Arizona Department of Environmental Quality (ADEQ)
GLA, established in 1991, is an employee-owned, multidisciplinary environmental, civil, and geotechnical engineering consulting firm with more than 300 employees located in 27 offices in the U.S. and abroad. GLA and its affiliates, Clear Creek Associates, DBS&A, Geo-Logic Perú, Kunkel Engineering, Summit Water Resources, and The MINES Group, provide solutions to challenges for contaminated sites, municipal projects, natural resources, landfills, mines, and water resources. Our professional staff includes registered civil and geotechnical engineers, certified engineering geologists, professional geologists, certified hydrogeologists, and certified stormwater professionals in addition to field and laboratory technicians. We provide a wide array of services to public and private sector clients, including federal and state agencies.
GLA specializes in characterizing and remediating impacts to soil and groundwater with the goal of producing timely, technically defensible results that are protective of human health and the environment. Our experience includes hydrogeologic investigations, preliminary environmental assessments, early response actions, remedial investigations, feasibility studies, environmental impact statements, environmental information document reviews, and biological evaluations. Aspects of environmental projects that we anticipate may be implemented as part of the ASRAC contract include:
Site investigation/characterization: When investigating potential soil and groundwater contamination, a well-designed and well-executed subsurface characterization is the key to developing an effective, site-specific remedial approach. GLA’s investigation approaches vary from simple, minimally intrusive investigations to more complex remedial investigations driven by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) with dozens of wells installed to delineate contaminant plumes. We often advocate for collection of data where results are generated in the field (e.g., field laboratory, portable gas chromatograph mass spectrometers [GC/MS]), as long as these methods meet data quality objectives, to guide cost-efficient and technically sound investigations. We regularly use screening methods such as portable laboratories and portable field gas chromatographs; field X-ray fluorescence (XRF); waterloo soil gas samplers; and Summa canisters or Radiello sorbent samplers for evaluating indoor air quality. We are experienced in all drilling methods (including sonic and direct push) and geophysical surveys to characterize subsurface conditions. Our staff are well-versed in vapor intrusion studies. All field work is carried out in accordance with a site-specific health and safety plan and approved work plans and/or standard operating procedures to ensure that data quality objectives are met.
Fate and transport modeling: GLA engineers and scientists have experience in the mathematical modeling of transport of contaminants released into the soil, groundwater, or rock. These models provide insight into the physical, biological, and chemical processes at contaminated sites and allow us to determine which solutions we can provide for effective remediation. Our modeling services include: aquifer testing and analysis, groundwater flow and contaminant transport modeling, unsaturated fluid flow modeling, and evaluating impacts of contamination to surface water or nearby wells.
Remedial design, operations, and maintenance: GLA offers innovative, technically sound, and cost-conscious remediation system design, installation, operation, maintenance, and removal actions. We have successfully addressed soil and groundwater impacted by chlorinated solvents, metals, petroleum compounds, and mine wastes by designing and implementing more than 100 soil and groundwater remediation systems. GLA conducts feasibility studies to identify the most cost-effective remedial technologies suitable for subsurface contamination.
From simple mass removal excavations to complete multi-media extraction and treatment at Superfund sites, we have developed plans and specifications, constructed, and operated a wide range of remediation systems with approval from state regulatory agencies and the U.S. Environmental Protection Agency (EPA).
Recent systems designed and installed by GLA include: biovent/biosparge and bioaugmentation systems;
vertically and directionally drilled soil vapor extraction systems; groundwater sparging and extraction systems;
interceptor/cutoff trenches; pneumatic phase-separated hydrocarbon pumping systems; groundwater treatment by packed column air strippers, low-profile diffusers, bioslurry, and granular activated carbon (GAC); and vapor treatment by thermal and catalytic oxidizers, internal combustion engine, and GAC.

Geo-Logic Associates Experience and Qualifications Matrix Deliverables
R. Douglas Bartlett, RG, CHG Principal-in-Charge, Project Manager: Hydrogeologist geo-logic.com
Douglas Bartlett is co-founder of Clear Creek Associates groundwater consulting firm, now a subsidiary of Geo-Logic Associates. He has acted as the senior technical lead in several areas of specialization including: construction of flow and contaminant transport models, groundwater remediation design and operation, local and regional hydrogeologic studies, evaluation of groundwater resources in fractured rock and unconsolidated aquifers, production well design, and mining support.
Tucson Airport Remediation Project, Tucson, Arizona Mr. Bartlett has been involved in the Tucson Airport Remediation Project (TARP) superfund site (a large trichloroethylene [TCE] plume in south Tucson) since the late 1980s. As follow-up to his 1990 design of a nine-well groundwater remediation system at TARP, Mr. Bartlett oversaw the development of a groundwater flow and contaminant transport model used in evaluating the effect of reducing pumping requirements so as to make the TARP system less expensive to operate. Mr. Bartlett’s model was submitted and reviewed by U.S.
Environmental Protection Agency (EPA) and Arizona Department of Environmental Quality (ADEQ). More recently, a number of remediation wells have experienced significant structural problems necessitating replacement.
Clear Creek has been the lead consultant for redesign and installation oversight of new pumping wells.
Motorola 52nd Street Superfund Site, Motorola (now NXP), Phoenix, Arizona Mr. Bartlett has worked on the Motorola 52nd Street Superfund Site since 1985 and acted as the Senior Hydrogeologist directing all field investigations and groundwater modeling from 1989 to 2006. He is responsible for the design of three groundwater containment systems. Waste solvents (mainly TCE and tetrachloroethane [TCA]) were released by Motorola in the mid-1950s. The onsite dry wells used for disposal were located over alluvium and underlying fractured granite. A key difficulty is removal of solvents from fractured granite.
Onsite and offsite remediation systems (Operable Unit [OU] 1) were designed and installed in the early 1990s. The solvent plume from the site migrated into solvent contamination introduced by other parties. Extensive litigation occurred over the years and is continuing. A downgradient, offsite system (OU 2) was designed in the late 1990s, installed in 2000-2001, and began operation in September 2001. This is an ongoing remedial investigation project with Clear Creek Associates providing groundwater monitoring, development of Remedial Investigation/Feasibility Study (RI/FS) and related reports, and yearly effectiveness assessments of the OU1 treatment system and remediation investigations, on behalf of NXP, submitted to US EPA and ADEQ.
