Water System Preliminary Engineering Report, City of Deming, New Mexico Project Manager for preparation of a Preliminary Engineering Report (PER) to compare alternatives for water system improvements to both correct existing system deficiencies and expand the system to meet future demands. The PER was prepared in accordance with the U.S. Department of Agriculture (USDA) RD Bulletin 1780-2. This project is funded through the state Water Trust Board and subject to State agency review. The water system was evaluated using a computerized water model in WaterGEMS software. The analysis included development of alternatives to meet existing and future conditions, and comparison of alternatives based on criteria including capital and operating and maintenance costs, and environmental impacts. An accompanying Environmental Information Document was prepared, providing a high-level review of potential “show-stopping” issues that could be identified as areas of avoidance or areas of more focused evaluations that would be necessary at later stages of project development. The PER represents an overall system evaluation and capital improvements plan for the 20-year planning period.

Stormwater Improvements for Los Alamos National Laboratory Legacy Solid Waste Management Units, Tsay Corporation, Los Alamos, New Mexico Project engineer on design/build project to design and construct stormwater improvements to divert “clean” runoff around a legacy Solid Waste Management Unit. Improvements include above-ground high-density polyethylene (HDPE) stormwater piping, concrete inlet and outfall structures, culvert crossing of roadway, and detention pond improvements. Design challenges include steep slopes; rocky terrain; HDPE pipe thermal contraction and expansion, and access constraints. This project includes compliance with Los Alamos National Laboratory (LANL) environmental and safety requirements.

Certified Water Operator Services, New Mexico Department of Transportation, Moriarty, Santa Fe, and Taos, New Mexico Project Manager supporting the New Mexico Department of Transportation (NMDOT) in services related to operation, compliance sampling, water system assessment, water system operation and corrective action planning for three rest areas within NMDOT’s District 5. Our services include coordination and communication with the U.S. Environmental Protection Agency (EPA) and the New Mexico Environment Department (NMED).

NMDOT was under Administrative Order from EPA on two of the three rest areas, for which we prepared a progress report for deficiencies.

We provide the New Mexico certified Operator-of-Record for the three rest areas. In this capacity, we conduct monthly regulatory sampling for total coliform and inspect water facilities. We provide a monthly inspection report to NMDOT, which identifies any deficiencies requiring attention by the Owner.

Chromium Pipeline and Infrastructure Project, Los Alamos National Laboratories, Los Alamos County, New Mexico Project Manager on design/build project to design and construct a water system to connect extraction wells to treatment and distribute water to injection wells. Water System Preliminary Engineering Report, City of Portales, New Mexico Project Engineer for preliminary engineering report (PER) discussing water supply options for the 20-year period.

As part of the project, DBS&A developed standardized well specifications and schematic well design, which can be used to drill test holes and develop additional supply wells. The PER examined a number of alternatives, including rehabilitation of existing wells, drilling new wells, aquifer storage and recovery using injections wells, and increased conservation. The recommended alternative combines these options to create a diversified water portfolio focused on reducing demand, beneficially reusing and storing excess water during cooler months, and recharging the existing well field to prolong its life. The PER will be used to seek funding for recommended improvements from the state and federal funding sources.
