staff

• Integration with Title I compliance software from Good Image Inc. (Customized)

• Foolproof auto-adjustment for adjusting budget items (Customized)

• Documentation storage and retrieval (Customized)

• Expense import from HCPS accounting system (Customized)

• Encumbrances (Customized)

• Automated notifications and alerts (Customized)

• Role-based security and permissions (Customized)

• Document management and electronic record retention (Customized)

• District, school, and program-level reporting (Customized)

• Integration with existing district processes and data structures (Customized)

• Historical data preservation and continuity from prior fiscal years

• Proprietary algorithms, workflows, and reporting methodologies (Customized)

To the best of our knowledge, no other vendor offers a product that provides the same combination of features, functionality, implementation methodology, support structure, and integration capabilities required by the district.

Accordingly, Good Image Inc. believes this product qualifies as a sole source procurement because the software and accompanying services are proprietary and are available from only one source.
