About this file
This is a Request for Proposal (RFP) document from the City of Racine, Wisconsin, regarding the lease and management of three municipal golf courses: Johnson Park Golf Course, Shoop Park Golf Course, and Washington Park Golf Course. The City seeks qualified operators to manage these facilities through private lease arrangements. Proposals for alternative uses at Shoop Park beyond golf operations will be considered, subject to approval by the golf commission and common council. The RFP outlines the City's preference for continued private management of these public assets while maintaining their operational viability and community access.
The proposal should address operational management, maintenance standards, revenue generation strategies, and capital improvement plans for the golf courses. Respondents are expected to demonstrate financial capability, relevant golf course management experience, and a commitment to maintaining the quality and accessibility of these municipal recreation facilities. The City will evaluate proposals based on management expertise, proposed operational improvements, financial projections, and alignment with community recreation goals. Terms and conditions, including lease duration, revenue-sharing arrangements, maintenance responsibilities, and performance metrics, will be negotiated with the selected operator. Interested parties should review all RFP requirements, including any mandatory site visits or pre-proposal conferences, to ensure comprehensive understanding of the operational scope and City expectations.
