Ms. Alter’s 30‐year career includes both environmental consulting and municipal drinking water treatment. Throughout her carrer, she has managed environmental remediation and environmental permitting projects, and overseen water resource planning and regulatory compliance of small drinking water systems. Areas of specialization include aquifer protection permitting, grant writing and funding assistance for small water systems, and compliance with EPA’s Lead and Copper Rule Revisions and PFAS regulations.
MUNICIPAL DRINKING WATER TREATMENT
Lead and Copper Rule Revisions (LCRR), Town of Purcellville Water Treatment Plant, Viriginia* Led tasks associated with LCRR compliance, including the completion of a water service line inventory of over 3,000 connections. Developed and distributed customer service line surveys and coordinated survey responses.
Reviewed historic documents, oversaw meter inspections, and coordinated a statistical analysis to complete the inventory. Leveraged available free technical assistance and funding sources to help fund the project.
Represented the Town in a regional Lead and Copper Work Group, which assisted nearby small water systems with compliance.
Per‐ and Polyfluoroalkyl Substances (PFAS) Regulations, Town of Purcellville Water Treatment Plant, Virginia* Responsible for compliance with federal water quality standards for PFAS, promulgated in April 2024. Proactively developed a PFAS monitoring program in 2022 to characterize the extent of PFAS in the Town’s surface water and ground water sources. Developed an Interim Action Plan for the operation of the Town’s water sources to mitigate concentrations in the drinking water supply. Was the first small system in Virginia to apply for and receive funding to conduct a PFAS pilot study in the state. Additional funding awards included $1.7 million under the Emerging Contaminants – Small and Disadvantaged Communities grant to construct a PFAS remedy at a groundwater treatment plant.
Per‐ and Polyfluoroalkyl Substances (PFAS) Legal Claims, Town of Purcellville Water Treatment Plant, Virginia* Prepared and submitted legal claims for 10 Town water sources, including surface water and groundwater, under the Aqueous Film‐Forming Foam (AFFF) Products Liability Litigation. Due to the proactive PFAS monitoring program established in 2022, the Town was able to submit Phase I Settlement claims, as well as Phase I Special Needs claims under the Dupont and 3M settlements.

Responsible for 5‐ and 10‐year Capital Improvement Planning for over $21 million in projects. Provided assistance to consultant to set water rates for next five years.
Compliance Reporting, Permitting and Regulatory Submittals, Town of Purcellville Water Treatment Plant, Viriginia* Prepared required submittals for the Water Treatment Plant, including: 1) Monthly Operation Reports (VA Health Department); 2) monthly National Pollutant Discharge Elimination System (NPDES) Discharge Monitoring Reports; 3) annual Emergency Planning and Community Right‐to‐Know Act (EPCRA) Sara Tier II Report; 4) annual Consumer Confidence Reports; 5) annual reservoir dam inspection reports and 5‐year dam emergency tabletop exercises (VA Department of Conservation and Recreation); and 6) Virginia Annual Water Withdrawal Reporting for the Town’s grandfathered water rights.
ENVIRONMENTAL CHARACTERIZATION AND REMEDIATION
Tucson International Airport Groundwater Remediation Project, Superfund Site, City of Tucson Oversight of a groundwater pump and treat system capture evaluation, semi‐annual reporting requirements, and on‐going review of extraction well and treatment system performance. Coordinated and provided technical oversight on an optimization evaluation of the existing groundwater monitoring program, which used statistical analyses. The project also included the characterization of a 1,4‐dioxane plume and a subsequent review of viable treatment options for 1,4‐dioxane.
Cyprus Tohono Corporation, Groundwater RI/FS Cyprus Tohono Mine, Tohono O’odham Nation, Arizona Assisted in the development of RI planning documents accepted by the U.S. EPA, the BLM, and the Tohono O’odham Nation. Documents included the RI Workplan and Sampling and Analysis Plan.
Broadway‐Pantano State Superfund Site, Arizona Department of Environmental Quality, Tucson, Arizona Project Hydrogeologist for review of contaminant transport parameters used during groundwater model development. Evaluation of remedial alternatives for a PCE/TCE/VC plume at the Broadway‐Pantano WQARF site in Tucson, Arizona.
Silverbell Landfill State Superfund Site, City of Tucson, Tucson, Arizona Evaluated a groundwater remedy for chlorinated solvents at the Silverbell Landfill. The project included a review of water quality data for evidence of natural attenuation, including biodegradation of chlorinated solvents, and the evaluation of monitored natural attenuation and/or enhanced bioremediation as remedial options for the site. Developed a workplan to conduct a pilot study for enhanced bioremediation of chlorinated solvents in groundwater using benzoate and lactate as a substrate and provided technical oversight of the pilot study activities. Provided technical assistance on a groundwater plume containment plan for chlorinated solvents at the Silverbell Landfill.
Remedial Design, Confidential Superfund Client, Phoenix, Arizona* Developed a remedial design for a Superfund site in Phoenix, Arizona. Reviewed data for evidence of natural attenuation of chlorinated solvents in groundwater and proposed a groundwater monitoring network and sampling parameters to meet EPA criteria for evaluating the performance of monitored natural attenuation as a remedy. Prepared the Remedial Design Workplan and Sampling and Analysis Plan and oversaw the implementation of each. Following five quarters of monitoring, assisted with the development of a groundwater fate and transport model, which demonstrated that monitored natural attenuation was a feasible groundwater remedy. EPA approved MNA as the final groundwater remedy for this site.
Remedial Design, Los Reales Landfill, State Superfund Site, Tucson, Arizona* Conducted fieldwork associated with the design of a groundwater remediation system. The fieldwork included well installation, well development, aquifer testing, and groundwater sampling.
