About this file

This document is a sample contract between the Oregon Department of Forestry and a contractor for cultural resource survey services in the Deschutes National Forest. The project involves conducting a comprehensive cultural resource inventory along 156 linear miles of powerline corridors across Deschutes, Jefferson, Lake, and Klamath Counties, with survey widths of 70 ft for 138 miles and 150 ft for 18 miles. The contractor will perform pre-field research, complete field surveys using 30-meter transect intervals, document resources over 50 years old, revisit 115 previously recorded cultural sites, and prepare a detailed technical report compliant with Section 106 of the National Historic Preservation Act. The contract is set to terminate on September 30, 2025, with fieldwork expected to commence in 2025.

The contract includes specific deliverables such as a pre-work meeting, cultural resource surveys, GPS documentation, site and isolated find forms, and a final report due by September 1, 2025. The contractor must obtain an Archaeological Investigation Permit and meet Oregon State Historic Preservation Office standards, including documentation by archaeologists meeting Secretary of Interior's Professional Qualification Standards. While the exact contract value is not specified in the sample document, the cost bid table provides a framework for pricing individual components, including pre-work meeting, cultural resource surveys at different right-of-way widths, and the final report. The contract requires the contractor to maintain specific insurance coverages and comply with state tax laws and regulations.

Exhibit A-Statement of Work for the Powerline Vegetation Management Project -Deschutes National Forest

Background:

The Deschutes National Forest (DNF) and the Oregon Department of Forestry seek a cultural resource Contractor to complete cultural resource inventory, resource documentation, and a report in compliance with Section 106 of the National Historic Preservation Act for the Powerline Vegetation Management project. The project is located throughout the Deschutes National Forest in Deschutes, Jefferson, Lake, and Klamath Counties (Figure 1).

The Powerline Vegetation Management project will authorize special use permit holders to complete routine vegetation management and maintenance along established powerlines. Vegetation would be managed primarily by controlling predominantly tall-growing plant species in favor of naturally low- growing plant species. This would be accomplished by cutting and removing trees and brush using a variety of methods including but not limited to felling, skidding, decking, pruning, limbing, piling, mowing or mastication, and chipping.

The total project area covers approximately 156 linear miles across the Deschutes National Forest. Areas requiring survey will be based on the powerline right-of-way. The right-of-way and required survey area for 138 miles of powerline is 70 ft (21.3 m) and 18 miles of powerline has a right-of-way/required survey area of 150 ft (45.7 m).

Deliverables include a full technical Section 106 report, associated cultural resource forms, and Geographic Information System (GIS) data.-

All powerline corridors have been identified for cultural resource inventory. Survey methods, site and isolated find documentation must meet Oregon State Historic Preservation Office standards, available at:

https://www.oregon.gov/oprd/OH/Documents/FieldGuidelines.pdf and https://www.oregon.gov/oprd/OH/Documents/Reporting_Guidelines.pdf.

Work must be completed by archaeologists meeting the Secretary of Interior’s Professional Qualification Standards, available at: https://www.nps.gov/articles/sec-standards-prof-quals.htm. Please include curriculum vitae for the Principal Investigator and all crew members in the Quote.

The Contractor must obtain an Archaeological Investigation Permit from the Deschutes National Forest prior to receiving confidential cultural resource information/data and beginning fieldwork.

Statement of Work:

Contractor shall complete the Work as follows:

Requirements Pre-field Work

• The Forest Service has identified locations to be inventoried on the project map (Figure 1). Total survey coverage will not exceed 156 linear miles along the powerline corridor at transects spaced at or less than 30-meter intervals. The right-of-way and required survey area for 138 miles of powerline is 70 ft (21.3 meters) and for 18 miles is 150 ft (45.7 meters).

• The Contractor must complete pre-field research which includes historical background research, a search of GLO records/historic maps, and a review of the Oregon Archaeological Remote Records database maintained by the Oregon SHPO. The Contractor must coordinate with the Forest Archaeologist to receive digital copies of cultural resource records on file at the Deschutes National Forest. Cultural resource reports must be downloaded from the Oregon SHPO. If a report is not available on Oregon Archaeological Remote Records database, the Contractor may request it from the Forest Service who will provide a digital copy if available.

• Please note, an Archaeological Investigations Permit must be in place before the DNF can release any cultural resource information to the Contractor.

Field Methods

• Contractor shall space survey transects at ≤ 30 meter intervals.

• Contractor shall document all resources greater than or equal to 50 years old. For the purposes of this project, an “isolated find” is defined as a single artifact. Two or more artifacts are considered a “site.” Features, with or without associated artifacts, are considered a “site.”

• Known Sites within Project Area: The Deschutes National Forest estimates there are 115 previously recorded cultural resources within the powerline corridor that must be revisited by Contractor (note: this is an estimate).

o Site revisits will include an intensive 5-10 meter transect survey of the site area to establish surface boundaries.

o Contractor shall complete a monitoring form (Attachment 1) for each previously recorded cultural resource revisited, as follows. The monitoring form must include:

A full site description, including:

• A summary of previous site documentation and site condition

• Information on the general site type, landscape description

(topography, vegetation, soil), ground surface visibility, site size, total artifact count.

• Site content details with average and maximum artifact density, a description of concentrations/features (if present), and notable artifacts.

• Compare current site condition with previous site condition.

• A summary containing an overview of timeframe and function of the site.

Indicate previous NRHP eligibility and status of SHPO concurrence. Monitoring form must include a recommendation of NRHP eligibility under all four criteria or an explanation why an assessment cannot be made. If testing is needed to evaluate a site, the site will remain Unevaluated. Eligibility recommendations based on all four criteria for historic sites are expected.

Site overview photographs (required) and detailed photographs (as needed).

Detailed photographs must include a scale. Direction of photo must be noted.

Site sketch map to scale. Artifact concentrations, features, all pre-contact tools, and notable historic artifacts must be plotted on the sketch map.

Location map at 1:24,000 scale.

Document must be in Microsoft Word format.

o If a previously recorded site lacks a polygon boundary or the polygon boundary is inaccurate, then the Contractor shall establish and record a site boundary in the form of a GIS polygon. Contractor shall submit spatial data for each cultural resource in the survey area.

o Some previously documented sites have boundaries which extend outside the survey area. In these cases, a full examination of the site within 50 meters of the survey area is required of the Contractor, unless otherwise specified in writing by the DNF.

o If the existing site form does not meet modern professional standards, Contractor shall complete new documentation utilizing the Forest Service National site form in lieu of a monitoring form. The DNF will determine when this is the case and provide this information to the Contractor.

o If a previously recorded site cannot be relocated, a monitoring form is still required of the Contractor. The form must describe the efforts to relocate the site, evidence that the correct geographic location was examined, and the area’s ground surface visibility and landscape characteristics. Contractor shall include overview photographs for the area, along with direction of photo, and a location map and sketch map identifying the search area.

• Newly Discovered Sites: Contractor shall document all newly discovered sites containing 10 or more artifacts or a feature with or without artifacts on the Forest Service Cultural Resource Record (Attachment 2). Sites containing 2 to 9 artifacts and no features using the Deschutes National Forest Limited Complexity Cultural Resource Form (Attachment 3). Contractor shall document new sites as follows:

o Contractor shall document all newly discovered sites completely, including portions outside the APE if on federal land. If a newly encountered site extends outside the survey area, formal documentation can be limited to within 100 meters from the edge of the survey area. It must be clear in the site narrative and associated maps that the site extends beyond the currently identified boundary.

o Contractor shall fully complete the site form (either the Forest Service Cultural Resource Record or the Deschutes National Forest Limited Complexity Cultural Resource Form as previously described). Site forms must include:

The Cultural Resource Description must contain the following information:

• Introduction paragraph with general site type, landscape description (topography, vegetation, soil), ground surface visibility, site size, total artifact count.

• Site Content Details with assemblage details, average artifact density, and features (if present).

• A summary containing the overview of timeframe and site function for the site.

A recommendation of NRHP eligibility under all four criteria or an explanation why an assessment cannot be made. If testing is needed to evaluate a site, the site will remain Unevaluated. Eligibility recommendations based on all four criteria for historic sites are expected.

Site overview photographs and photographs that demonstrate the artifact assemblage. Photographs are required for all features, artifact concentrations, pre- contact tools, and notable historic items. Detailed photographs must include a scale. Direction/aspect of photo must be noted.

Site sketch map (must be to scale). Artifact concentrations, features, all pre-contact tools, and notable historic artifacts must be plotted on the sketch map.

Location map at 1:24,000 scale.

Document must be in Microsoft Word format.

• Newly Discovered Isolated Finds: Contractor shall document all newly discovered isolated finds on a Forest Service Isolated Find form (Attachment 4) as follows:

o Contractor shall completely fill out Isolated find forms as follows, including:

At least one overview photograph is required and detailed photographs must be included as needed.

A recommendation of NRHP eligibility under all four criteria or an explanation why an assessment cannot be made. If testing is needed to evaluate an isolated resource, the resource will remain Unevaluated. Eligibility recommendations based on all four criteria for historic isolated resources are expected.

A location map at 1:24,000 scale is required.

Document must be in Microsoft Word format.

• Contractor shall document sites and isolated finds using a GPS with an accuracy of less than 5-meters. The Contractor must submit GIS data for relocated previously recorded sites, newly recorded sites, isolated finds, and the boundary of survey areas. Site and survey boundaries should be polygons; isolated finds may be point data. If collected, linear survey transect GIS data must be submitted.

• The Forest Service will issue the Contractor cultural resource numbers for newly identified sites and isolated finds for each district of the DNF (the survey area covers three districts and each district will have distinct cultural resource numbers). Contractor shall use these numbers on the final versions of all documentation submitted to the Forest Service.

• All compass readings done by the Contractor will use the current established magnetic declination for the latitude and longitude of the project area. As of April 9, 2024, the declination for 44° 4' 21" N, 121° 15' 19" W is 14° 12' E.

Post-Field Work/Deliverables

• Within 10 days of survey completion, the Contractor shall submit a summary of the field work to the Forest Archaeologist (an email is acceptable). The fieldwork summary must include at a minimum:

o A list of newly recorded sites/isolated finds and type (historic/pre-contact/multi-component).

o List of previously recorded cultural resources revisited and whether or not the resource was relocated.

o A description of any required survey areas which could not be inventoried and why (include maps if there were areas that could not be surveyed) o A description…
